The regular meeting of the City Council was called to order at 5:00 p.m.

Agency was called to order at 7:00 p.m.

Motion by Council Member Magee, second by Council Member Sheridan to approve the City
Council Consent Calendar. The motion carried by the following vote:

Year 2023-24 for the City of Lake Elsinore to Fund the City's National Pollutant
Discharge Elimination System (NPDES) Permit Compliance Activities
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, MAINTAINING COUNTY SERVICE AREA 152 AND AUTHORIZING THE
BENEFIT ASSESSMENT UNIT RATE FOR THE FISCAL YEAR 2023-24 FOR THE CITY
OF LAKE ELSINORE TO FUND THE CITY'S NATIONAL POLLUTION DISCHARGE
ELIMINATION SYSTEM (NPDES) PERMIT PROGRAM.
7)Notice of Decision – Planning Commission Approval of Planning Application No.
2018-59 (Ministerio Puerta Del Cielo) Requesting a Conditional Use Permit to Expand
the Existing Church Located in Units 5-B and 7-C at 31712 Casino Drive into Units 6-
A, 6-B, 6-C and 7-B
Receive and File the Notice of Decision for Planning Application No. 2018-59 acted on by
the Planning Commission (Commission) on February 7, 2023.
8)License Agreement with Common Sense Events, Inc. for the Operation of a Wedding
and Event Venue at Launch Pointe
Approve and authorize the City Manager to execute a License Agreement and any
subsequent extensions with Common Sense Events, Inc. to manage a variety of wedding
and event activities in such final form as approved by the City Attorney.
9)License Agreement with JTS Rentals to Host Various Water-Related Rental Activities
at Launch Pointe
Approve and authorize the City Manager to execute a License Agreement and any
subsequent extensions with JTS Rentals to host a variety of water-related rental activities
in such final form as approved by the City Attorney.
10)Agreement With David Evans and Associates Inc. for Main Street Conceptual Design
Master Plan
Approve and authorize the City Manager to execute an Agreement for Landscape
Architectural Services with David Evans and Associates Inc. for Main Street Conceptual
Design Master Plan for $182,233.00, in such final form as approved by the City Attorney
and to execute change orders not to exceed a 10% contingency of $18,223.00 for
unanticipated costs.
11)Agreement with Robbins Pest Management, Inc. for On-call Services
Approve and authorize the City Manager to execute an Agreement for On-Call Services
with Robbins Pest Management in the amount of $60,000 in such final form approved by
the City Attorney.

12)Amendment No. 1 to the Agreement with David Evans and Associates, Inc. for
Additional Architectural Landscape Services for Various Streetscapes
Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement
with David Evans and Associates, Inc. for additional architectural landscape services for
various streetscapes for Lakeshore Drive parkway, Via De La Valle expansion, Railroad
Canyon Road expansion, and Lincoln Street expansion in the amount of $79,845.00 and in
such final form as approved by the City Attorney to execute change orders not to exceed a
10% contingency of $7,984.00 for unanticipated costs.
13)Purchase of 20’ Rotary Cutter
Approve and authorize the City Manager to execute a Purchase Order in the amount of
$36,232.63 (including tax) to purchase a 20’ Rotary Cutter from Land Pride.
14)Agreement With Unique Builders of California, Inc. (UBCA) for Swick & Matich Park
Remodel (CIP Project #Z40023)
Approve and Authorize the City Manager to execute the Agreement not to exceed the
amount of $192,018.00 for Swick & Matich Park Remodel with Unique Builders of California,
Inc. (UBCA) in the form attached and in such final form as approved by the City Attorney
and to execute change orders not exceeding a 10% contingency of $19,201.00 for
uncertainties and adjustments.
15)Agreement for Municipal Code Enforcement Legal Services with Civica Law Group,
APC
Approve and authorize the City Manager to execute an Agreement for Municipal Code
Enforcement Legal Services with Civica Law Group, APC effective March 1, 2023.

Motion by Vice Chair Manos, second by Agency Member Magee to approve the Successor
Agency Consent Calendar. The motion carried by the following vote:

8)Resolution Adopting Updated Master Drainage Plan and Fee Schedule
Open the Public Hearing, receive testimony, if any, and continue the item to April 11, 2023.

Public Hearing to April 11, 2023. The motion carried by the following vote:

City Manager Simpson had no comments.
CITY ATTORNEY COMMENTS
Assistant City Attorney Mann had no comments.
CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Sheridan expressed condolences to the family of Norco Mayor Pro Tem Ted
Hoffman; reported on his attendance at the Riverside Transit Agency meeting on February 23, 2023;
spoke on the community’s participation in the Ruth Atkins Speaker Series Event that was held on
February 23, 2023 and thanked the Lake Elsinore Unified School District, Menifee Union School
District, Lake Elsinore Storm, Lake Elsinore Valley Chamber of Commerce, Lux Hills Gang, and the
Community Services Department for promoting and supporting the event; encouraged registration
for the Jacob’s House Golf Tournament which will be held on Monday, May 15, 2023 at 10:00 a.m.
at Bear Creek Golf Club in Murrieta; and invited the community to attend a fundraising event
honoring the life of Brian Haney on Wednesday, February 22, 2023 at Never Better Frozen Yogurt.
Council Member Magee announced that the SCCA Starting Line Driver School will be held on
Saturday, March 11, 2023 at Diamond Stadium; and shared that Animal Friends of the Valleys
received a $500,000 grant from Petco Love.
Mayor Pro Tem Manos reported on his attendance at the Southern California Association of
Governments Next Generation Infrastructure Subcommittee meeting on February 15, 2023, Lake
Elsinore San Jacinto Watershed Authority Workshop on February 16, 2023, Southern California
Association of Governments Audit Committee meeting on February 22, 2023, Southern California

Association of Governments Emerging Technologies Committee meeting on February 23, 2023, a
meeting with Congressman Calvert on February 24, 2023, and the Riverside County Board of
Supervisors City Selection Committee meeting on February 28, 2023; invited the community to
attend the Bunny Trunk Hop on April 1, 2023 from 12:00 p.m. to 3:00 p.m. on Main Street in
Downtown; and encouraged Lake Elsinore High School Seniors to apply for the Carl Graves
Scholarship Program by April 5, 2023 at 5:00 p.m. on the City’s website.
Mayor Johnson reported out from the Riverside County 2nd District Homeless Symposium which
was held on February 22, 2023; provided information on the Elsinore Valley Municipal Water District
Sedco Hills and Avenues Septic to Sewer Conversion Project; announced the COPS for Kids
Celebrity Golf Tournament which will be held on May 5, 2023 at Dos Lagos Golf Course; shared a
photo of Lake Elsinore Deputy Darnell Calhoun which has been posted in the lobby at City Hall; and
adjourned the meeting in memory of Norco Mayor Pro Tem Ted Hoffman.
ADJOURNMENT
The Lake Elsinore City Council adjourned at to the next Regular meeting of Tuesday, March 7,
2023 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00
p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting
will commence at 7:00 p.m.
