Main Street Lake Elsinore, CA 92530 CALL TO ORDER The Regular Meeting of the Planning Commission was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Vice Chair Michael Carroll led the pledge of allegiance. ROLL CALL Present -Commissioners Gray, Klaarenbeek, and Peters; Vice Chair Carroll; and Chair Dobler PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 3 MINUTES There were no speakers. CONSENT CALENDAR A motion was made by Commissioner Gray, seconded by Commissioner Peters to approve the Consent Calendar. The motion carried by the following vote: Aye: 5 –Commissioners Gray, Klaarenbeek, and Peters; Vice Chair Carroll; and Chair Dobler. 1.Minutes of the Regular Planning Commission Meeting of December 6, 2022 Approve the Minutes. Planning Commission Minutes - Draft February 07, 2023 City of Lake Elsinore Page 2 PUBLIC HEARING 2.Planning Application No. 2018-59 (Ministerio Puerta Del Cielo) - A Request for a Conditional Use Permit to Expand the Existing Church Located in Units 5-B and 7- C at 31712 Casino Drive into Units 6-A, 6-B, 6-C and 7-B 1. Find and determine that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities); and 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2018-59 (CONDITIONAL USE PERMIT NO. 2022-03) TO EXPAND THE EXISTING CHURCH LOCATED IN UNITS 5-B AND 7-C AT 31712 CASINO DRIVE INTO UNITS 6-A, 6-B, 6-C AND 7-B (APN: 363-171-008). The public hearing was opened at 6:03 p.m. Associate Planner Beery presented the staff report. There were no speakers. The public hearing closed at 6:20 p.m. A motion was made by Vice Chair Carroll, seconded by Commissioner Gray to approve staff’s recommendations. The motion carried by the following vote: Aye: 4 –Commissioners Gray and Peters; Vice Chair Carroll; and Chair Dobler. PUBLIC HEARING 1.Planning Application No. 2021-25 (Jack in the Box El Toro) - A request for approval of a Commercial Design Review and two Conditional Use Permits to construct and operate two drive-through restaurants (2,649 sq. ft. and 624 sq. ft., respectively) located at the intersection of Highway 74 and El Toro Cut Off Road 1. Find and determine that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15332 (In-Fill Development Projects); 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2021-25 (CONDITIONAL USE PERMIT NO. 2022-01, CONDITIONAL USE PERMIT NO. 2022-04 AND COMMERCIAL DESIGN REVIEW NO. 2022-01) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN; Planning Commission Minutes - Draft February 21, 2023 City of Lake Elsinore Page 2 3. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2022-04 TO ESTABLISH A 624 SQUARE-FOOT DRIVE-THROUGH RESTAURANT AT APN: 347-130-035; and 5. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2022-01 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR TWO DRIVE-THROUGH RESTAURANTS AT APNS: 347-130-033, 347-130-034 and 347-130-035. The motion carried by the following vote: Aye: 3 –Commissioners Klaarenbeek and Peters; and Chair Dobler Absent: 2 –Commissioner Gray; and Vice Chair Carroll 2.Planning Application No. 2019-69 (Corydon Gateway) – A request for approval of Tentative Tract Map No. 38626 for condominium purposes to create an approximately 1.64-acre common area parcel and divide the building into six condominium units on an approximately 2.14-acre parcel 1. Find and determine that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(k) (Existing Facilities); and 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE TRACT MAP NO. 38626 FOR CONDOMINIUM PURPOSES TO CREATE AN APPROXIMATELY 1.64-ACRE COMMON AREA PARCEL AND DIVIDE THE BUILDING INTO SIX CONDOMINIUM UNITS ON AN APPROXIMATELY 2.14-ACRE PARCEL (APN: 370-050-041).
