Main Street Lake Elsinore, CA 92530 CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City follows CDC, the California Department of Health Services’ and the County of Riverside Public Health Officer guidance for the Control of COVID-19. Additional information regarding COVID-19 is available on the City’s website at www.lake-elsinore.org. The February 21, 2023 Planning Commission meeting will be conducted in person. Remote participation by the public and other interested persons will also be available in the following ways: 1) Cable T.V. Broadcast on Spectrum Channel 29 and Frontier Channel 31. 2) Livestream online at https://lakeelsinore.primegov.com/public/portal 3) To call into the meeting and provide public comment via Zoom, register by clicking the following link before 5:00 p.m. on the day of the meeting: https://us02web.zoom.us/webinar/register/WN_lezl8ClRTROOkqdS6_xGcg 4) Email public comments to dabraham@lake-elsinore.org before the meeting. Comments received prior to 4:00 p.m. on the day of the meeting will be transmitted to the Planning Commission. In light of changed circumstances related to COVID-19 Public Health Orders, the City reserves the right to restrict in-person participation and resume remote-only participation via Zoom. In the event such action is deemed necessary and appropriate, the City will post alerts on the City’s website and on social media prior to the Planning Commission Meeting in sufficient time to allow the public to register as instructed above. The City of Lake Elsinore appreciates your attendance. Citizens’ interest provides the Planning Commission with valuable information regarding issues of the community. Meetings are held on the 1st and 3rd Tuesday of every month. The agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Any writings distributed to Planning Commission within 72 hours of the meeting will be made available to the public at the time it is distributed to the City Council. Our Aspirations are broad, long-term goals that encapsulate what we hope to achieve in Lake Elsinore’s future. The City has identified 4 key aspirations to work towards. Items on the agenda that align with Aspirations from the Dream Extreme 2040 Plan are noted by the Aspiration’s icon to highlight City Council actions that help the City pursue its goals. PUBLIC HEARINGS 1) Planning Application No. 2021-25 (Jack in the Box El Toro) - A request for approval of a Commercial Design Review and two Conditional Use Permits to construct and operate two drive-through restaurants (2,649 sq. ft. and 624 sq. ft., respectively) located at the intersection of Highway 74 and El Toro Cut Off Road 1. Find and determine that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15332 (In-Fill Development Projects); Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2021-25 (CONDITIONAL USE PERMIT NO. 2022-01, CONDITIONAL USE PERMIT NO. 2022-04 AND COMMERCIAL DESIGN REVIEW NO. 2022-01) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN; 2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2022-01 TO ESTABLISH A 2,649 SQUARE-FOOT DRIVE-THROUGH RESTAURANT AT APNS: 347-130-033 and 347-130-034; Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2022-04 TO ESTABLISH A 624 SQUARE-FOOT DRIVE-THROUGH RESTAURANT AT APN: 347-130-035; and 3. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2022- 01 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR TWO DRIVE-THROUGH RESTAURANTS AT APNS: 347-130-033, 347-130-034 and 347- 130-035. 2) Planning Application No. 2019-69 (Corydon Gateway) – A request for approval of Tentative Tract Map No. 38626 for condominium purposes to create an approximately 1.64-acre common area parcel and divide the building into six condominium units on an approximately 2.14-acre parcel 1. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE TRACT MAP NO. 38626 FOR CONDOMINIUM PURPOSES TO CREATE AN APPROXIMATELY 1.64-ACRE COMMON AREA PARCEL AND DIVIDE THE BUILDING INTO SIX CONDOMINIUM UNITS ON AN APPROXIMATELY 2.14-ACRE PARCEL (APN: 370-050-041).
