OF CALIF 09/29/2021 Kimberly Johnson, P.E Date Final Drainage Study Central Ave./Pasadena St.Industrial Building Section I Project Description p INTRODUCTION i This report has been prepared to analyze the hydrological effects of the proposed Industrial Building located on the west side of Central Avenue and north side of Pasadena Street,within a mixed commercial and light industrial area of the City of Lake Elsinore,CA. IMPROVEMENTS i The entire parcel is undeveloped with sparse natural brush,trees and grasses. The property will be graded and a 53,100 SF concrete tilt-up industrial facility will be constructed. The paving on site will consist of an AC paved parking lot and drive aisles,as well as a relatively small area of stamped concrete at the Central Avenue entrance to match that of the existing Target Center entrance. A new driveway will be provided as well connecting the project to Pasadena Street. DRAINAGE PATTERNS The existing site primarily sheet flows to Pasadena Street,which drains in the southeasterly direction towards Central Avenue. The proposed site drainage will maintain the existing drainage pattern described above however will be broken into two main subareas in order to implement the required water quality treatment. Drainage Area 1 drains to the southern corner of the site,adjacent to Central Ave. The proposed biofiltration planter will collect the drainage area sheet flow and release both the treated low flow and the bypass high flow out curb face onto Pasadena Drive near the intersection of Central. Drainage Area 2 drains to the northwest corner, near the proposed driveway entrance,and sheet flows to the proposed Modular Wetland System. The treated low flow discharges directly into the existing private 36"storm drain located north on the described property. The high-flow bypass' the system externally and sheet flows out the driveway onto Pasadena Street. Drainage Area 3 is a small area of roof that drains to the Pasadena Street via parkway drain out. Drainage Area 4 consists of a self-treating area that comprises mainly of landscape,adjacent to the public right of way. Drainage Area 5 is a small area of driveway runoff that drains to Central Avenue and because of it's extremely small size,this area is excluded from the Hydrology calculation as its minimal and will not impact the figures. The proposed site runoff will match the existing drainage pattern and continue to sheet flow down Central Avenue to a large catch basin at the end of Central,which directly connects and discharges into the Temescal Creek. I i f HVI)ROMODI FICATION The project drains directly to the Temescal Creek and Reaches 1-5 are considered non-EHM. Therefore the project is susceptible to Hydromodification. As demonstrated herein,the project flow rate is not to increase by more than 5% from the pre to post condition. I i Section II Methodology II RUNOFF DETERMINATION METHODS The Soil Conservation Service (SCS)Unit Hydrograph model was used to analyze the runoff discharges. The Technical Release(TR-20)computer program was also applied to the SCS Unit Hydrograph method by utilizing HydroCAD computer program. The 24-hour storm duration was modeled for both a 100-year and 2-year storm event. The analysis was prepared in accordance with the Riverside County Hydrology manual. �I SCS TR-20 Runoff Method The SCS TR-20 Unit Iydrograph Method input parameters are: Soil Group: B. Te=The Time of Concentrations v"rere calculated using the HydroCAD program. AMC: II November 23,2020 Finn!Drainage.4 utti, Ceutral Ave./Pasadena St.Industrial Ruilding Section III Conclusion The analysis is provided in the Appendix. However to summarize, the post development condition was modeled with the biofiltration planter with the low-flow storm drain pipe for the 2-year storm 24-hour storm event. The biofiltration planter with the over-flow storm drain culvert was modeled for the I00-year 24-hour storm event. Additionally, per the site Conditions of Approval#152, "the drainage system shall be designed to ensure that runoff from a 10 year storm of 6 hours or 24 hours duration under developed condition is equal or less than the runoff under existing conditions of the same storm frequency." To comply with these Conditions of Approval, both the I0-year 24-hr and 10-year 6-hr storm event were modeled. For the post development a brief summary is provided below for each drainage area. Drainage Area I (DA-1) includes a large portion of the building roof,parking lot, drive aisles and landscaping that drains from the north to the south and southeast location to the proposed biofiltration planter. The biofiltration planter not only treats the required volume per the Water Quality Management Report, but further slows down the runoff and increases the time of concentration. As a result, the 10-year 6 hr post development flow rate is 0.81 cfs and the I0-year 24-hour is 2.2 cfs, as provided in the table below. Drainage Area 2 includes a small area at the northwest end of the site that only includes a small portion of the parking lot and landscape area, and drains to the proposed modular wetland system. The I0-year 6 hr post development flow rate is 0.52 cfs and the 10-year 6 hr post development flow rate is 1.24cfs. Drainage Area 3 includes a small area of roof area that drains to the roof drain downspouts filters. The I 0-year-6 lir post development flow rate is 0.13 cfs and the 10- year 24-hour rate is 0.30 cfs. Drainage Area 4 includes a small area of sloped landscape that drains towards Pasadena Street. The I0-year 6 hr post development flow rate is 0.02 efs and the I0-year 24-hour flow rate is 0.27 cfs. In comparison, the predevelopment runoff rate for the 10-year 6 hour storm event is 0.49 cfs and the 10-year 24-hour storm event is 3.54 cfs, the post development runoff rate for the 10-year 6- hour storm event is 1.48 efs and the 10-year 24-hour storm event is 4.03 cfs. An overall reduction for the 10-year 24-hour storm event is 0.49 cfs. In conclusion with the implementation of the LID BMP's, the time of concentration, flow rate, and volume discharged from the post developed site is not increased from predevelopment condition. Therefore,the site is in conformance with the Hydromodification requirements. Below is a summary of the findings. Please refer to Appendix for the full calculations.
