The Regular Meetings of the City Council and the Successor Agency will be called to order.

Present the National Jill Robinson Award on behalf of the Code Enforcement Officer Safety
Foundation to Fred Lopez and the City of Lake Elsinore Code Enforcement Team.
Justin Edson, representing the Code Enforcement Officer Safety Foundation, presented
the National Jill Robinson Award to Fred Lopez and the City’s Code Enforcement team.

Motion by Mayor Pro Tem Manos, second by Council Member Sheridan to approve the City
Council Consent Calendar with Item No. 11 being removed from the agenda. The motion
carried by the following vote:

6)Fiscal Year 2022-2023 Mid-year Operating Budget Status Report
1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AMENDING THE FY2022-2023 ANNUAL OPERATING BUDGET FOR
MID-YEAR ADJUSTMENTS; and
2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AMENDING THE FY2022-2023 SCHEDULE OF AUTHORIZED
POSITIONS FOR MID-YEAR ADJUSTMENTS.

7)Annual On-call and Construction Contractor Services Agreements in Support of City
of Lake Elsinore Minor Construction, Maintenance and Operations.
Approve on-call minor construction contractor services agreements with AAA Restoration,
Inc. in an amount not to exceed $100,000, Amber Airconditioning in an amount not to exceed
$350,000, B&B Nurseries, Inc. (dba Landscape Center) in an amount not to exceed
$250,000, Cotter Construction, Inc. in an amount not to exceed $250,000, Endresen
Development, Inc. in an amount not to exceed $350,000, Hemet Fence, Inc. in an amount
not to exceed $241,000, Pursuit Electric in an amount not to exceed $250,000, Unique
Builders of California, Inc. in an amount not to exceed $350,000, and United Carports, LLC
in an amount not to exceed $250,000 in the form attached and in such final form as approved
by the City Attorney.

8)Amendment No. 1 to the On-call Services Agreement with Wood Environment &
Infrastructure Solutions, Inc. for Lake Water Testing
Approve and authorize the City Manager to execute Amendment No. 1 to the On-Call
Services Agreement with Wood Environment & Infrastructure Solutions, Inc. USA (now
Operating as WSP Environment & Infrastructure Solutions, Inc.) in such final form as
approved by the City Attorney.
This item was approved on the City Council Consent Calendar.
9)Final Map No. 36557 (Terracina)
1. Approve Final Map No. 36557 subject to the City Engineer’s acceptance as being true
and correct;
2. Authorize the City Clerk to sign the map and arrange for the recordation of Final Map No.
36557; and
3. Authorize the City Manager to execute the construction and monumentation agreement.

10)Agreement With Cotter Construction for Serenity Park Fitness Trail
Approve and authorize the City Manager to Execute a Public Works Construction Agreement
with Cotter Construction for Serenity Park Fitness Trail for $160,000.00 and change orders
not to exceed a 10% contingency amount of $16,000.00 for unanticipated costs in such final
form as approved by the City Attorney.

11)Agreement with AAA Restoration, Inc. for Swick & Matich Park Remodel (CIP Project
#Z40023)
1. Approve and authorize the City Manager to execute an agreement not to exceed the
amount of $192,023.40 for Swick & Matich Park Remodel with AAA Restoration Inc. in
the form attached and in such final form as approved by the City Attorney; and
2. Authorize the City Manager to execute change orders not to exceed a 10% contingency
amount of $19,202.34 for uncertainties and adjustments.

9)Final Map No. 36557 (Terracina)
1. Approve Final Map No. 36557 subject to the City Engineer’s acceptance as being true

3. Authorize the City Manager to execute the construction and monumentation
agreement.

City Engineer Habib presented a staff report.
Motion by Mayor Pro Tem Manos, second by Council Member Tisdale to approve
staff’s recommendations. The motion carried by the following vote:

and Mayor Johnson
SUCCESSOR AGENCY CONSENT CALENDAR
Motion by Agency Member Tisdale, second by Agency Member Sheridan to approve the
Successor Agency Consent Calendar noting Agency Member Sheridan’s abstention from
voting on Item No. 15. The motion carried by the following vote:

amount not to exceed $40,000, Cotter Construction, Inc. in an amount not to exceed
$50,000, Endresen Development, Inc. in an amount not to exceed $275,000, Pursuit Electric
in an amount not to exceed $75,000, and Unique Builders of California, Inc. in an amount
not to exceed $275,000 in the form attached and in such final form as approved by the
Agency Attorney.

16)First Amendment to Development Agreement No. 2022-02 (Ramsgate) to Include
Tentative Tract Map No. 33725, a 52.7-acre Subdivision With 204 Lots, to the
Development Agreement for the Ramsgate Specific Plan
Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A FIRST
AMENDMENT TO THE RAMSGATE DEVELOPMENT AGREEMENT FOR THE PURPOSE
OF INCLUDING TENTATIVE TRACT MAP NO. 33725 (DEVELOPMENT AGREEMENT NO.
2022-02).

Interim Assistant Community Development Director Abraham presented the staff report.

Motion by Council Member Tisdale, second by Mayor Pro Tem Manos to introduce
the Ordinance. The motion carried by the following vote:

CITY MANAGER'S COMMENTS
City Manager Simpson recognized the outpouring of support and staff’s assistance collaborating
on the vigil for Deputy Calhoun.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Tisdale announced Earned Income Tax Credit Awareness Day on Friday,
January 27, 2023 from 9:00 a.m. to 3:00 p.m. at Community Action Partnership in Riverside; and
reported on his attendance at the Northwest Mosquito & Vector Control District Board meeting on
January 19, 2023.
Mayor Pro Tem Manos addressed comments made during public comments; reported on his
attendance at the Riverside County Airport Land Use Commission meeting on January 12, 2023,
Elsinore Valley Municipal Water District meeting on January 12, 2023, and Southern California
Association of Governments meeting on January 18, 2023; and provided an overview of the Collier
Avenue/Minthorn Street Resurfacing Improvements Project.
Council Member Sheridan expressed his sympathy to Deputy Calhoun’s family and the Riverside
County Sheriff’s Department; and announced a Speaker Series event hosted by the Lake Elsinore
Historical Society which will be held on February 23, 2023 at 7:00 p.m. in the Cultural Center.
Council Member Magee shared his participation in the groundbreaking ceremony for the 71/91
Interchange Project on January 19, 2023; encouraged anglers to purchase or renew their Lake
Pass; and shared that Supervisor Spiegel supported the approval of funding for the Alberhill Ranch
Boys & Girls Clubhouse Improvements Project.
Mayor Johnson provided an update on the Lake and algae levels; invited the community to attend
the Mornings on Main Farmers Market every Sunday from 10:00 a.m. to 2:00 p.m. returning
February 12, 2023 in Downtown; and expressed condolences to Deputy Darnell Calhoun’s family
and shared a video representing the vigil that was held in his honor on Tuesday, January 17, 2023.

ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:08 p.m. to the next Regular meeting of Tuesday,
February 14, 2023 in the Cultural Center located at 183 N. Main Street. Closed Session will
commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session
business meeting will commence at 7:00 p.m.
