Page 1 of 2 REPORT TO MEASURE Z CITIZEN COMMITTEE To:Honorable Chair and Members of the Measure Z Citizens Committee From:Jason Simpson, City Manager Prepared by:Brendan Rafferty, Fiscal Officer Date:February 6, 2023 Subject:Community Satisfaction Survey Recommendation Review and approve the Community Satisfaction Survey. Background Since 2016, the City has regularly conducted community opinion surveys to gauge community satisfaction with City services and gather opinions, perceptions, and priorities about the City, its services, and future projects and/or needs. The results from the survey have provided critical information to assist the City in making sound, strategic decisions in various areas, including prioritization, planning, performance measurement, policymaking, community engagement, and budgeting. On November 3, 2020, residents of the City of Lake Elsinore voted in favor of Measure Z, a locally controlled one-cent or one percent transaction, and use tax to generate unrestricted general fund dollars to address City services, public safety, and local recovery needs. As part of the City’s commitment to direct the use of Measure Z funds per the goals and needs of the community, the City contracted True North Research to develop a survey that will gather opinions, perceptions, and priorities about the City. True North Research, Inc. Page 2 of 2 Discussion Since the beginning of December, staff has worked with True North Research to develop a survey that addresses all aspects of City services. The proposed survey includes several components of the City’s last survey in 2016. However, it was updated to include several new items. These items include topics from the 2019-20 Measure Z survey, public safety, and homelessness. The survey will be conducted in early March. Fiscal Impact The cost to develop and conduct the survey is expected to be $28,850.00 and is part of the Fiscal Year 2022-23 Annual Operating Budget.
