ROLL CALL Member Ric Greenwood, Member Jimmy Gist, and Vice Chair Edwin CastroPresent3 - Chair Robert Sadlak, and Member Raquel LallAbsent2 - PUBLIC COMMENT There were no speakers. Committee Member Lall arrived at 6:01 p.m. CONSENT CALENDAR Approval of the Consent Calendar Motion by Member Greenwood, seconded by Vice Chair Castro, to approve the Consent Calendar. The motion carried by the following vote: Aye:Member Greenwood, Member Lall, Member Gist and Vice Chair Castro4 - Absent:Chair Sadlak1 - 1)Minutes of the Special Measure Z Citizen Committee Meeting of May 4, 2022 Approve the Minutes. Page 1City of Lake Elsinore October 13, 2022Measure Z Citizen Committee Meeting Minutes - Draft BUSINESS ITEMS 2)Selection of a Chair and Vice Chair for the Committee Appoint a Chair and Vice Chair for the Measure Z Citizen Committee to serve the Committee through July 2023. Committee Member Castro nominated Committee Member Greenwood as Vice Chair. Committee Member Gist nominated Committee Member Castro as Chair. The Committee appointed Committee Member Castro as Chair and Committee Member Greenwood as Vice Chair by the following vote: Aye:Member Greenwood, Member Lall, Member Gist and Vice Chair Castro4 - Absent:Chair Sadlak1 - 3)Update on Fiscal Year 2022-23 Measure Z Budget Receive and file an update on the Fiscal Year 2021-22 Measure Z Budget Spending Plan. Assistant Administrative Services Director Rafferty provided a presentation. Request to add two items for discussion regarding the Interfaith Shelter Network and the Community Satisfaction Survey A motion was made by Chair Castro to add the two items for discussion and was approved by the Committee by the following vote: Aye:Member Greenwood, Member Lall, Member Gist and Vice Chair Castro4 - Absent:Chair Sadlak1 - 4)Interfaith Shelter Network Treasurer Baldwin provided a report on the Interfaith Shelter Network. 5)Community Satisfaction Survey Assistant Administrative services Director Rafferty introduced the item and asked how the Committee would like to review questions for the survey. Vice Chair Greenwood requested that staff send questions to the Committee for review. STAFF COMMENTS Captain Rayls provided an update on 3rd Quarter Statistics. City Clerk Alvarez requested direction from the Committee on when they would like to meet next. The Board conceded to meet in February 2023 and asked Staff to poll the Committee members for an exact date. Page 2City of Lake Elsinore October 13, 2022Measure Z Citizen Committee Meeting Minutes - Draft COMMITTEE MEMBERS' COMMENTS Vice Chair Greenwood reminded the community of the State of the City event which will be held on Thursday, October 20, 2022 at 5:30 p.m. in Downtown. Committee Member Lall inquired what could be done to prevent drivers in the second lane from the right on Westbound Railroad Canyon Road from cutting off those merging onto the Northbound I-15 onramp. Committee Member Gist commended the work that is being completed on Franklin Street; and noted that the Eastbound side of Railroad Canyon Road under the I -15 is also an area of concern; and commented that residents appreciate the street improvements connecting 3rd Street to Diana Lan, but noted that there is a problem with drivers speeding on Diana Lane and asked that mitigation measures be put in place. Committee Member Sadlak arrived at 7:05 p.m. Chair Castro commented that partnerships with businesses, community leaders, and residents are what move the City forward.
