Special Meeting Minutes
Friday December 22, 2017
Call to Order The meeting was called to order by Member Edwards at 10:17 a.m. at City of Temecula City
Hall, 41000 Main Street, Temecula, CA 92590, Vineyard Conference Room, Third Floor
Roll Call
Present: Members Edwards and Manos; Alternates Butler and Yates
Absent: Members Johnson and Stewart
Public Comments – There were no members of the public appearing to speak.
Business Items
1. Appoint a Chair and Vice-Chair of the SRCEA JPA
It was moved by Member Manos, seconded by Member Edwards, and unanimously carried, to appoint
Member Manos as the Chair and Member Edwards as the Vice-Chair.
2. Appoint General Counsel and Board Secretary of the SRCEA JPA (Appointments shall be considered
conditional upon all Members of the JPA providing appropriate Waiver of Conflict of Interest)
It was moved by Alternate Yates, seconded by Alternate Butler, and unanimously carried, to appoint David
Mann as the Authority Counsel and Susan Domen as the Authority Clerk.
3. Adopt Resolution 2017-01: A RESOLUTION OF THE SOUTHWEST RIVERSIDE COUNTY ENERGY
AUTHORITY REQUESTING SOUTHERN CALIFORNIA EDISON (SCE) ASSIGN INTERCONNECTION
AGREEMENT APPLICATIONS GFID 628 AND 8629 FROM THE CITIES OF TEMECULA AND LAKE
ELSINORE (INDIVIDUALLY) TO SOUTHWEST RIVERSIDE COUNTY ENERGY AUTHORITY (SRCEA)
Michael Bracken, DMG Consulting, provided the Staff Report.
It was moved by Vice-Chair Edwards, seconded by Chair Manos, and unanimously carried, to adopt the
Resolution.
4. Status of Power Purchase Agreement(s) by and between the SCREA JPA and SMER Research 1, LLC.
Michael Bracken, DMG Consulting, provided the Staff Report, explaining the JPA, Purchase Agreements
and structure; and, noted that the By-Laws would be coming back for approval in January or February.
5. Set Date for January 2018 Meeting of the SCREA JPA
It was determined that a date could not be set at this time.
Adjournment
There being no further business to come before the Authority, the meeting adjourned at 10:40 a.m.
