Subject: Adoption of Resolution Authorizing the Chairperson of the Southwest
Riverside County Energy Authority to Request Southern California Edison
(SCE) Assign Interconnection Applications GFID 8628 and 8629 from the
Cities of Temecula and Lake Elsinore (Individually) to Southwest Riverside
County Energy Authority (SRCEA).

ELSINORE (INDIVIDUALLY) TO THE SOUTHWEST RIVERSDIE COUNTY ENERGY
AUTHORITY (SRCEA)
Background and Discussion
Prior to today, the City of Temecula and City of Lake Elsinore separately filed Interconnection
Applications to Southern California Edison (SCE) in preparation for participating in the SMER
Research 1, LLC Solar Project. Since the originally filing of said applications (GFID 8628 and
GFID 8629), the cities of Temecula and Lake Elsinore have worked to create the Southwest
Riverside County Energy Authority (SRCEA) as a California Joint Powers Authority.
As the actual interconnection agreements are now projected to be with SRCEA instead of the
individual cities, it is necessary to request that Southern California Edison assign the
interconnection agreements to SRCEA.
The California Public Utilities Commission (CPUC) has recently passed new regulations and
tariffs which impact rate payers through what is known as a Time of Use (TOU) system. In
order for SRCEA to secure participation in the Renewable Energy Self -Generation Bill Credit
Transfer Program (RES -BCT) without triggering Time of Use, it is necessary for the
interconnection application assignment request to be made by SRCEA to SCE prior to

Based on this limited time -frame to make a request for assignment, the staff requests that the
SRCEA Board pass the attached Resolution 2017-01 authorizing the chairperson to request that
SCE assign Interconnection Applications GFID 8628 and GFID 8629 from the Cities of
Temecula and Lake Elsinore to Southwest Riverside County Energy Authority (SRCEA)

Fiscal Impact
There is no cost to SRCEA to make the Interconnection Agreement assignment request. Any
additional fees associated with the interconnection or the assignment request will be borne by
SMER Research 1, LLC.

A RESOLUTION OF THE SOUTHWEST RIVERSIDE COUNTY ENERGY AUTHOIRTY
REQUESTING SOUTHERN CALIFORNIA EDISON (SCE) ASSIGN INTERCONNECTION
APPLICATIONS GFID 8628 AND 8629 FROM THE CITIES OF TEMECULA AND LAKE
ELSINORE (INDIVIDUALLY) TO THE SOUTHWEST RIVERSDIE COUNTY ENERGY
AUTHORITY (SRCEA)
Whereas, the Local Government Renewable Energy Self -Generation Program, Public Utilities
Code Section 2830, requires that the investor-owned utilities like Southern California Edison
("SCE") offer a tariff (commonly referred to as the "The Renewable Energy Self -Generation Bill
Credit Transfer Program" or "RES -BCT" tariff) that allows "Local Governments" to generate
energy from an "Eligible Renewable Generating Facility" for their own use as a "Generating
Account," export energy not consumed at the time of generation by the Generating Account
onto SCE's grid, and have a bill credit applied to designated "Benefiting Accounts" for the
energy exported onto SCE's grid (as such terms are defined therein), and,
Whereas, Assembly Bill 1773, signed into law on September 26, 2016, amended Public Utilities
Code Section 2830 to expand the definition of an eligible "Local Government" to include certain
joint powers authorities, and to provide the eligibility requirements for Benefiting Accounts of
such authorities. Specifically, the definition of "Local Government" was revised in Section
2830(a)(6) to include "a joint powers authority formed pursuant to the Joint Exercise of Powers
Act (Chapter 5 (commencing with Section 6500) of Division 7 of Title 1 of the Government
Code) that has as members public agencies located within the same county and same electrical
corporation service territory, ... ", and,
Whereas, the Cities of Temecula and Lake Elsinore have formed the Southwest Riverside
County Energy Authority (SRCEA) as a California Joint Powers Authority for purposes of
participating n the RES -BCT tariff, and,
Whereas, the Cities of Temecula and Lake Elsinore (individually) had filled Interconnection
Agreement Applications GFID 8628 and GFID 8629 prior to formation of the SRCEA, and
Whereas, the Southwest Riverside County Energy Authority (SRCEA) desires to be the formal
applicant and have Interconnection Agreement Applications GFID 8628 and GFID 8629
assigned to it (SRCEA),
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE SOUTHWEST RIVERSIDE
COUNTY ENERGY AUTHORITY (SRCEA) DOES HEREBY FIND, DETERMINE AND ORDER
AS FOLLOWS:
Section 1. The Southwest Riverside County Energy Authority approves the request to transfer
GFID 8628 and GFID 8629 from the Cities of Temecula and Lake Elsinore to the Southwest
Riverside County Energy Authority (SRCEA).
Section 2. The Southwest Riverside County Energy Authority authorizes the Chairman of the
Board to execute any and all documents associated with assigning or requesting the
assignment of Interconnection Agreement Application GFID 8628 and GFID 8629 to the
Southwest Riverside County Energy Authority (SRCEA) from the Cities of Temecula and Lake
Elsinore.

Section 3. This Resolution shall take effect from immediately upon its adoption.
