Box 1341 Elsinore, California 92531 March 6, 2018 Stop More Summerly additions Brian Milich, Pacific Ventures, Management, LLC ID#17-554 Planning Application 2017-18: A Proposed Amendment to Tentative Tract Map (TTM) 31920 to Increase the Developable Lots by 84 Units from 156 to 240 Units and to Modify the TTM to Accommodate the Increased Number of Units. Is this another way to achieve Higher Density of Housing by coming back later, claiming to have found a postage stamp size piece of land to construct more destruction on the Lake Bed of Lake Elsinore. Is this more houses to squeeze out the Nature of Lake Elsinore, heat up the Lake, cause algae blooms, slow down the ability to get home from too many cars which pollute the air and cause more car accidents. This isn't a home run, this is a foul ball that loses for all the people and the animals and vegetation and water quality. I can't believe that this developer would represent a plan of decreasing lot size from 5,000 sq. feet to 3,000 square feet. From set backs of the front yard to 10 feet. That is not country living. This is an insult to the Natural flow of rain run from the Temescual and San Jacinto Rivers with toxic waste water. A. McMillin Developers 4343 Von Karman Ave. Newport Beach, California 92660 need to stay in Newport Beach and quit scouring Riverside County for inexpensive land to grade and cause great grief to the Traffic issues. To stop the potential of Flooding that Lake Elsinore will experience when it is full from run off of more concrete poured for driveways. Additional water will over fill Existing Storm Channels to S.A.W.P.A. and E.V.M.W.D. If you were just moving recreational area and Open Spaces into other parcels without adding houses, then, you wouldn't have more impact on the Environment, however, that is not what is going on. This is adding another parcel of houses. B. The TIA Traffic Impact Analysis concludes that this is too much traffic in this area to add more houses. C. Where will access parking go when there is less parking due to more houses bringing more visitors, First Responders, Fire Protectors, etc. D. This type of density does not belong on the Lake. The soil just isn't going to hold this type of heavy buildings without sliding in tremor events or Earthquakes. E. Are you trying to allow properties to be flooded and collect the insurance? That is a sad waste of building materials: Forest Products, rusting Metals, wasting strip mining for concrete, even the wet ponds could cause over flow. The pump stations could be overcome with Flood Waters. F. There for sure will not be only "Rain in the drain" because there will be car, Lawn, paint, construction chemicals rolling in the drain and into the Lake. 1 G. CALTRANS Traffic Impact Analysis demands that a condition of Approval can not be extended under Code COA No. 88. (COA No. 88) requiring the developer to obtain an encroachment permit from Caltrans. The ITE Trip Generation Manual states that this density plus more housing in the area and in the Downtown Specific Plan will overly impact the ability for 1-15 to have adequate Traffic Flow and no mitigation measures will satisfy the disruption of traffic at I- 15 and California Oaks Road. Once again trying to say, there doesn't need to be a new EIR when traffic isn't the same, when cumulative pollution will hang in a cloud over the Railroad Canyon off and on ramp cumulative because of projects from Temecula to Corona by Temecula, Wildomar, Elsinore, County of Riverside, City of Riverside, Corona East and West, North and South H. What about all the materials that are used to Build these Hish Density Single Family Houses? Don't you care that you are paving our Open Space and putting up housing that attracts cars that turn our Freeways into Parking lots. I. Once again trying to say, there doesn't need to be a new EIR when traffic, ghg, pollution, heat, isn't the same, when lack of Open space to protect the integrity of Riverside County Vegetation, migrating birds, animals and their corridors and fish in the Lake is dangerously impacted is underserved and violated. So, you do need a new EIR and not one that is Fast Tracked to serve the desires of developers. J. Where is water coming from to hydrate these residents when Cites around the World are experiencing water rationing like Cape Town South Africa. K. Do they have adequate Sprinkler systems complying with CAL FIRE requirements in this Fire Prone Area? What if Direct Energy Beams are ordered and incinerate these houses just so developers can rebuild? May God have mercy on our souls that guide these developers to new occupations that fund their and Elected Official's flagrant lifestyles. L. This is Prime Bells Vireo and Kangaroo Rat territory, little Mousetail, Smooth Tarplant, Burrowing Owl might set up nests again if Habitat is replanted with Native Grasses and not more Summerly Houses that Lake Elsinore doesn't need. M. Area 27 by MacMillian is duplicating area 7 probably because more houses fit in designated acreage and that makes more money for developers and more tax revenue for City. N. More Housing contributes to the Heat Island Effect and the more cars and concrete and houses gassing off from air conditioning, heating, lighting creates more Heat. O. and more noise P. More vibration Q. more lights interfering with night skies. R. More potential for car and pedestrian accidents. S. If you were just moving recreational area and Open Spaces into other parcels without adding houses,then,you wouldn't have more impact on the Environment, however,that is not what is going on. This is adding another parcel of houses. This will send the amount of houses over the 2 SPA of 1,955 and over 2,000 homes in Summerly alone. And this Council says that Waterbury timed out. That does not mean another developer cannot come back with another 2000 homes at Corydon and Mission Trail of which most will be 6 dwelling units per acre which is High Density Housing. You wonder if these will be added to the adjoining approved apartments for homeless into a massive rebuild project after a Natural or man made disaster like what happened in the Santa Rosa Fires. T. This has to be a violation of the East Lake Specific Plan because the amount of houses was set at 1,900 and a developer could not come back and compress the space to add profits. What are the rules on a City violating its Master Plan. I think that is a court problem. U. You can't say because the lots meet the requirements of the ELSPA that nothing has changed. A major impacting change has occurred. 84 more houses with 300 more people most with cars are moving in on the Infrastructure of Lake Elsinore. That added to the disaster going on Railroad Canyon is Traffic on Steriods. Forget this. That is over crowded school, after school programs overcrowded parks,the Lake Facilities,the stores, the Health Care Sytems. V. So this property is too close to the Run Way of the Airport and adding more homes puts more people in danger of disaster W. And one more time: Lake Elsinore will flood and take your Dream Extreme with it. Maybe that is what people want with the flood insurance. The Natural soils and sands around the Lake keep some of the rain water from discharging into the Lake and absorbs way more than more than the concrete of 84 more High Density Housing. You cannot insure a safe road system with proper easement turns that can deliver timely travel if you streamline the studies and designs. Streamlining doesn't allow for enough safety measures. More houses means more rain runoff and filling up storm and sewer infrastructure. In Conclusion, if this was not built it would leave more Open Space on Lake Bed improving the congested visuals that too many close together houses is creating now with roof color that looks like a large parking lot pavement grey. This impedes restful view of the Lake that attracts your tourism industry. Protecting the resources of the Lake and the Back Basin cannot be achieved if you add buildings to a set Specific Plan. 3
