The Planning Commission by a 5-0 vote: Adopted A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING SIGN PERMIT NO. 2022-18 AND ASSOCIATED DESIGN REVIEW FOR THE CONSTRUCTION OF ONE 16'-8" HIGH FREESTANDING CENTER IDENTIFICATION SIGN AT 16831 LAKESHORE DRIVE (APN: 379-224-015). This item was approved on the City Council Consent Calendar. 9)Professional Services Agreement with Hit Print, Inc. for Marketing and Web Support Services for Launch Pointe Approve and authorize the City Manager to execute a Professional Services Agreement with Hit Print, Inc. for marketing and web support services for Launch Pointe RV Resort in an amount not to exceed $60,000 in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 10)Amendment No. 3 to the Lake Elsinore and Canyon Lake Total Maximum Daily Loads (TMDL) Task Force Agreement Approve and authorize the Mayor to execute Amendment No. 3 to the Lake Elsinore and Canyon Lake Total Maximum Daily Loads (TMDL) Task Force Agreement. This item was approved on the City Council Consent Calendar. 11)Professional Services Agreement with Alta California Geotechnical Inc., for the SB-1 Downtown Pavement Rehabilitation Project Z10059 Approve and authorize the City Manager to execute a Professional Services Agreement with Alta California Geotechnical Inc. for the SB -1 Downtown Pavement Rehabilitation Project, CIP Project No. Z10059, in the amount of $56,000.00 plus an additional 10% contingency in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 14)Professional Services Agreement with HDR, Inc. for Trade Corridor Enhancement Program (TCEP) Grant writing services for I-15 SR74 Interchange Improvements Project Approve and authorize the City Manager to execute a Professional Services Agreement with HDR, Inc. for the Trade Corridor Program funding for Construction and Right of Way for the I -15 SR74 (Central Ave) Interchange Improvements Project in the amount of $75,284.40 plus an additional 10% ($7,528.40) contingency for grant writing services in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 15)Purchase of Vessel Engines Authorize the City Manager to approve the purchase of three (3) Vessel Engines in the amount of $70,164.24 from Last Chance Performance Marine (including tax). This item was approved on the Successor Agency Consent Calendar. 20)Approve a Public Works Construction Agreement with United Carports, LLC for the Stadium Facility Project, CIP Project No. Z20003 1.Approve and authorize the Executive Director to execute a Public Works Construction Agreement with United Carports, LLC for the Stadium Facility Project in an amount not to exceed $525,000.00 in substantially the form attached and in such final form as approved by the Successor Agency Counsel; 2.Authorize the Executive Director to execute change orders not to exceed the 10% contingency amount of $52,500.00; and 3.Authorize the Agency Secretary to record the Notice of Completion once the work is complete. BUSINESS ITEM 21)Introduction of an Ordinance Amending Chapter 5.110 of the Lake Elsinore Municipal Code Regarding Motion Pictures, Television, and Photographic Production Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING THE LAKE ELSINORE MUNICIPAL CODE BY AMENDING CHAPTER 5.110 REGULATING MOTION PICTURES, TELEVISION AND PHOTOGRAPHIC PRODUCTION IN THE CITY. This item was removed from the agenda and was not discussed. CITY MANAGER COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS Assistant City Attorney Mann had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee advised that AB 2438 was vetoed by Governor Newsom, which would have codified the Climate Action Plan for Transportation Infrastructure (CAPTI) by requiring that specified State transportation funding programs incorporate components of CAPTI into its guidelines; shared that on October 12, 2022, the Riverside County Transportation Commission will vote on the approval of the $120 million contract fort he SR 71/SR91 interchange which is anticipated to be constructed from late 2022 through 2025; and invited the community to attend the SCCA Autocross weekend Saturday, October 22 and Sunday, October 23, 2022 at Diamond Stadium. Council Member Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee and Southwest Communities Financing Authority Board of Directors meetings; invited the community to the Veterans Day Observance Ceremony on November 11, 2022 at 9:00 a.m. at Diamond Stadium. Council Member Manos reported on the Lake Elsinore Dock Day Event which took place on Saturday, October 8, 2022 from 9:00 - 11:00 a.m. at Launch Pointe; invited the community to attend Trunk or Treat on October 14, 2022 from 5:00 - 8:00 p.m. on Main Street; shared information on the Bluewater Renewal Energy Storage Project and invited the community to attend an open house event on Saturday, October 15, 2022 at Lake Community Center; and encouraged the community to attend the Lake Elsinore Mariachi Fest on Saturday, October 15, 2022 at Diamond Stadium. Mayor Pro Tem Johnson shared updates from the Homeless Task Force; reported on her attendance at the Western Riverside County Regional Conservation Authority Board of Directors meeting; congratulated this months Students of the Month; and shared resources and information regarding Breast Cancer Awareness Month. Mayor Sheridan reported on his attendance at the Riverside Transit Agency Transportation Now meeting; shared photos from the Lake Community Center Ribbon Cutting which was held on Thursday, September 29, 2022; shared his participation in the League of California Cities' Riverside County Division cornhole tournament which was held on September 30, 2022 at Launch Pointe; wished Herk Bouris Elementary School congratulations on its 10 year Anniversary; reported on his attendance and congratulated Assistant City Manager Buckley for winning the Capstone Award at the California Joint Powers Insurance Agency Conference which was held on October 4-7, 2022; reported on his attendance at the Riverside Transit Agency Budget and Finance meeting; shared his experience attending the Wines for Canines & Kitties fundraiser that was held on Saturday, October 8, 2022 at South Coast Winery in Temecula hosted by Animal Friends of the Valleys; invited the community to attend the State of the City event on Thursday, October 20, 2022 at 5:30 p.m. on Main Street; and invited residents to attend the Bring Your Own Dinner with the Mayor event on October 26, 2022 from 6:00 - 7:00 p.m. in the Cultural Center.
