CALL TO ORDER
The Regular Meeting of the Planning Commission was called to order at 6:00 p.m.

Commissioner Peters led the pledge of allegiance.

CONSENT CALENDAR
1.Approval of Minutes
Approve Minutes of the Regular Planning Commission Meetings of August 16, 2022, September
1, 2020, October 6, 2020, October 20, 2020, November 17, 2020, and December 15, 2020.
A motion was made by Commissioner Gray, seconded by Commissioner Peters, that this
Planning Consent Calendar be Approved. The motion carried by the following vote.

2.Planning Application No. 2020-109 (Starbucks Riverside and Lakeshore) - A request for

Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING SIGN PERMIT NO. 2022-18 AND ASSOCIATED

DESIGN REVIEW FOR THE CONSTRUCTION OF ONE 16’-8” HIGH FREESTANDING
CENTER IDENTIFICATION SIGN AT 16831 LAKESHORE DRIVE (APN: 379-224-015).
The Public Hearing was opened at 6:11 p.m.
Associate Planner Kevin Beery provided a presentation.
The public hearing was closed at 6:15 p.m.
A motion was made by Commissioner Klaarenbeek, seconded by Commissioner Gray, that the
Resolution be Adopted. The motion carried by the following vote:

3.Planning Application No. 2017-25 (Terracina) - A Request to modify a previously
approved Design Review application to change the floor plans and plotting of various
single-family residential units in Vesting Tentative Tract Map No. 36557
Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2017-25
(RESIDENTIAL DESIGN REVIEW NO. 2022-05) TO MODIFY FLOOR PLANS AND PLOTTING
OF VARIOUS PLANS FOR THE PREVIOUSLY APPROVED DESIGN REVIEW AND
RELATED IMPROVEMENTS FOR 402 SINGLE-FAMILY RESIDENTIAL UNITS LOCATED
WITHIN VESTING TENTATIVE TRACT MAP NO. 36557 OF THE TERRACINA SPECIFIC
PLAN.
The Public Hearing was opened at 6:16 p.m.
Associate Planner Kevin Beery provided a presentation.
Vice Chair Michael Carroll asked a question to the applicant about what caused the developer to request
the modification to their approved project.
Kurt Bausback, Applicant, was called to speak and addressed Vice Chair Carroll's question and explained
the modification was in response to the changing economic climate.
The Public Hearing was closed at 6:21 p.m.
A motion was made by Commissioner Peters, seconded by Commissioner Klaarenbeek, that the
Resolution be Adopted. The motion carried by the following vote:

Commissioner Peters

STAFF COMMENTS
Staff commented that the next Regular Meeting of the Planning Commission would likely be cancelled due
to a lack of agenda and public hearing items.
