CALL TO ORDER
The Regular Meeting of the Planning Commission was called to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Commissioner Michael Carroll led the pledge of allegiance.

CONSENT CALENDAR
1)Approval of Minutes
Approve Minutes of the Regular Planning Commission Meetings of June 21, 2022, January 21,
2020, February 4, 2020, February 18, 2020, and March 3, 2020.
A motion was made by Vice Chair Dobler, seconded by Commissioner Carroll, to approve the
Minutes. The motion carried by the following vote:
Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters and Commissioner Carroll4 -

PUBLIC HEARING(S)
2)Planning Application No. 2021-26 (Ortega BESS) Requesting Design Review Approval
to Construct a 20-Megawatt Battery Energy Storage System
Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2021-26
(COMMERCIAL DESIGN REVIEW NO. 2021-12) FOR THE CONSTRUCTION OF A
20-MEGAWATT BATTERY ENERGY STORAGE SYSTEM LOCATED AT APN: 377-200-045.
The Public Hearing was opened at 6:03 p.m.
Associate Planner Beery provided a presentation.

The Public Hearing was closed at 6:07 p.m.
A motion was made by Commissioner Carroll, seconded by Commissioner Peters, to adopt the
Resolution. The motion carried by the following vote:
Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters and Commissioner Carroll4 -
Absent:Commissioner Klaarenbeek1 -
BUSINESS ITEM(S)
3)Annual Reorganization of the Planning Commission to Select the Chair and Vice-Chair
Select a Chair and Vice-Chair pursuant to City Council Policy No. 200-5A until July 2023.
Chairman Gray yielded the Chair to Administrative Secretary Joanne Arciaga for the purpose of opening the
nomination for the seat of Chair.
Administrative Secretary Arciaga opened the nomination for the Seat of Chair.
Commissioner Peters nominated Vice Chair Dobler for the seat of Chair.
Chairman Dobler was duly elected Chairman of the Planning Commission by 4-0 vote.
Administrative Secretary Arciaga yielded the chair to the newly elected Chairman Dobler for the purpose of
opening the nomination for Vice Chair.
Chairman Dobler opened the nomination for Vice Chair.
Commissioner Gray nominated Commissioner Carroll for the seat of Vice Chair.
Vice Chair Carroll was duly elected Vice Chair for the Planning Commission by 4-0 vote.
Chairman Dobler opened the podium for Public Speakers.
Sean Cutt was called to speak.
STAFF COMMENTS
Planning Manager Abraham congratulated Chairman Dobler for his appointment and introduced Community
Development's new Interim Director Todd Parton.
COMMISSIONERS' COMMENTS
Commissioner Gray thanked Council Member Manos for providing tickets for the Storm game and how
Commissioner Gray enjoyed chairing the Planning Commission for the past year.
Vice Chair Carroll made a comment about bikeable development into the City brought up by Public
Speaker Sean Cutt. He also congratulated Chairman Dobler for his appointment.
Chairman Dobler congratulated Vice Chair Carroll for his appointment, thanked the staff for all they do, and
thanked the applicant for tonight's Public Hearing.

ADJOURNMENT
The Lake Elsinore Planning Commission adjourned at 6:17 p.m. to the next Regular meeting of
Tuesday, August 2, 2022 in the Cultural Center located at 183 N. Main Street commencing at 6:00 p.m.
