Discussion
The Road Repair and Accountability Act of 2017 (SB1) established the Trade Corridor Enhancement Account to fund corridor-based freight projects nominated by local agencies and the state.
The California Transportation Commission (CTC)allocates account funds and federal National Highway Freight Program funds to projects along corridors with a high volume of trade movements.
This allocation takes place through the Trade Corridor Enhancement Program (TCEP).
As the Metropolitan Planning Organization, the Southern California Association of Governments (SCAG) compiles project nominations and ensures that project applications are delivered
to CTC by the grant application deadline. The City has already provided SCAG with the completed Project nomination form (Exhibit B) on September 27th. The services provided by the proposed
contract with HDR will provide application materials, cost-benefit analysis, traffic analysis, narrative graphics, and all other grant requirements to SCAG by the appropriate deadlines
to ensure that the project will be competitive in the grant application process.
Fiscal Impact
Funding for this professional services agreement will be provided by Measure Z.
