PRESENTATIONS / CEREMONIALS 1)Lake Elsinore Unified School District Superintendent Dr. Ryan Lewis Superintendent Lewis introduced himself and shared his goals for Lake Elsinore Unified School District. 2)Constitution Week Present a Proclamation declaring the week of September 17-23, 2022 as “Constitution Week ” in the City of Lake Elsinore . Mayor Sheridan presented the Proclamation to Joyce Hohenadl, Bonnie Hyosh, and Christine Rangel. 3)National Voter Registration Day Present a Proclamation declaring September 20, 2022 as “National Voter Registration Day” in the City of Lake Elsinore . Mayor Sheridan presented the Proclamation to City Clerk Alvarez and Deputy City Clerk Reyes. 4)Certificates of Achievement Mayor Sheridan and City Clerks Association of California President Donohue presented Certificates of Achievement to Deputy City Clerk Luz Reyes for attaining her Certified Municipal Clerk designation. This item was approved on the City Council Consent Calendar. 13)Annual On-Call and Construction Contractor Services Agreements in Support of City of Lake Elsinore Operations Approve and authorize the City Manager to execute the annual On -Call Minor Construction Contractor Services Agreements with Endresen Development, Inc. in an amount not to exceed $450,000, Unique Builders of California, Inc. in an amount not to exceed $450,000, AK Security Alarm, LLC in an amount not to exceed $405,000, Hemet Fence, Inc. in an amount not to exceed $400,000, AAA Restoration, Inc. in an amount not to exceed $350,000, DMC Enterprises in an amount not to exceed $250,000, Cotter Construction, Inc. in an amount not to exceed $200,000, B&B Nurseries, Inc. (dba Landscape Center) in an amount not to exceed $200,000 and Corner Keystone Construction in an amount not to exceed $200,000 in the form attached and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 15)Purchase of Outdoor Fitness Equipment for Serenity Park 1.Approve and Authorize the City Manager to execute the Purchase Order in the amount of $75,004.75 for the purchase of Outdoor Fitness Equipment from Greenfields Outdoor Fitness, Inc., for Serenity Park; and waive the competitive bidding according to Municipal Code Section 3.08.070(G); and, 2.Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $7,500.47 for unanticipated costs. Graham Avenue Completed by Unique Builders of California, Inc. 1.Accept the improvements for the listed project into the City Maintained System; 2.Authorize the City Clerk to record the Notice of Completion with Riverside County; and 3.Authorize staff to Release all retention monies 35 days after the filing of the Notice of Completion. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee announced the Grand Opening of Emilio's Mexican Restaurant and Cantina on Friday, September 18, 2022 at 12:00 p.m. Council Member Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting which was held on September 12, 2022; invited the community to purchase an engraved memorial brick for the City's Veterans Memorial and attend the annual Veterans Day Observance Ceremony which will be held on November 11, 2022 at 9:00 a.m. at Lake Elsinore Diamond Stadium; and encouraged residents to attend the Southern California Public Safety Career and Community Fair on Saturday, November 5, 2022 from 10:00 a.m. - 2:00 p.m. at Mt. San Jacinto College Meniffee Campus. Page 8City of Lake Elsinore September 13, 2022City Council / Successor Agency Meeting Minutes - Final Council Member Manos reported on his attendance at the League of California Cities Annual Conference and Expo which was held September 7-9, 2022 in Long Beach; reported on his attendance at the Riverside County Airport Land Use Commission meeting which was held on September 8, 2022; encouraged Lake Elsinore High School Juniors and Seniors to apply by September 30, 2022 to participate in the City's Dream Extreme Future Leaders Program; and announced the Lake Elsinore Mariachi Fest on Saturday, October 15, 2022 at Diamond Stadium. Mayor Pro Tem Johnson reported on her attendance at the Elsinore Valley Municipal Water District City Group and the Western Riverside County Regional Conservation Authority meetings which were both held on September 12, 2022; provided an update on the Fairview Fire Incident; and shared a video from the Riverside County Sheriff's Office in remembrance of 9/11. Mayor Sheridan reported on his attendance at the Lake Elsinore Unified School District City Group meeting which was held on September 6, 2022; and invited the community to his Bring Your Own Breakfast with the Mayor event on September 27, 2022 from 7:30 - 8:30 a.m. in the Cultural Center. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:54 p.m. to the next Regular meeting of Tuesday, September 27, 2022 in the Cultural Center located at 183 N. Main Street.
