This item was approved on the City Council Consent Calendar. 13)Agreement for Professional Services with Social Work Action Group (SWAG) for Street Outreach and Emergency Housing Services Approve and authorize the City Manager to execute an agreement for Professional Services with Social Work Action Group (SWAG) for Street Outreach and Emergency Housing Services in an amount not to exceed $569,280 in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 14)Agreement for Animal Control Services with Animal Friends of the Valley 1.Authorize the City Manager to execute a Professional Services Agreement with Animal Friends of the Valleys (AFV) to provide animal control services in an amount not to exceed $252,000.00 in such final form as approved by the City Attorney; and 2.Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $25,200.00. This item was approved on the City Council Consent Calendar. 15)2022-23 Angler Chronicles - Marketing and Media Services Contract Approve and authorize the City Manager to execute the Professional Services Agreement for Marketing and Media services with Angler Chronicles in the not to exceed amount of $32,000.00 and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 24)Purchase and Installation of Four (4) Baseball and Softball Scoreboards 1.Approve and authorize the City Manager to execute a short form purchase of goods and /or service contract with Nevco /CSM Sales, Inc., for the purchase and installation of 4 Baseball/Softball Scoreboards in the amount of $43,275.10 and waive the competitive bidding process in accordance with Municipal Code Section 3.08.070(G); and 2.Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $4,327.51 for uncertainties and adjustments. PUBLIC HEARING 29)Capital Improvement Plan (CIP) Budget for Fiscal Years 2022-23 to 2026-27 Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING THE CAPITAL IMPROVEMENT PLAN BUDGET FOR FISCAL YEARS 2022-23 TO 2026-27. The Public Hearing was opened at 7:29 p.m. Fiscal Officer Rafferty provided a presentation. There were no speakers. The motion carried by the following vote: Aye:Council Member/Agency Member Magee, Council Member /Agency Member Tisdale, Council Member/Agency Member Manos, Mayor Pro Tem /Vice-Chair Johnson and Mayor/Chair Sheridan 5 - BUSINESS ITEM 30)Adopt Resolutions Awarding Tow Franchise Agreements and Amending Tow Franchise Fees, and Introducing an Ordinance Amending and Restating Chapter 12.14 of the Lake Elsinore Municipal Code Regarding Rotational Towing Services 1.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AWARDING TOW FRANCHISE AGREEMENTS 2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING TOW FRANCHISE FEES; and 3.Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING AND RESTATING CHAPTER 12.14 OF THE LAKE ELSINORE MUNICIPAL CODE REGARDING ROTATIONAL TOWING SERVICES. Management Analyst Teahen provided a presentation. A motion was made by Council Member Tisdale and seconded by Council Member Magee to adopt the two Resolutions and introduce and waive further reading of the Ordinance; however, the motion and second were rescinded. A motion was made by Council Member Tisdale, seconded by Council Member Magee, to adopt the Resolution in Recommendation No. 1. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee recognized Rendell Klaarenbeek for his reappointment to the City's Planning Commission; spoke on Item Nos. 14 and 20; provided information on keeping pets safe on Fourth of July weekend; advised that fireworks are illegal in Riverside County; and requested that the City Council consider adopting a Good Neighbor Policy. Council Member Tisdale shared that the Joy Street Sidewalk Improvement Project is underway; announced that Diamond 8 Cinema is hosting a Family Movie Day on Tuesday, July 12, 2022; encouraged residents to take old tires to the Public Works Yard on Saturday, August 13, 2022 from 8:00 a.m. to 12:00 p.m.; advised residents to contact the Northwest Mosquito and Vector Control District if they notice an increase in mosquitoes in the area; shared tips for water safety; and urged residents to be responsible with Fire Safety. Council Member Manos addressed comments made by members of the public during public comments; provided information on SB 1383 regarding the State's Organics Recycling Program; and shared events occurring on the 4th of July in Lake Elsinore. Mayor Pro Tem Johnson provided an update from the Homeless Task Force and results of the 2022 Point in Time Count; encouraged community members to participate in a blood drive being held on Wednesday, June 29, 2022 from 9:30 a.m. to 3:30 p.m. at the Cultural Center; and announced Public Swim from June 13 to August 9 at Lakeside High School's pool. Mayor Sheridan provided an update from the June 20, 2022 Riverside Transit Agency meeting; spoke on the City's Car Show which was held on Saturday, June 25, 2022 in Downtown; invited residents to his Bring Your Own Dinner event on June 29, 2022 from 6:00 p.m. to 7:00 p.m. in the Cultural Center; invited residents to attend a Town Hall meeting hosted by Mayor Sheridan and Council Member Magee on Thursday, June 30, 2022 at 6:00 p.m. at the Cottonwood Canyon Hills Clubhouse; advised that the Riverside Transit Agency will not provide bus service on July 4, 2022; announced that the Lake Elsinore Storm is the 2022 California League South Division First Half Champions; and adjourned the meeting in memory of Corporal Michael Pardes and Officer Joseph Santana of the El Monte Police Department. ADJOURNMENT The Lake Elsinore City Council adjourned at 8:26 p.m. to the next Regular meeting of Tuesday, July 12, 2022 in the Cultural Center located at 183 N. Main Street.
