The Regular Meetings of the City Council and the Successor Agency were called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Mayor Sheridan led the Pledge of Allegiance. This item was approved on the City Council Consent Calendar. 7)Second Reading of an Ordinance Authorizing the Levy of Special Taxes Within Improvement Areas of CFD No. 2021-1 (Tuscany Valley/Crest) Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF CITY OF LAKE ELSINORE, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2021-1 OF THE CITY OF LAKE ELSINORE (TUSCANY VALLEY/CREST) AUTHORIZING THE LEVY OF SPECIAL TAXES WITHIN IMPROVEMENT AREA NO. 1 AND IMPROVEMENT AREA NO. 2 OF THE DISTRICT. Page 2City of Lake Elsinore February 8, 2022City Council / Successor Agency Meeting Minutes - Final 8)Continued Existence of a Local Emergency (COVID-19) 1.Find the need to continue the local emergency related to COVID -19 consistent with the findings and proclamations set forth in Resolutions No. 2020-18 and No. 2020-52; and 2.Direct staff to pursue available County, State, or Federal government disaster assistance based on the continued declaration of a local emergency; and 3.Continue activation and implementation of the emergency operations plan's response and recovery which authorizes the City to furnish or receive aid and assistance under existing mutual aid agreements. This item was approved on the City Council Consent Calendar. 9)Appointments to the Measure Z Citizen Committee Reappoint Edwin Castro, Raquell Lall, and Jimmy Gist to serve on the Lake Elsinore Measure Z Citizen Committee for a term expiring December 31, 2023. This item was approved on the City Council Consent Calendar. 10)Amendment No. 1 to the Professional Services Agreement with Charles Abbott Associates, Inc. Approve and Authorize the City Manager to execute Amendment No. 1 to the Agreement for Professional Services with Charles Abbott Associates, Inc. for an additional $75,000 bringing the total contract amount not to exceed $175,000 and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 11)Murrieta Creek Multi-Use Trail Project - Mitigated Negative Declaration and MSHCP Consistency 1.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING A MITIGATED NEGATIVE DECLARATION FOR THE MURRIETA CREEK MULTI-USE TRAIL PROJECT (ER 2021-003) (SCH NO. 2021120441); and 2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT THE MURRIETA CREEK MULTI-USE TRAIL PROJECT IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN. This item was approved on the City Council Consent Calendar. 12)TR 32129 Rosetta View Estates Haul Route 1.Approve the request for the haul route including hours of operation for Tract 32129 Rosetta View Estates residential development; and, 2.Approve and authorize the Mayor to execute the haul route construction agreement. The Public Hearing was opened at 7:17 p.m. Ace Vallejos was called to speak. Senior Planner Abraham provided information in response to Mr. Vallejos's questions. The Public Hearing was closed at 7:21 p.m. A motion was made by Council Member Manos, seconded by Mayor Pro Tem Johnson, to adopt the four Resolutions and introduce the Ordinance. Ace Vallejos was called to speak. CITY MANAGER COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS Council Member Magee provided information on the City's new asphalt program; advised that sponsorship opportunities are available for the Dream Center's Dream Night 2022 to be held on Saturday, February 26, 2022 at Diamond Stadium; and invited the community to participate in the Twenty 22 Petwalk on Saturday, May 7, 2022 from 9:00 a.m. to 11:00 a.m. at the Levee at Diamond Stadium. Page 5City of Lake Elsinore February 8, 2022City Council / Successor Agency Meeting Minutes - Final Council Member Tisdale noted that he is working with staff to address concerns regarding the Bamiyan Marketplace Project and that the current mask mandate will end on February 15, 2022 for those who are vaccinated; encouraged Lake Elsinore high school seniors to apply for the Carl Graves Scholarship Program by April 13, 2022; invited residents to sign up for the Reality Rally May 5-7, 2022 in Temecula; announced that the deadline to apply for the 2022 Summer Learning Lab is May 31, 2022; and spoke on President Biden's plan to fund a ‘crack pipe distribution’ program. Council Member Manos congratulated the Measure Z Citizen Committee Members on their reappointments; encouraged the public to submit redistricting maps by the deadline on Thursday, February 10, 2022 at 5:00 p.m.; invited residents to register for the Co-Ed Adult Slow Pitch Softball by February 14, 2022; announced the Taco Twosday event on February 22, 2022 from 5:30 p.m. - 7:30 p.m. at El Ranchito Taco Shop; and announced that Raising Cane's, expected to open in March, is now hiring. Mayor Pro Tem Johnson congratulated the seven students who earned Student of the Month in February; advised that the new shade structures installation projects are nearly complete; urged community members to volunteer for the 2022 Homeless Point-In-Time Count scheduled for February 23, 2022 from 5:30 a.m. - 9:30 a.m. in the Cultural Center; announced the Pizza in the Park event on Sunday, February 27, 2022 from 1:00 p.m. - 3:00 p.m. at Perret Park; and reminded the audience to utilize the Alert LE App to report issues such as potholes. Mayor Sheridan announced that Jersey Mike's second location in the City is now open and is holding a fundraiser for Temescal Canyon High School; invited the community to attend the Mornings on Main Farmers Market on the 2nd and 4th Sundays each month; announced that the Latin Kings of Comedy will host a show on March 25, 2022 at Lake Elsinore Diamond Stadium; and invited residents who work in the film, TV, or photography industry to participate in the Film Lake Elsinore Committee. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:54 p.m. in memory of Jake Flores to the next Regular meeting of Tuesday, February 22, 2022 in the Cultural Center located at 183 N. Main Street.
