Domen, MMC C C' �� � Subject: 1/9/2018 City council agenda item # Item 17 Tan Hi Susan, I am unfortunately not able to attend tomorrow night's city council meeting, therefore I would like to submit my comment via email regarding item #17; transition from at-large to by-district elections. Dear council, I have concerns regarding the proposed "Tan" district boundaries. I feel that equal distribution of education and income is going to be vital in order to maintain a fair voting pool. In the "Tan" maps, the higher levels of income and education are disproportionate to favor districts 2 and 3. These maps were based on the 2010 census and they are not accounting for the increased population of the new homes constructed in Canyon Hills and Alberhill Ranch developments. Choosing the "Tan" option will create the possibility for two "monster' districts that will have the power to trump smaller districts where the voter turnout is not as strong due to socioeconomic, education and language barriers. They will also have greater resources available to them due to the property taxes. There is still lots of room for expansion in districts 2 and 3, whereas the other districts are confined and have limited growth potential. This current council has the great responsibility of determining the district boundaries which will greatly impact the future of our city. I am confident that the council will research ALL possible scenarios and consider not only the 2010 census results but the future population as well.
