The motion carried by the following vote: Aye:Council Member/Agency Member Magee, Council Member /Agency Member Tisdale, Council Member/Agency Member Manos, Mayor Pro Tem /Vice-Chair Johnson and Mayor/Chair Sheridan 5 - 14)Planning Application No. 2021-18/General Plan Amendment No. 2021-01: City of Lake Elsinore 2021-2029 Housing Element and Amendment of City of Lake Elsinore General Plan Chapter 3.0 (Public Safety and Welfare) including updates related to the Safety Element and the addition of new Environmental Justice goals, policies and programs. 1.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING NEGATIVE DECLARATION (ER 2021-01) (SCH NO. 2021080295) FOR PLANNING APPLICATION NO. 2021-18 (GENERAL PLAN AMENDMENT NO. 2021-01); 2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING GENERAL PLAN AMENDMENT NO. 2021-01; and 3.Authorize the Community Development Director or designee to make non -legislative changes as directed by the California Department of Housing and Community Development (HCD), in such form as approved by the City Attorney, after the HCD ’s review of the Adopted 2021-2029 Housing Element or to correct typographical errors. The Public Hearing was opened at 7:30 p.m. Diana Gonzalez, consultant, provided a presentation regarding the Housing Element. Housing Manager MacHott provided a presentation regarding Section 3.0 of the General Plan. There were no speakers. The Public Hearing was closed at 7:54 p.m. A motion was made by Council Member Manos, seconded by Council Member Tisdale, to approve all three Recommendations. The motion carried by the following vote: Aye:Council Member/Agency Member Magee, Council Member /Agency Member Tisdale, Council Member/Agency Member Manos, Mayor Pro Tem /Vice-Chair Johnson and Mayor/Chair Sheridan 5 - Page 6City of Lake Elsinore August 23, 2022City Council / Successor Agency Meeting Minutes - Draft BUSINESS ITEM 15)2022 General Municipal Election - Council Member Districts 1 and 3 Contests 1)Receive and file the Certification that there are not more candidates than offices to be elected for the positions of City Council Member for Districts 1 and 3, for the November 8, 2022 General Municipal Election; and 2)Either: A)Adopt a Resolution to appoint the qualified candidates as elected for Council Member Districts 1 and 3 as a result of having only one qualified candidate for each office during the nomination period for the November 8, 2022, General Municipal Election; or B)Direct the City Clerk as the City’s Elections Official to continue to hold the election for Council Member Districts 1 and 3 with one qualified candidate for each contest for the November 8, 2022, General Municipal Election. Ace Vallejos was called to speak. Kim Cousins was called to speak. CITY MANAGER COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold congratulated the City Council on adopting the Housing Element and congratulated Mayor Sheridan and Council Member Tisdale on their appointments to the City Council. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee provided information on the Bluewater Renewable Energy Storage Project; reported on his attendance at the Riverside County Transportation Commission Budget and Implementation Committee meeting on August 22, 2022; and encouraged residents to provide feedback on the 2022 Aquatic Pesticide Application Plan. Council Member Tisdale reported on his attendance at the Northwest Mosquito & Vector Control District Board meeting that was held on August 18, 2022; and encouraged the public to attend the 2022 Veterans Expo on September 2, 2022 from 10:00 a.m. to 2:00 p.m. at Menteleone Meadows in Murrieta. Page 7City of Lake Elsinore August 23, 2022City Council / Successor Agency Meeting Minutes - Draft Council Member Manos announced the start of the 2022 season for co-ed adult slow pitch softball on September 11, 2022 on Sundays at Canyon Hills Community Park and encouraged residents to register by September 2, 2022. Mayor Pro Tem Johnson reported on her attendance at the Western Riverside County Regional Conservation Authority Executive Committee meeting on August 17, 2022; encouraged community members to volunteer for the Animal Friends of the Valleys' Huey's Heroes Reading Program every Wednesday from 3:00 p.m. to 4:30 p.m.; and announced the Grand Opening and Ribbon Cutting of Chaotic Beauty on September 6, 2022 at 12:30 p.m. Mayor Sheridan invited the community to his Bring Your Own Dinner event on August 24, 2022 at 6:00 p.m. in the Cultural Center; encouraged residents to attend the Historic Main Street Classic Car Show on August 27, 2022 from 6:00 p.m. to 9:00 p.m.; and encouraged the community to attend Lake Elsinore's Day Off, the last Storm game of the Season, on September 1, 2022 at 11:05 a.m. ADJOURNMENT The Lake Elsinore City Council adjourned at 8:26 p.m. to the next Regular meeting of Tuesday, September 13, 2022 in the Cultural Center located at 183 N.
