Construction Inc. for the ADA Ramp Project, at Launch Pointe Recreation
Destination & RV Park (CIP PROJECT #Z20024)
Recommendations
Approve and authorize the City Manager to execute Change Order No. 1 in the amount not to
exceed $19,100.00 with Cotter Construction Inc. for the ADA Ramp Project at Launch Pointe
Recreation Destination & RV Park (CIP PROJECT #Z20024) in final form as approved by the City
Attorney.
Background
The City prepared a request for proposal (RFP) document and advertised it following the
requirements outlined in the California Public Contract Code. On May 23, 2022, the City posted
on PlanetBids the RFP for the ADA Ramp Project at Launch Pointe Recreation Destination & RV
Park Project (CIP PROJECT # Z20024). On June 14, 2022, a construction agreement was
awarded to Cotter Construction Inc.
Discussion
The scope of additional work contained in this change order is needed to complete a safety rail
for the entire ADA ramp. The railing will satisfy all building code requirements and match the RV
resort's existing railing. This added requirement has been discussed with the building official and
identified as a needed safety element of the ADA ramp. Also, it has been determined cost-
effective to have Cotter Construction Inc. complete the safety rail in conjunction with the current
contracted scope of work. The change order will provide a customized galvanized two-rail system
mounted into the concrete ramp on the downhill side of the ramp. This will prevent accidental
passage and falls from the ramp where there is more than a 15-inch drop on the downhill side.
Fiscal Impact
The cost of this Change Order No. 1 to the ADA Ramp Project is included in the Fiscal Year
22/23-26/27 Capital Improvement Plan (CIP) budget.
