Dear Mr. Schulze:
The conceptual drawing you left at the meeting with Mrs.
Slavick,Tuesday December 8, 1987, has been reviewed. Before
preliminary review can continue, more detailed information must
De provided. Five (5) copies of draft submittals for both a
Conditional Use Permit and Design Review will be necessary.
Copies of the general submittal requirements are enclosed. Of
course, fees, a completed application form and mailing labels are
not necessary at this point.
Additional specific information will also be necessary for
further review prior to our next meeting, including:
1:1200 scale overlay of the site plan and current topography on
aerial survey base map at least as current as
the June 4, 1985 aerial survey flown by Airborne Systems Inc. ,
Cypress, CA.
For Design Review, show all proposed improvements to the site
including"-all RV spaces, typical plans for the different kinds of
spaces, load sections, and building plans and elevations for the
proposed permanent structures.
Detail the use and design of other activity areas such as
storage, additional parking, overnight tent camping, "improved
open space", beach/boatramp, "natural" areas, and any other use.
- Define ingress and egress to the site. Estimate traffic
volumes.

Include estimated total of paving and landscaping for RV
spaces, the gross density of RV's for the total property, and net
density of each of the three subareas of RV spaces in the
requited statistical information.
- Shcw cut/fill volume estimates on the preliminary grading and

diameter.
- Show ` existing trees and other features will be used to
enhance the site on the landscape concept plan.
- In a-iticipation of doing an EIR, preliminary information for

This letter is a follow-up to our meeting of July 13 witty the owner Mrs- Siovick
and the Director of Community Development Mr. Miller.
First, it is the opinion of the City Attorney Mr. Harper that, due to the lapse of
07ne and the need to file a new application for the-project, fees cannot be waived.
Staf strongly recommends that the uwners prepare a new application and develop
it on up►iated data, marketing analyse,, and city code. The project as presently
confiqur8d would be disappproved based on the following factors:
e- Only 20 or so out of the proposed 616 spaces and nurse of the restroom acid
recreation structures are above the 1267' elevation. As of mid-i982, in
response to FEMA directives, the city code does not allow any permanent
structures to be built below that elevation within the perime'Ler streets
er ound the lake. Consequently, All permanent structures would
require fill to brinq them to that elevation, and RV sewer hoot: uas,
dumping stations wid otner utilities would hove to be flood-proofed.
• If fill were placed to a'lovy structures to meet or exceed the 1257`
elevation, extensive gra6ing could have an 5dverse impact on the
environment. Ant; environmental assF sment of 3 project of this: score

Report Lased on current conditions. Our cursorg view of this preliminary
suggests that a negative declaration of mitigated impoLts wouid not be
likely. .
The remaining difficulties are design issues identified through Application of
development design guidelines the city has to implement the General Plcn. The
proposal is in general contrary to the direction of current City policy to provide
higher quality, less dense development which stresses environmental preservation
and enhancements to open space and natural and man-made habitat, especially around
the lake.The lake is, after all, the community's principle resource, Rather than list
the problems in this letter, please refer to the attached mark-up of your proposal. We
can go over the notes in a meeting to clarify any points.
[For comparative purposes, there are less than 550 privately-operated RV park spaces
within the City's entire lakeshore jurisdiction.The largest of those private sites has
about 170 spaces on 32 acres cross -- including marina -- at a density of 5.3/ acre,
and is more than a mile distant from the Riverside/Lakeshore intersection. It is a
space-rental operation, while this proposal is fora time-share facility. Furthermore,
even the amenites provided at these existiny sites are not indicative of the level of
quality implied by the General Plan or city development standards]-

Reference is made to your letter to us dated 2 May 1978
transmitting for our review and comments a plot plan fcr a
recreational vehicle park located in the vicinity of
Lakeshore Drive and Riverside Drive in Lake Elsinore.
We have completed our review and find that the proposed
recreational vehicle park is in conflict with the District`s
proposed Four Corners Storm Lrain. The enclosed sketch
shows our approximate alignment and right of way requirements.
The District has budgeted funds for design and construction of
the Four Corners Storm Drain this coming fiscal year. We
therefore request the City to require dedication to the District
the necessary right of way throucfn the proposed park.

3. Applicant to maintain a dump station connected to a
holding tank. The contents of which shall be disposed
of in accordance with the .-equirements of the Water
Quality Control Board.
4. All vehicles entering the park shall empty the contents
of their holding tanks into the dump station prior to
connecting to the park sewer system. A sign is to be
placed at the entrance making this notification in
minimum 2 inch letters.

This Jepartment has been asked to make comments on aR.V.
to be located along Lake Shore Drive and 13;0 feet s uttteast of River-
side Drive in the City of Lake Elsinore.
Because of the recent flooding problems and the resultant pollution of
the lake due in some measure to projects such as the-one being proposed
at this time, this Department Would recommend that the project not be
allowed because of its being located basically below the 1255-foot
elevation level. It is our feeling that no structure .and appurtenances,
such as water -lines, sever lines and risers and sewer pump stations be
located below the 1265-foot elevation.

You have asked for me to comment on the proposed Lakeshore Drive
Recreational Vehicle Park containing 627 units. As you are aware,
the Elsinore 'Union School District has 20 classrooms on double
sessions. Any additional students from developers such as this
would increase the impact upon the school district.
Normally, a person does not consider Recreational Vehicle Parks hous-
ing students on a permanent basis; however, I have asked our trans-
portation department to survey existing RV Parks in our eie nentary school
district attendance areas and have discovered that we are transporting
the fallowing number of students:
1. Lake Wildomar 20
2. Sky Watchsrs 5
3. Cranes Park 9
4. West Marina 2

Total 73
If this proposed park will have students living within the boundaries
of the park on a full time basis, our school district would be opposed
to the development. IbE, one exception to this restriction would be

The attatched Environmental Evaluation Forms bring out several points of concern,
the following items under the discussion portion of the evaluation are of particular
note and should be given special consideration; Its 2a, 5d, 6a, 10, 11, 13a, 13b,
13c, 13d, 13f, 14c, 17a, and 17c. These Items car be broken into four general
catagories. 1) Traffic Problems, 2) Sewage Problems, 3) Permanent Residents in the
Park, 4) Possible Blocking of the view of the Lake.
It is reccomended the following mitigating measures be adopted to all,;w a
Negative Declaration be filed.
I. The Applicant be required to:
1. On Riverside Drive from Lehr to Four Corners, a
riht of
and improve street to width of 76' from curb to curb. Onr Lake nShorevide the applicantway
be required to provide right of way and improve from their exit to Four Corners to
a minimum curb to curb width of 64' feet.
2. Install Traffic control] light at the corner of Riverside and Lake Shore.
3. Design all on site sewage facilities so as to prevent any contamination of
the Lake in the event that the sewers are over topped by the Lake. '
4. Provide specific plans to guarantee that the view of the Lake from Lake Shore
Drive or Riverside Drive will not be blocked.
H. Prior to approval of the CUP the City adopt an Orainance limiting residency time
in any R.V. Park to 45 days.
