With the birth of the city in 1888, there is an old investment infrastructure with Sewer and drainage system(attach ment 1). Any other establishment afterward , enjoying this well planned structure , to extend its benefits, either Highland Canyon Lake, Lowland Summerly of Lake Elsinore, Adopted East Lake Specific Plan through Amendment NO. 11 April 13, 2013 unto Proposed East Lake Specific Plan , Amendment NO.11.(attachment 2) Mr. Richard Machott Planning Manager, already made sure the East Lake Specific Plan , Amendment NO.11 (SPA 2016-02), General Plan Amendment NO. 2016-1, Zone Change No. 2017-03 and Environmental Impact Report (Sch NO. 201611029) Taking place. ( attachment 3) Applying Lake Elsinore Municipal Code- Chapter 16.72.020, including section 16.34, 16.72 or 16.34.060 a storm drainage master plan and storm drain system (Storm Drainage Improvement Fund ) so that The current Adopted East Lake Specific Plan —the amendment NO.11—4/13/2013 Will change to Proposed East Lake Specific Plan 2017 by zone change 2017-03 and/or General Plan 2016-01, Environmental Impact Report 201611029(attachment 2) 1 hope the well establishment of East Lake Specific Plan Amendment 011 will generate the benefits to residents through combining efforts of Old establishment of City in 1888 Mello Roos investment paid through County property tax Development fees for East Lake Specific Plan City's Storm Drainage Improvement Fund ( 16-34-060) Drainage , Sewer services District fees from developer(s) 16-72-020 Association fees collecting from unit housing owners Will make residents happy for paying water fee like every other cities through out California I hope also the service charges proposed for 7/1/2018 of East Valley Municipal Water District will implement. It was prepared in 1993, evolved and become home to a dream Extreme character with active sports-related facilities such as skydiving,hang- gliding,motorcross and 18 hole golf course which have made the city a premier Regional action sports destination. Traffic congestion There is a little traffic jam,exit 73 South bound Freeway 1-15 every rush hours afternoon Traffic trends to turn left,when entering 73 exit to rail Road Canyon Road instead of turn right To Diamond Drive. 5-3 To eliminate the situation somewhat,let extend Camino Del Nort street to break through corner Of Canyon Estate Drive and Franklin street. This undeveloped street is not materialize yet if do not have a project with the help of Cal Transportation department.When it becomes reality,the traffic jam will be less urgent, 2. Drainage District fees and sewer services fees City of Lake Elsinore is established since 1888 with old sewer systems-They might projected to 50,100,150 years after. With the existence-fast Lake Specific Plan Amendment#11 Hydrology and water quality 5-4 Consideration along with Mello Roos regulation to complying Lake Elsinore Municipal Code Title 14 chapter 16-72,Drainage District fees and sewer services afterward has to be considered how to projecting into the near future like any other adjacent cities of Riverside as well as the well Establishment cities across California who are comfortable with financial sources ,just collecting water fees rather than combine and add with sewer services. The commenter provided a diagram of an area of congestion at the Interstate 15 Freeway(1-15) exit to Railroad Canyon Drive/Diamond Drive, where traffic backs up to turn left on Railroad Canyon Drive. The commenter recommended extending Camino del Norte to Canyon Estate Drive to alleviate this congestion. Section 5.14 of the Draft Environmental Impact Report (DEIR) and the project's Traffic Impact Analysis Report (DEIR Appendix K) evaluate the Project's potential impacts on the transportation and circulation system in the Project site and Project vicinity. This project proposes backbone infrastructure for the East Lake Specific Plan area; however, future roadway improvements including to offsite facilities including the 1-15 at Railroad Canyon Drive/Diamond Drive interchange as well as other roadways in the regional vicinity are beyond the scope of this project. Future implementing development projects within the East Lake Specific Plan boundary will develop local streets to address transportation needs of their individual projects. In addition, as described in mitigation measure MM TC-2 within the DEIR, future implementing development projects in the East Lake Specific Plan boundary shall participate in the construction of on- and off-site intersection and street segment improvements through payment of City of Lake Elsinore fees, and participation in the Western Riverside County Transportation Uniform Mitigation Fees(TUMF) program. No new environmental issues have been raised by this comment and no additional mitigation measures and no modification of the DEIR are required. 5-2. The commenter addressed drainage district fees and sewer services fees and the requirements of Lake Elsinore Municipal Code Chapter 16.72.020. All future implementing development projects would be required to comply with the Lake Elsinore Municipal Code, including Sections 16.34 and 16.72. As discussed in DEIR Section 5.15, additional surface runoff generated by future implementing development projects within the Project site will be collected by facilities that will be designed in accordance with federal, state and local laws and regulations once these projects are proposed and project-level studies are prepared, including hydrology studies, drainage studies, and/or Water Quality Management Plans. Required development fees will be collected from future projects to support the City's Storm Drainage Improvement Fund (Lake Elsinore Municipal Code Chapter 16.34.060), which has been established for the exclusive purpose of developing a storm drainage master plan and a storm drain system. In addition, future implementing development projects will be required to pay drainage district fees, which would support construction of drainage facilities called for in the master plan within the drainage area, as described in more detail in Lake Elsinore Municipal Code Chapter 16.72. No new environmental issues have been raised by this comment and no additional mitigation measures and no modification of the DEIR are required. 5-3. See the Response to Comment 5-1.
