The Regular Meetings of the City Council and the Successor Agency were called to order at 7:00 p.m.

Approval of the City Council Consent Calendar
Motion by Mayor Pro Tem Johnson, seconded by Council Member Magee, to approve the City
Council Consent Calendar with Agenda Item No. 12 being removed for discussion. The motion
carried by the following vote:

8)Construction Agreement to Endresen Development for the Anchor, Crisis Stabilization
Housing Rehabilitation Project (CIP Project # Z20032)
1.Award a construction agreement to Endresen Development for the Anchor Crisis
Stabilization Housing Rehabilitation Project (CIP Project # Z20032);
2.Approve and authorize the City Manager to execute the agreement in the not to exceed
amount of three hundred eighty thousand dollars and no cents ($380,000.00) with Endresen
Development in the form attached and in such final form as approved by the City Attorney;
and
3.Authorize the City Manager to execute change orders not to exceed a 15% contingency
amount of $57,000.00 for construction uncertainties and adjustments.

9)Independent Contractor Agreement for Instruction with Lorena Hancock
Approve and authorize the City Manager to execute the Independent Contractor Agreement in
an amount not to exceed $75,000, in such final form as approved by the City Attorney.

10)Professional Services Agreement with Albert A. Webb Associates for On-Call Traffic
Engineering Services
Approve and authorize the City Manager to execute the Professional Services Agreement with
Albert A. Webb Associates for on -call traffic engineering services in the amount of $125,236, in
substantially the form attached and in such final form as approved by the City Attorney.

11)Final Maps TR 35337-1 and TR 35337-2 Spyglass Ranch
1.Approve Final Tract Maps No. 35337-1 and 35337-2 subject to the City Engineer ’s
acceptance as being true and correct;
2.Authorize the City Clerk to sign the maps and arrange for the recordation of Final Tract
Maps No. 35337-1 and 35337-2; and
3.Approve and authorize the City Manager to execute the construction agreements.

12)Parcel Map 38044 Starbucks - Four Corners
1.Approve Parcel Map 38044 subject to the City Engineer ’s acceptance as being true and
correct;
2.Authorize the City Clerk to sign the maps and arrange for the recordation of Parcel Map

3.Approve and authorize the City Manager to execute the monumentation agreement.

13)Amendment No. 1 to the Professional Services Agreement with Sagecrest Planning &
Environmental
Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement for
Professional Services with Sagecrest Planning & Environmental, LLC to prepare California
Environmental Quality Act (CEQA) compliance documents in the amount not to exceed
$65,600, in final form as approved by City Attorney.

3.Approve and authorize the City Manager to execute the monumentation agreement.
A motion was made by Council Member Manos, seconded by Mayor Pro Tem Johnson, to
approve staff's recommendations. The motion carried by the following vote:

PUBLIC HEARING
17)Planning Application No. 2019-07 (Bamiyan Marketplace) requesting to develop a new
mixed-use commercial and residential development (123,026 sq. ft. in total) on a
12.60-acre site
Open the Public Hearing, receive testimony, if any, and continue the item to August 9, 2022.
The Public Hearing was opened at 7:36 p.m.

A motion was made by Mayor Pro Tem Johnson, seconded by Council Member Manos, to
continue the Public Hearing to August 9, 2022. The motion carried by the following vote:

BUSINESS ITEM
18)Discussion and direction to City staff regarding the establishment of policies and
standards for certain types of industrial developments within proximity to sensitive
receptors
Establish a subcommittee consisting of two City Council Members to work with City Staff to
develop recommendations and report its findings to the City Council.
Interim Community Development Director Parton provided a presentation.
A motion was made by Council Member Magee, seconded by Council Member Manos, to
establish a subcommittee consisting of Council Members Magee and Manos to work with City
Staff to develop recommendations regarding the establishment of policies and standards for
certain types of industrial developments within proximity to sensitive receptors and report its
findings to the City Council. The motion carried by the following vote:

CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Magee announced that the I -15 Interim Corridor Operations Project opened Saturday
which extends an additional lane from the Cajalco Road on -ramp in Corona to the Weirick Road off -ramp in
Temescal Valley.
Council Member Manos congratulated the Lake Elsinore Girls Softball All Stars on their accomplishments;
shared his attendance at an Airport Land Use Commission; invited the community to the Live at the
Lakefront summer concert series at Launch Pointe and shared that the Kings of Queen will perform on July
28, 2022; announced Grungefest 2 on August 4, 2022 at Diamond Stadium.
Mayor Pro Tem Johnson extended congratulations to the Lake Elsinore Girls Softball All Stars on their
accomplishments; provided an update for the month of June from the Homeless Task Force; provided an
update on Economic Development; and invited the community to National Night Out from 6:30 p.m. to 9:00
p.m. on August 2, 2022 at O'Brian Park in Wildomar.
Mayor Sheridan reported on his attendance at the California Joint Powers Insurance Authority Annual
Board of Directors' Meeting on Wednesday, July 20, 2022; shared his participation in the City Clerks
Regional Workshop that was held at Launch Pointe on Friday, July 15, 2022; shared that he and Council
Member Tisdale recorded the July 25, 2022 Monday Minute during the CJ Simmons concert that was held
on July 21, 2022 at Launch Pointe; reported on the Storm Elite Baseball Clinic that was held on July 23,
2022 presented by Riverside Batting Cages & Pro Shop and invited the community to participate in future
Clinics; invited the community to attend the last Classic Car Show on August 27, 2022 on Main Street;
and shared photos from the July 23, 2022 Historic Main Street Car Show and invited residents to attend
the final Car Show which will be held on August 27, 2022.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:14 p.m. to the next Regular meeting of Tuesday, August
9, 2022 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00
p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will
commence at 7:00 p.m.
