HomeMy WebLinkAboutItem No. 08 Supplemental Information Offices of Miller, Catlin, Rivera 00 October 24, 2017 Alder Tract Summerly Item 8 on Agenda Final Map 31920-15,Alder at Summerly, RSI Communities Alder Tract goes under the EIR of Amendment 10 EAST Lake Specific Plan under the coagulation of Summerly which encompasses 318 acres and 1,955 dwelling units and should go into "Withdraw the Application" if there was proper response to the new information on the dangers of pollution, Green House Gases and the deterioration of quality of life from traffic slow downs which keep people from arriving to their homes in a timely manner. This Amendment was prepared in 2004 which is way too long ago not to revise and accept the new information 2.7.4 of East Lake Specific Plan needed to stop any more Summerly homes and requiring a Site Specific EIR. Alder has been decreased to 51 homes on 12 acres which doesn't leave appropriate open space in Summerly. RSI, the applicant, is a Newport Beach Company and hardly the local people and who knows where the workers come from. The Earth isn't here for your fantasy of a project whose impact is too detrimental to continue. Just because this project has been graded doesn't mean that Grand Elderman Oaks could not be placed on the property and a Riparian Area Planted for more CO2 absorption. Many of the Hurricane Harvey survivors wish they had not voted for the Climate denying, Transcontinental Hotel Building, Habitat destroying deforesters, coal extractors, Natural gas frackers, wetland destroying, concrete pouring weather changers. If you vote for East Lake Specific and more tracts in Summerly or Waterbury then, you vote for Climate Disasters and Council people need to change their jobs or your ways because we are done with Natural Disasters. A. No one from Summerly spoke against another unaffordable Tract Housing Project like 40 of them spoke against a supposedly affordable complex that is outside their brick wall. It must be that as long as it is like them, it is alright. When the storms hit you all will realize that none of this expansive pouring of concrete and moving of forest products and aggregate for concrete into town was alright. Does this council ever think of the Resource Footprint by building more buildings and the pollution that the trucks cause that bring in the materials. Over two years of bulldozers and delivery trucks on Mission Trail. B. This will contribute to 500 plus car and truck trips per day because more supplies like groceries have to be brought in, emergency vehicles come and go, after school activities must be chauffeured, and school and work. The build out will be approximately two years of particulate matter blowing everywhere consumed by asthmatics and children and us all. C. Greenhouse gases and pollution will result from this travel. Greenhouse gases will cause more Cot to rise to the heavens and add to the tract house areas already in Summerly. D. According to the maps it appears that about 170 of the houses planned in Summerly have been built with more than 800 to go. This has already caused massive traffic on people going to work down Bundy Canyon and Rail Road Canyon and North and South 1-15. Call these projects off now and give us back our country. E. What about jobs, you mean jobs for out of towners and out of Nation temporary construction jobs? Then, people see the place and think they want to live here and more traffic congestion adds up. And people think they are getting Classy residencies at average 6 units per acre at Summerly? F. Your General Plan says that if an area is for Tourists as this Dream Extreme, then, residential doesn't go there so Alder violates the GENERAL Plan. Entire Summerly violates the General Plan so will Waterbury. G. What and where is the shut off for the Sewer if the Elsinore Prorilo\Alquist, Wildomar Fault, Glen Ivy Fault or shakers from San Andreas starts to rock. H. More than likely there are seeds of Spine Flower and other feeding plants on this property and if allowed to stay wild would provide food for the mammals and birds from the Pacific Flyaway that feed on these plants. I. 1.3.11 of Summerly Amendment 6 says that one of the assets of Lake Elsinore is the scenery. How can you rob the people of the views of the Lake Bed by putting congestive housing all over it. J. More Mello Roos for Summerly residents to pay for the infrastructure it will take to add more lights and streets even though this housing will not be financially self sustaining. Cost more to maintain it than its city taxes will provide. Cost more for Fire Protection and Police and Ambulances than 51 houses will generated unless the City just doesn't add more First RESPONDERS TO THE PLANNED thousands of houses. K. By what authority did the City of Lake Elsinore decide it could evolve from a semi rural town to an urban, commercial residential cyclops. We need to vote on this. Section 3.1. L. You won't need the expense of Flood Control in this designated 100 year flood plain if you turn East Lake over to Habitat conservation. You won't need the expense of a pumping station to circulate the water or 48 inch conduit to help fish migrate in the Lake or supplementary wells because too much water will be drained by too many projects. M. Chapters 15.64 and 15.68 of the Lake Elsinore Municipal Code demands that wetlands be protected from silt erosion which will occur when fill is brought in and migrates into the lake. N. Where are visitors parking: All over Summerly making it look like Moreno Valley. At 6 units per acre it already does. A priceless Lake should not be undulated with High Density or Density or walls or pavement or any unsightly intrusion of man and his noise, traffic, pollution, draining of water. O. The Lake Bed should be a permanent buffer of protection for the view, for the 100 year flood plain, for the liquefiable soil, for the quality of the water of the lake, for the air quality, for the endangered species, Riparian Forest areas.
