Opposing The Cottages Item 15 on Oct 24, 2017 Agenda
CALIFORNIA, APPROVING ADDENDUM NO. 1 TO A MITIGATED NEGATIVE
DECLARATION (SCH 2O08011082) FOR PLANNING APPLICATION 2017-37
(RESIDENTIAL DESIGN REVIEW 2017-00014 and TTM 37393);
The Cottages on Mission Trails will replace one of the last tree grooves on Lake Elsinore
especially since you outrageously replaced the trees on the West side of the Lake at La
Laguna which contained many mature and oxygen generating trees.
The website says The Council is to Preserve and Protect Lake Elsinore the Lake
Entengvo Wumoma, which freely translates into THE Luieseno language of Hot Springs
by the Little Sea. How is generating so much traffic that the Lake looks like it is
constricted by a lit up reptile at night trying to pass the events going or returning from
work or a Car Race to Los Angeles or San Diego in the morning.
We find this EIR to be non existent as it is within the East Lake Specific Plan and yet you
haven't passed the East Lake Specific Plan Amendment 11. This EIR was for a senior
citizens project called The Colony in 2008. So, The Cottages need their own Specific
Plan if you are going to try to pass this for it is neither East Lake nor is it The Colony and
a plan that is different will have specialized impacts on the Environment from more cars
and trucks effecting traffic circulation to quantity of emissions to quantity of water used
to the entire focus of the layout of the design and its entrances and exits.
A. In 1981, 1983, 1994 Lake Elsinore Laguna Grande flooded up to Mission Trail
and flooded houses along Grand Avenue. THE BEGINNINGS OF SILT
EROSION FROM TRACT HOUSING without proper flood control management
if such actions exist. Although these city councils have shrunk the lake and
retreated its ebbing and flowing and the government has geoengineered the
weather with chemtrails and lasers and High Frequency Radio Waves, Nature
continues to mount up terrifying campaigns due to the atmospheric rivers being
dammed and heated with manipulation, and, then, catastrophic hurricanes and
tornadoes defy all odds to lambaste America and other nations. Man only causes
more grief with weather modification than just his ground assault with the use of
fossil fuels. He also causes Aerial Aurora High Tec weather change. Although
all this has attempted to stop intense and fast rain, it will at some point be
unsuccessful and Lake Elsinore will once again be in your face.
B. The East Lake Non Project which supports 14 vegetation communities/land cover
types includes 342 acres of Tamarisk Scrub, 900 acres of Mixed Scrub, Mulefat
Scrub, Willow Scrub, Southern Cottonwood — Willow Riparian Forest,
Riversidean Sage Scrub, Riversidean Sage Scrub, Mitigation Areas, Ruderal,
Saltgrass Ruderal, Emergent Marsh, Ornamental Woodland. Southern Sycamore
Alder Riparian Woodland and Southern Cottonwood Willow Riparian Forest.

Southern Coast Live Oak Riparian Forests are two miles away and their seeds will
blow onto wetland property so that the trees in these communities could come to
fruition. The Cottages house Riparian and Riversidean Species, however, only
borders Riverine habitat.
C. And because Nature has drawn the line in the sands of washes and natural
drainage which has worked for years, then, Lake Elsinore needs to respect these
topological depressions in the Earth and allow the San Jacinto River and Lake
Esinore inlet channel and the inlets at Summerly to provide flood absorption and
Storm Water onsite which can range from approximately 1240 feet to 1248 feet
mean sea level (MSL). "The Project site is located within Subunit 3 (Elsinore)
of Elsinore Area Plan of the Western Riverside County MSHCP. The Project
site is partially located within MSHCP Criteria Areas Species affected in the
Multispecies Habitat Conservation Plan in Section 6.3.2, 6.1.3, 6.1.2 which is the
Riparian/Riverine Areas and Vernal Pools.
D. Two special status species of plants are considered to have relatively high
potential to occur within the Project site: Little mousetail, an MSHCP Criteria
Area Species; and Smooth Tarplant, an MSHCP Criteria Area Species. There are
special soils that are with the Project site that could support theses two plants
Tarplant and Mousetail.
E. The burrowing owl AND OTHER ENDANGERED SPECIES feeds and nests in
the area and probably finds food sources among the trees along with the San
Diego Black-tailed jack rabbit and American white Pelican and Loggerhead
Shrike, California horned lark if it hangs in the Tree covered area. I did hear
similar bird songs from what might have been the Bells Vireo when I walked the
area. California horned lark, on the CDFW Watch List and an MSHCP Covered
Species; black-crowned night heron, an MSHCP Planning Species; and least
Bell's vireo, federally endangered, state endangered, and an MSHCP Covered
Species are some of the Endangered or Special Listed birds in the area.
F. The Project site is known to contain both Waters of the United States (WoUS)
when under the elevation of above sea level to be 1246 and Waters of the State
(WoS), including wetland and riparian systems. In the Back Basin, areas under
the elevation 1265' MSL sea level are under state jurisdiction. The entire site is
in the Water of the United States and are endangered Wetlands and Riparian
Systems.
G. With the No Project option, you do not have to worry about how to avoid Habitat
Fragmentation by placing non broken trails between your islands of heat and
destruction of the Back Basin of Lake Elsinore and you can do what your

assignment is and to preserve and protect the Nature of Lake Elsinore Laguna
Grande.
H. This project is in violation of California and Federal Endangered Species Acts
because if you kill habitat then, you kill the shelter and food sources of animals.
Acts of clearing, grubbing, grading, demolition, deforestation will result in
significant and final impacts to the MSHCP covered species for the white pelican,
patch-nosed snake, and two striped garter snake. Page 5.3.6.2
I. Fairy Shrimp vernal pools cannot be declared impossible to exist as no one knows
.� how much dust has eroded or where water has left enough of a depression to
create new vernal pools brought on in downpours of rain. To say this area could
not have Fairy Shrimp capability is not possible in more areas that you designated
and US Fish and Wildlife needs to reevaluate the EIR OF THE ENTIRE
PROJECT.
�} J. Because the State Clearing House No. published in the agenda item was for the
Power Line coming from the East, this invalidates the entire possibility of passing
this project without including the correct SCH which is not SCH#2008021012 at
this time and should turn to no project, new EIR, or continuum until proper
documents are arranged.
K. This project will contribute to hazardous waste runoff and impacts the Porter-
Cologne Water Quality Control Act which comports with the federal Clean Water
Act. This Act protects California's major rivers and groundwater basins by not
allowing point source development resulting in silt deposition and erosion or use
of fossil fuel vehicles within close range of lakes, rivers and non filtered storm
drains and other access points to ground water in my opinion which would
compliment the rules of NPDES.
L. To protect the plant, fish, wildlife and provide a less polluted environment
Elsinore needs to curtail more building to accommodate population or venue and
event traffic. There are too many houses going in now and more will add
accidents and crime.
M. The Lake Elsinore Acquisition Process LEAP needs to return monies to
developers who have purchased land and intend to develop and declare the Back
Basin MSHCP conservation. 5.5.4 because: 1. SUBSTANTIAL ADVERSE
EFFECT ON sensitive Endangered vegetation and wildlife species
2. adverse effect on Riparian Habitat.
3. adverse effect on Section 404 of the Clean Water Act from runoff, removal,
filing, hydrological interruption which will result in silt deposition or erosion.
4. The very vow of Lake Elsinore to protect the Environment of the Lake is in
adverse reaction and conflicts with local policies and ordnances and tree
preservation.

There are major conflicts with provisions of County and Community
Conservation Plan.
�N. The violation to new laws from CEQA must be addressed including the amount of
traffic that over 7000 which was 9,000 new dwellings before Amendment 11 and
4 hotels and multiple sports venues and events will cause the Air Quality is
Human Abuse as our lungs are not a disposal site for your decisions.
O. and the powerful push of heat and pushing away of rain because of the Elsinore
Convergence is villainously inappropriate. All this activity must be subject to
liquefaction in the event of an Earth quake because this is soil of slight moisture
and intense moisture during storms so it must be softer than the surrounding strata
as recognized by geotechnical studies.
P. Property values will certainly have a run for their money if apartments are placed
across the street and next to Summerly even though Summerly is at 5 units per
acre. All of it is too crowded and to detrimental for the Environment. a '�vt�'�=-'-•
_Q. The only agreement viable for this 20 acres is no project which would assure
special soils, plants, animals, Pacific Fly Away migratory birds, evaporation
levels, flood and Co2 absorption will not be detrimentally affected and deal with
the nightmare of traffic as it is.
I am praying for a quality decision of preserving this acreage for Habitat Conservation.
