HomeMy WebLinkAbout0012_1_ERSC Agreement (CIP Project Z20006) - SRPage 1 of 2 REPORT TO CITY COUNCIL To: Honorable Mayor and Members of the City Council From: Jason Simpson, City Manager Prepared by: Shannon Buckley, Assistant City Manager Date: July 12, 2022 Subject: Professional Services Agreement between the City and Engineering Resources of Southern California, Inc. for the Civil Engineering Services of the new Corporate Facility Project (CIP Project Z20006). Recommendation 1. Approve and authorize the City Manager to execute a Professional Services Agreement in the amount of $65,700.00, in such final form as approved by the City Attorney. 2. Authorize the City Manager to Approve Change Orders up to 10% of the Agreement in the Amount of $6,570.00. Background Staff has engaged the services of Engineering Resources of Southern California Inc. (ERSC) to provide civil engineering design services with valued engineering concepts. These services are needed to create an engineered building pad for the new corporate facility. ERSC and the City’s architect, STK Architectural, will work together with the help of Dennis Janda Surveying to establish an engineered build site complete with utility connections. Discussion These services are standard civil engineering services for the site development of the project and will include the needed civil engineering construction documentation to affect the complete site development. Key tasks are included in the following:  Record Data on Utilities Research Topography & Boundary Survey  Base Map Development Plan Pre-Design  Alley Improvements  Storm Drain Relocation Plan  Sewer Relocation Plan  Gas Line Relocation  New Utility Connections Engineering Resources of Southern California, Inc. Page 2 of 2  Utility Easement During the professional services review phase, the deliberate outcome was to ensure a complete understanding of the required and needed services, identification of assumptions, understanding, and experience with corporate facility amenities, and civil engineering costs. The ERSC proposal has detailed all the required services needed to develop project construction documentation. The Engineering Resources of Southern California, Inc., has been a lead Civil Engineering firm on the Launch Pointe RV Resort and the recently completed Public Works Trash Yard ERSC deliverable services will include the following major elements:  Plans, Specifications, and Estimates for Alley and Strom Drain relocation per City of Lake Elsinore requirements.  Plans, Specifications, and Estimates for sewer relocation per EVMWD requirements.  Design coordination and technical data for the Gas Company during their design effort.  Plans, Specifications, and Estimates for installations of a domestic water service, sewer lateral and fire protection system.  Submittal packages for Alley and Storm Drain relocation and installation of the fire system for processing by City staff.  Legal description and plat for sewer and utility easements. Realignment of the alley will occur across a parking lot east of the existing alley alignment. The realignment will impact existing overhead power and communications lines, sewer main, storm drain, and potentially existing gas facilities. Work is underway to resolve the conflict associated with Southern California Edison utility poles and overhead power and communications. Therefore, ERSC, will pursue relocation of the remaining infrastructure, such as, the sewer line, storm drain facilities and the gas line. Fiscal Impact The new corporate facility project (CIP Project Z20006) is included in the Fiscal Year 22/23 – 26/27 Capital Improvement Plan (CIP) budget. Exhibits A – Agreement B – Proposal
