Page 1 City of Lake Elsinore Printed on 6/28/2022 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Grant Yates, City Manager Prepared by:Jason Simpson, Assistant City Manager Date:September 26,2017 Subject:Purchase of Concession Trailer and Equipment for the RV Park Recommendation Authorize the City Manager to Execute a Purchase Order in the amount of $77,223 plus applicable taxes and delivery costs for an equipped concession trailer from Russell Concessions and find that based on the immediate availability of this unique trailer it is not in the City’s best interest to go out to bid. Background Staff has researched several companies offering concession trailers,mobile kitchens,modular trailers, and custom buildings to capitalize on providing a food concession and equipment with providing unique camping experiences and incorporating these experiences into the design and construction of the RV Park Project. For example, the Vintage Airstream Trailer market is a popular and hot camping niche for the recreational vehicle and camping world. The concept of a vintage trailer village within the RV Park is divergent, exciting and will distance the RV Park from other campgrounds. Industry professionals have also confirmed to support the unique amenities being incorporated in other parts of the property, and to assist in making the RV Park a destination that on-site, hot prepared or prepackaged food, as well as an offering of beverages is necessary and will attract visitors and local residents. The demand for the availability of a food concession with the camping experience in a not so rugged setting can be a park amenity and simultaneously, work creating the site as a destination. Discussion With gas prices up, food prices up, and costs in general seems to be out of control, it makes sense to consider concession trailers or catering businesses. Staff believes at this time it is going to be a great year for the concession & catering businesses because of higher fuel prices and higher lodging prices will drive people to stay closer to home this year. People will forego annual vacations & costly travel due to these economic reasons and will seek local and regional entertainment options. In addition, customers will attend more local fairs,food and wine Concession Equipped Trailers September 26, 2017 Page 2 venues, festivals, rodeos, car shows, boat shows, & outdoor events. Hungry patrons may skimp on shopping, games, rides, etc...Nevertheless, they will always eat & drink. One-off trailer customization is available but very expensive and may not be cost effective. Therefore, staff requests this purchase be sole source to Russell Concessions since they have an available disaster recovery/response trailer in inventory with a fully functioning kitchen (specific details are attached). To hire an architect with the engineering requirements to meet County Health specifications, would be costly and run between $175,000 to over $400,000, so a turnkey trailer that meets all health requirements (with equipment installed) that can have a simple façade construction would be about 50% less and save considerable time. For these reasons, staff requests that the City Council find that it is not in the City’s best interest to go out to bid and authorize the City Manager execute a Purchase Order in the amount of $77,223 plus applicable taxes and delivery costs for an equipped concession trailer from Russell Concessions. Staff has included renderings as an attachment to give an idea of how this will be incorporated into the RV Park. Fiscal Impact RV Park Project (CIP PROJECT #Z40007) is included in the Fiscal Year 17/18 – 2022/23 Capital Improvement Plan (CIP) budget. Our trailer frame is 100% STEEL.  We cut no corners with purling.  Purling itself is a much cheaper  & weaker way of building a unit that cost about 60% less than Steel.  Steel prices are constantly  on the move up due to the amount of steel the United States exports to other countries.  It would  be easy for us to take the cheaper way out and use Purling to build our units rather than Steel.  If  you have walked into a unit made out of purling and then walk into one of our units after minutes  you will experience a big difference.  Purling becomes weak over time causing flexing, bowing of  walls, and an overall weaker frame.  This can cost you time & money down the road.     2.) Roof Bows: Take a look at our pictures of our units and look at the competitors trailers who use  roof bows.  The difference speaks for itself.  Hardly a week go es by that we do not have a customer  bring a trailer in for us to repair due to a weak, droopy roof.  Roof Bows simply do not have the  strength to support heavy exhaust hoods, fans, air conditioners, roof‐top signage, etc.  Our roofs  are again framed out in steel ‐ not aluminum, purling, or any wood framing.  Quite simply our  trailers have a more professional look than trailer that has ro of bows.  For instance if you decided  sometime in the future to add a roof mounted sign ‐ you would have to strengthen a unit that  uses roof bows before ever adding the sign.  Go to your next state or county fair and notice how  many units with roof‐top signage have roof bows ‐ Almost None!  Why? They can't hold it.     3.) FRP ‐ Fiberglass Reinforced Panels Vs. Vinyl Walls sometime known as Kemlite, Marlite, etc. : FRP  cost almost triple what a vinyl plyboard panels do.  FRP is approved nationwide & worldwide by  health departments, fire departments, hospitals, building inspectors, etc.  It is a far superior  product than what is installed in most concession trailers & mobile Kitchens.  Many manufacturers  and customizers will tell you the vinyl plyboard panel is just as good as FRP.  Nothing is as good as  FRP....go to your local building supply store & compare for yourself.  FRP is scratch resistant, offers  an insulating quality, is simply cleaned, & will be there long after vinly plyboard panels have been  replaced time & time again.     4.)
