Recommendation
1. Approve Temporary Street Closures for the Day of the Dead Event on October 28, 2017.
2. Approve exemption to the Lake Elsinore Municipal Code (LEMC) Chapter 9.28 Public
Consumption of Alcoholic Beverages at City Park during the event hours.
Background
This is the 6th annual Day of the Dead Celebration sponsored by the Studio 395 Foundation.
This very popular event is typically held in Downtown Lake Elsinore with a variety of alters, live
music and dance performances from local groups, merchandise and food vendors, and crafts
for the whole family to enjoy.
Discussion
This year, the Day of the Dead Event is planned to take place at City Park in Downtown Lake
Elsinore from 1 p.m. to 7 p.m. The Community Services Department, Public Works Department
and Sheriff’s Department will coordinate resources to ensure public safety. As this event
continues to grow, staff anticipate approximately 3,000 attendees. As a result, staff recommend
closing Library Street from Main Street to Spring Street and closing Main Street for west bound
travel from Limited Avenue to Library Street, as detailed in Exhibit A. It is recommended that
these street closures remain in place from 10 a.m. to 8 p.m. The street closures will be enforced
by Law Enforcement personnel.
In addition, staff recommend the exemption of LEMC Chapter 9.28 Public Consumption of
Alcoholic Beverages at City Park in Lake Elsinore between the hours of 1 p.m. to 7 p.m. on
October 28, 2017. A beer and wine garden is proposed to be located in City Park in the
Horseshoe Pit area. The applicable Alcohol Beverage Control (ABC) Permit will be obtained and
the associated regulations will be strictly adhered to, as detailed in the event conditions of
approval.

Fiscal Impact
Costs for City personnel staffing will be accommodated via the Community Services fiscal
budget. In addition, the City has agreed to contribute $5,000 from the Community Services
Department’s budget line item for Dia De Los Muertos in order to cover the costs for police
services, fire services, and portable restrooms.
