HomeMy WebLinkAboutItem No. 12 Public Comments Offices of Miller, Rivera, Catlin Sept. 12, 2017 The Villages Lake Elsinore Agenda item No. 12 http://www.lal(e-elsinore.org/honie/showdocument?id=7214 http://www.lake-elsinore.org/home/showdocument?id=11676 The Villages is a Medium Density Condominium Building Complex on 20 acres. When this field is gone so basically is the Rural Lifestyle that most everyone came to Lake Elsinore to find. This project will so add traffic to a very precious and dangerous corner. Dangerous because several people have fatally lost control of their cars there. Building more will raise the percentage of traffic accidents. If one of those accidents creates an explosion, then, those condos might be involved in fires. If the developer orders tree products from the forests for stick built buildings and that will cause another heavy footprint of resource extraction and the 1000 extra car an delivery trucks will create transportation of CO2 emissions Elsinore is meteorologically predictable with a wind sheer that packs a powerful storm blast when the weather fronts come thru and hit the Elsinore convergence. It is potent as in easily blown into a much larger storm condition than surrounding cities. The power lines just fell down, Sept. 2017 and that was way more powerful than what the other cities experienced. It you pave over this field, then, we might expect more extreme wind sheers and affecting the more trees to be uprooted and power lines to fall down. These 37 buildings would be built on Quaternary young alluvium soil which is moist, fine sandy silt which is given to liquefaction, and, is just not stable for the foundation of 163 condominiums. If great moisture occurs, then, the gaps in the silt and fine particles could cause swelling in some areas and decompression in others and movement of the foundation which caused the Apartment building to fall in China because it was too close to a high water area like Lake Elsinore. Is this place going to generate street parking at a Premium like Moreno Valley where there is just fighting over acquiring a parking place. http://www.lake-elsinore.org/home/showdocument?id=11676 Please, don't pave this property. There will be chemicals gassing off from spraying the condos for roaches because this is the Lake and more insects inhabit the area than other places that are drier. The buildings will generate heat and push weather fronts over the lake further heating the water and possibly causing more algae blooms lasting longer in duration. The EIR has not been updated because it refers to 146 units as opposed to 163. 1 ROG, Reactive Organic Gases and NOX from burning fossil fuels in bull dozers or delivery trucks or either directly or from distant power facilities for suppling utilities as I don't see an Independent Energy source available for this project, will exceed the pollutant criteria as defined by South Coast Air Quality Management. How can you consider any more building when you are dealing with the 10,000 homes in Alberhill villages? Elsinore has undergone too much buildout. This property would make a better wind and fire break for the surrounding neighborhoods. The surrounding neighborhood are just so built out. Give the developer his permit fees back and abandon this environmentally damaging project. How did this developer get this far? In the name of Human habitation and decency, don't close out this field so that endangered animals have no place to go. I can't find on the Internet where the Stephens Kangaroo rat has increased numbers to delist it. This field must have some evidence of its presence. The animal couldn't have habitat restored aS FIELDS it disappear because of farming and overdevelopment building everyday. You may have something going in your backyard with Kangaroo rats, however, land that is being preserved is deteriorating as we speak. I don't see how Webb and Associates can claim this would create a safe, comfortable or healthy life for Lake Elsinore or for the potential residents when their environment has to have pesticides, the traffic and risks for accidents will cause distress, and the overcrowded space next to the High School will cause imbalance of Nature and Open Space with more residents. What kind of traffic will be outside the High School combined with The Villages at Grand at the times when the Lakeside High School lets out. I lived in this area when the fires roared down the Ortega Mountains and had to be stopped before fire crossed the street and took out the Apartments on Grand Avenue. That was very close to evacuation. This is a high fire area and the less housing and especially High Density the less opportunity for fire loss and law suits for the City. littp://bLIFlliiigissUes.org/lukebioniass.littiil IlLtp://www.iake-elsinore.arg/home/sl)owdacumeiit?id=11676 http://burningissues.org/lukebiomass.htmI 2
