Dear Ms. Abraham,
Having reviewed the plans for the development known as Bamiyan Marketplace Project
(Conditional Use Permit No. 2019-03), I am writing to strenuously object to this planned
development. Among other problematic concerns is that of ingress and egress. It is my
understanding is that Macy street is the only means of ingress and egress. Gaining access to
Grand avenue is already very difficult due to existing heavy traffic. If the traffic from this
development is funneled thru Macy street that will only multiply this problem. The quality of
the residential adjoining residential neighborhood would be negatively impacted. PLEASE
DO NOT GIVE YOUR APPROVAL TO THIS DEVELOPMENT!

Dear Ms. Abraham,
Having reviewed the plans for the development known as Bamiyan Marketplace
Project (Conditional Use Permit No. 2019-03), I am overwhelmed and stunned that anyone
would try to cram so many things into that piece of property. We have lived in this
community for 17 years and have appreciated the residential nature of the area and would hate
to see this residential neighborhood be disrupted that would result from the implementation of
these plans.
The high density residential planned for this property would absolutely overwhelm
Macy. While there appears to be driveways on both Grand and Ortega HWY, my
understanding is that they would only allow for someone turning right, and anyone wanting to
go north would have to exit at Macy. It also appears to be severely inadequate parking for the
high density residential putting the burden of additional parking on to Macy. This is quite
unacceptable for this neighborhood.
All things considered I hope that the city would see that these plans are not in the best
interest of this area of Lake Elsinore and what is not beneficial for a significant part of the
population would not be beneficial to Lake Elsinore as a whole.

Good Afternoon Ms. Abaham,
I'm writing in regard to the project named above that is planned for the lot between Ortega Highway and Macy
Street along Grand Ave. I reside in the neighborhood above the project off Walham Place. I am not wholly opposed
to the site plan I have seen but I do have some concerns that I would like to bring forth for discussion:
• This city and the area do not need yet another car wash. There are already two along Riverside with two
more planned. I think the Arco gas station itself is a good idea, but it and the planned marijuana dispensary
at Grand and Macy are surely going to increase crime and litter in our area.
• It seems this lot is planned for even more fast-food restaurants. There has to be better options to improve the
neighborhood/city. Look at the fast-food litter that already exists in the area. This will not improve it.
healthier options are in desperate need here.
• This project should not be allowed to obstruct the views existing homes have of Lake Elsinore or the San
Bernardino and San Jacinto mountain ranges.
• A robust environmental impact analysis with special attention on impacts to traffic is important to me and
other residents. I understand a much-needed signal is already planned for Macy and Grand, but traffic is
already often ensnarled through the Grand and Riverside Drive corridor with the traffic lights that have been
installed over the past number of years. I don't see how this project can make things any better and it will
likely increase use of Laguna Avenue between Macy and Riverside Drive, which is maintained by the
county, narrow, has no sidewalks, and low-income residences with children near the road already. It's not
uncommon for it to take 20 minutes to drive 5 miles to Costco from our neighborhood now. This project
will make it worse.
What is the plan to minimize the increase of cars parked along Macy and it's cross -streets as well as the litter
that will come from these cars. Drive along Grand between Riverside and Machado to see what I mean. The
overflow of parked cars from the apartments there goes into the neighborhood and trash is everywhere.

Hello Ms Abraham, We were just touching base with you to voice our opposition to the
proposed project located at Grand ave. and Macy st. The impact to our quiet street would be
horrific in our opinion. The routing of most egress traffic onto Macy st would lead to nothing
but congestion and noise, and the proposed multi -family housing would cause nothing but
unwanted parking up and down Macy st. again, we are completely opposed to this project

I was pleased to hear the MACY/ORTEGA project is not a "done deal". I would be at the Tuesday evening
meeting if I didn't have to work. But times are tough. And this project would make things even worse. I'M
PROTESTING this Bamiyan Marketplace Project. We have enough traffic trouble over here. We've all chosen
this quiet side of the lake for a reason. Keep this project away... PPPPLEASE! ! ! ! ! ! ! ! �l

My name is Kelly Hatlelid, and I live at, Lake Elsinore.
I oppose this Three Phase project for many reasons including the fact that all vehicles will be diverted onto
Macy St., (Ortega and Grand Ave. are considered State HIghway 74, therefore no entrance/exit driveways can
be used there). This also will direct high traffic onto Laguna St., (HIII, etc), and it's come to my attention that
NO property owners on these other roads were notified of this proposed development. It's obvious this will
directly affect their lives as it will to all of us who live in this area.
The number of condos and apartment buildings that are proposed, (on top of the commercial buildings), is
astounding and very obviously shows a complete lack of consideration for the current residents of our entire
neighborhood. This makes it quite obvious that our city has no regard for the long-term negative community
impact.
It's obvious that there are also plans for commercial and/or residential building on Grand Ave and Riverside, a
few short blocks away. As I am not within the 300 ft. of being legally told about this, I haven't been. It does add
to the concern of traffic from Bamiyan - via Macy/Laguna, which will add to vehicle back-up tremendously in
spite of/perhaps even because of the proposed traffic light at Macy and Grand.
The proposed 2 and 3 story buildings will, ironically, steal away the beauty and tranquility of our lake and city.
Instead of our motto "Dream Extreme", they will instead advertise urban blight, over -built commercial property
AND horrific traffic flow in and out of our surrounding neighborhoods.
I desire to be able to Dream Extreme.
I will be at the February I st meeting.

My name is Rick Hatlelid, property owner at , Lake Elsinore.
This is in regards to Conditional Use Permit No. 2019-03.
I strongly oppose this project as the City of Lake Elsinore has failed to take care of the residents it already has.
This project will contribute to urban blight, crime, as well as add to another location for the homeless to
congregate.
On a daily basis highway 74 eastbound is backed up to Ortega grocery store at rush hour. One more signal light
diverting traffic into a residential neighborhood will NOT decrease the need for 2 more lanes of hwy 74 through
Lake Elsinore.
There are many other reasons that this project should not even be considered, but I will end there for now.

Dear Planning Commission,
I'm writing in regard to the proposed Bamiyan Marketplace(Condition aI Use Permit No. 2019-07)at Grand and Macy in
Lake Elsinore. We oppose the project that is being proposed. We are the homeowners located at ., ■
directly across from this project. We have attended all the meetings concerning this
development and voiced our ongoing concern about the hazardous traffic conditions that currently occur and will
intensify with this mixed—use commercial and residential development. The proposed Apartments, Condos and Multi-
family housing units would completely overwhelm our community. Macy St. is a residential area with single-family
homes and will be transformed into the main traffic artery to access Bamiyan Marketplace. The increase of the traffic
flow will include semi -trucks making deliveries, the overflow of parking will be pouring out into our neighborhood and
create a nightmare. The Developer stated at one of the meetings a signal would be going in at Macy but this does not
alleviate the negative impact such a large and intrusive development would have in our neighborhood.
ask you to consider the traffic and parking safety issues, and the negative impact of multifamily units within a single-
family residential area and encourage a no vote on this project as it stands. Thank you for your consideration of this
matter.
