Box 1341 Elsinore, California Planning Application No. 2017-41 (Trails at Summerly)—Design review for the construction of 51 single-family residential units and a variance request for Lots 7 and 38 of Planning Application No. 2017-41 (Trails at Summerly)—Design Applicant: Chris Courtney, Richmond American Homes This is another replacement of the Visual SERENITY of the Lake Bed where restfully our minds scan the Lake with the sun shimmering in reflection leaving gleaming trails of sun beams. The problem is this Planning COMMISION APPROVED LEEVING THE Lake and making it smaller to assure that the City's revue desires were accomplished. a. Since the EAST Lake Specific Plan Amendment 11 has not been approved what laws are you going by that would allow building on a flood plain and a water shed. Surely not ELSP adopted Ordinance No. 955 passed in June 1993 with elder information on hazardous waste runoff and greenhouse gas information. Hazardous waste from cars parked so close to drainage into the Lake couldn't be allowed without proper filters on the Lake Bed. What laws allowed Summerly to be built when the National Pollution Discharge Elimination System means that pollution run off from garage mechanics, leaking engines, chemicals poured on lawns, hosing down driveways with soaps and washing cars with chemicals. Construction will cause extra hazardous waste draining into the Lake and inappropriate spills shall not occur. b. By building on the Lake Bed the semi-arid Mediterranean weather conditions and turning to area that can't support the amount of vegetation that persists at this time that represents a much more moist climate. I mean, how can man persist in drying up the Planet with more housing.These people that come in here and say"people want to live here." Yes,for the inexpensive housing, and, then,they go back to the cities to work creating more of a problem for overheating the Planet. C. The ELSP Project site supports 14 vegetation communities/land cover types.This vegetation communities/land include Mixed Scrub, Mulefat Scrub, Willow Scrub,Tarmisk Scrub which may or may not continue to be on this list. This plant must be researched for its Native Status. The area where the 51 houses isn't going may not include these endangered vegetative communities, however, an EIR must be accessible in the agenda packet.These communities include the Southern Cottonwood—Willow Riparian Forest, Riversidean Sage Scrub, Riversidean Sage Scrub disturbed,The Ruderal, Saltgrass Ruderal, Emergent Marsh, Ornamental Woodland, Borrow Sites cannot be mitigated away and Disturbed and Developed .The survey for sensitive and endangered Plant Surveys was not conducted during the time when such plants were available for siting. The Smooth Tarplant and Little Mousetail were observed in the Summerly development area. and, we don't want this site mitigated.The area supports Traver-Domino-Willows soils that bloom sensitive vegetation. Vegetation communities with special status are Southern Sycamore Alder Riparian Forest,Southern Cottonwood Willow Riparian Forest,Southern Coast Live Oak Riparian Forest. THESE COMMUNITIES HOUSE SENIVTIVE AND ENDAGERED ANIMAL, INSECT, PLANT,TREE,SOILS, SEEDS, UNDERLYING ROCK 1 FORMATION. Were the surveys for Narrow Endemic and Criteria Area Plant Species conducted in the appropriate season. Endangered animal Species that have potentiality or have been observed on the East Lake site are: 1. Burrowing Owl two birds found in occupied burrows. 2. North Harrier 3. American white pelican 4. Loggerhead shrike 5. San Diego Black-tailed jackrabbit 6. California Horned LARK 7. Black-crowned Night Heron 8. Least Bell's Vireo, Federally Endangered,State Endangered and MSHCP Covered Species. 9. Coast patch-nosed snake 10. Two—striped garter snake 11. American White pelican foraging site. 12. Riverside Fairy Shrimp Critical Habitat D.This Project is not just located next to Southern California's largest Fresh WATER Lake, it also contains. Waters of the United States Waters of the State including wetlands and riparian systems. "The California Fish and Game CODE 1600 ET SEQ:title 14 Porter-cologne Water Quality Control Act states that an entity may not substantially divert or obstruct the natural flow of,or substantially change or use any material from the bed, channel, or bank of, any river, stream or lake or deposit or dispose of debris, waste, or other material containing crumbled,flaked,or ground pavement where it may pass into any river, stream, or Lake." PAGE 5.3.-14 E. Where is the consideration of the vernal pools with their parameters of soil, vegetation and hydrology THAT ARE NOT ALWAYS PRESENT, HOWEVER,THEY PROVIDE WITH Considerable AMOUNT OF endangered species including the Fairy Shrimp. Have vernal pools been shuffled under the Mitigation papers,when in fact you cannot mitigate away the sensitive habitat that is important in preserving land from the bull doze blade? F. The proper choice is No Project and that will prevent you from having to make expensive Mitigation Treaties and will prevent specialized wildlife Corridors and continue to protect them from human intervention from motor bikes to hiking. G. The Lake is habitat for migrating waterfowl birds and needs to remain a key cog in the Pacific flyway. If all that remains is a 25 acre mitigation site then,the lack of space for feeding and water will terminate several bird species. H. You will have to give a Worker ENVIRONMENTAL awareness Program WEAP to workers with landscape and bulldozing concerning rare and endangered habitat and sensitive vegetation accept that once bulldozed it is gone. If these rare species exist or alluvial and silicate soils exist,they should be protected for the potential of habitat that could bloom SENSITIVE vegetation. THEREFORE, NO PROJECT COULD BE RECCOMMMENDED EVEN THOUGH CITY ORDINANCES ARE NOT VIOLATED. Water, air quality, endangered animal and vegetation are violated. How can you avoid the removal of native vegetation if you are planning to pave over and its seeds. 1. It is our goal to support healthful water quality in Lake Elsinore and continued building is impacting the Biological Communities with hazardous runoffs. 2. We desire to maintain the current habitats that support the connectivity of wildlife corridors and the water quality of Lake Elsinore for aquatic and riparian species. 3. We desire to maintain the natural hydrological and free flow of aquifer water over the underground geomorphic rock formations without disturbing the natural drainage areas. One reason to leave the Lake Bed alone is because there is flooding around Elsinore High School, and, there is Canyon Lake flooding into Lake ELSINORE. 4. Moving heavy buildings onto soil that is subject to liquefaction is stressing the substrata and accentuating the possibility of Earth Quaking. 5. The EIR FROM THE FORMER Summerly or the new East Lake Specific was not included in the agenda packet and wastes my time searching for information. Treat citizens with more supportive information which is by law.Trails at Summerly needs its own EIR as well as Meadows and all other upcoming Summerly additions. 6. This project could have an effect on protected wetlands as defined by Section 404 of Clean Water ACT by dirt removal, bringing nonnative fill in, and hydrological interruption. 7. Was this already a mitigation site, and,therefore,you will be affecting a mitigation area which cannot be disturbed because it was purchased and set aside because you built on another area that you should not have especially since it might be part of flood control???? Section 2 August 22, 2017 1 walked by the prison looking wall that has further marginalized the view of Lake ELSINORE. I experienced the massively excessive grading. The endangered plants and regular plants were struggling to return. I could not get pass the chain length fence that strangulates the Lake Bed from Public Access. What business do you have grading other than ten feet from the road? The massive amount of fill that is behind the wall is like another invasive topography. It is so devastating to see Lake ELSINORE CHAINED OFF FROM access by walking where ultralights used to fly. And you claim Dream Extreme. You claim interests in sports. Lake Elsinore is not a tract house situation for your tax revenue goals. It is a US Sacred Waters that needs to be protected from this over development. And, then, those shade shelters FOR THE MOTORCYLES further remove the aesthetics of the Lake Bed that we once treasured. This is another cog in the 1,979 houses in the PA 1 Sections next to the Baseball Stadium. There seems to be close to 300 homes built or almost built or passed by the City Council since February of this year. While some of us were out fighting Alberhill Villages,Summerly mounted up a passage of design changes and swept through Planning and City Council. A. Then,we have to look at more dark roofs which requires more electricity as the roofs absorb heat. That means more inhumane hot attics for people repairing air conditioners. Whole fan designs and thick adobe walls and electricity in exterior conduits so repairmen can get to the plumbing and the wiring are acceptable for remodeling existing structures.And we have to look at stick built housing knowing that costs the forests more trees. B. Then, we have to negotiate more traffic and slowed on off ramp times further keeping us from being at home. Who in their right minds would build anything around Railroad Canyon with traffic backed up to Main Street almost every afternoon? C. Instead of decreasing the size of the homes to one per acre, they are decreasing the size of the set backs for lots 7 and lot 38. The driveways will be difficult to retain maneuverable parking. D. Even if the pads are prepared and the drainage canals have been started, we need to stop THIS and further housing because of traffic and pavement overheating the atmosphere. These places are heat islands and contributing to the greenhouse gas emissions. E. The least expensive foam installation will cause TOXIC GAS EMISSIONS LIKE in the houses and a health issue for the owners. Europe has banned HCFCs (hydrochlorofluorocarbons) which are used in foam installation inspite of the higher R value which means it encloses the building materials from cold and hot air. However, it is toxic if burned, its transportation to the factories is dangerous, it gasses off leaving a house of toxic air. We must learn to remodel without forest or toxic installation. It could have been a contributor to the toxic air in Autumn Wood,Wildomar. Make a statement that Elsinore recognizes that Quality of Life for its citizens will deteriorate if the city keeps building houses. The courts will not allow the developers to sue the city with all the updated information not supporting their continued paving over of Nature. Nor will the people vote for more buildings on Planet Earth especially in Elsinore as many cities have taken development to vote over more Community Facilities Districts and have lost: Lilac Ranch Escondido, Banning Ranch, Newport Beach,and most of the people in Elsinore thought they were voting NO on the 10,000 houses in Alberhill Village. Stand up again and organize a "No vote on East Lake Specific Plan". If Elsinore wants to represent this sophistication, then, they must take more buildings to a vote and reject any more projects. The developers are tearing down the heritage,not restoring or remodeling what we have for historic buildings. They are bulldozing open space, churning up the traffic insurmountably and the on off ramp Railroad Canyon is years away, however,the 1,979 homes are materializing thru the Planning Commission relying on an elder ENVIRONMENTAL Impact Report. Section 2:The Council finds and determines that no new CEQA documentation is necessary. The Project comprises the whole of the action that was analyzed in the previously approved and certified Supplemental Environmental Impact Report (SCH #2003071050)for the ELSP, Amendment No. 6 (ELSP#6).Approval of the Project will not change density or intensity of use; it simply establishes standards for color palettes, articulation, orientation, and design of single family residential development.Therefore, no further environmental review is necessary. Why doesn't Richmond homes show their Patriotism to the North American Continent and drop this project and recycle the wall separating us from the soft sand that the Bible says"Do not build your house upon the sand?" Why doesn't ELSINORE City Council stop the building going on now and collect the DMV fees for the services that people need in the area. Every time you put in housing, it costs you more in traffic accidents, waste disposal, lighting, plummeting house values that the real estate people are quick to claim won't happen. It just has not hit yet. Anyone that can buy a house less expensively with what they wanted is going there and with so many houses by County of Riverside or the ten cities in South Western Riverside County City permissions existing,then,the prices are going down and will cause TOXIC GAS EMISSIONS LIKE Autumn Wood in Wildomar in the houses and a health issue for the owners. EVMWD provides water for 96 square miles. It just can't be asked to supply more water for the East Lake Specific plan of finishing Summerly and 3000 houses at Corydon and Mission Trail. East Lake will need 5,400 acre feet of water per year according California Water Code 10910.The Record warmest years could cause a 30% loss out of the Colorado River even if we can make water from Atmospheric Water Generations Machines. It won't cover the action fast enough. Water Supply Assessment says that there is for 20 years. Let's see that is the 20 years that it will take for full build out,then, what????
