This item was approved on the City Council Consent Calendar. 5)By-District Appointments for Planning Commission and Public Safety Advisory Commission Adopt a revised Council Policy No. 200-5A regarding Commission Appointments to formalize the City Council’s direction to convert to by -district Commission appointments and allow Council Members to appoint someone from outside of their District should they not receive an application from anyone within their District. This item was approved on the City Council Consent Calendar. 6)Contract with All American Asphalt for the Downtown Pavement Rehabilitation SB-1 Project CIP No. Z10059 1.Approve and authorize the City Manager to execute a Public Works Construction Agreement with All American Asphalt in the amount of $1,964,431.45 for the Downtown Pavement Rehabilitation SB-1 Project CIP No. Z10059; 2.Authorize the City Manager to execute change orders not to exceed 10% contingency amount of $196,443.15; and 3.Authorize City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained roadway network. This item was approved on the City Council Consent Calendar. 7)Road Closures for 2022 Lake Elsinore Car Shows Approve temporary road closures on Main Street and Graham Avenue as identified in the Car Show Traffic Plan on June 25, July 23, and August 27 starting at 4:00 pm. Page 2City of Lake Elsinore May 25, 2022City Council / Successor Agency Meeting Minutes - Draft 8)Agreement for Wildland Protection Services Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE AGREEMENT FOR WILDLAND PROTECTION SERVICES FOR THE FISCAL YEAR 2022-2023; and authorize the City Manager to Execute the Agreement. This item was approved on the City Council Consent Calendar. 9)Agreement with United Carports, LLC for the City Emergency Operation Center Building Project (CIP Project #Z20036) 1.Approve and Authorize the City Manager to execute a Public Works Agreement with United Carports LLC in an amount not to exceed $365,000.00 in such final form as approved by the City Attorney; and 2.Authorize the City Manager to execute Change Orders not to exceed a 10% contingency amount of $36,500.00 for construction uncertainties and adjustments. This item was approved on the City Council Consent Calendar. 10)Professional Services Agreement with ProStaff, LLC for Project Management and Construction Management Services on City Capital Improvement Projects Approve and authorize the City Manager to execute an Agreement by and Between ProStaff LLC and the City of Lake Elsinore in an annual amount not to exceed $284,500.00 for Project and Construction Management Services on City Capital Improvement Projects in such final form as approved by the City Attorney. This item was approved on the Successor Agency Consent Calendar. 16)Professional Services Agreement with ProStaff, LLC for Project Management and Construction Management Services on Diamond Stadium Capital Improvement Projects Approve and authorize the Executive Director to execute a Professional Services Agreement with ProStaff, LLC in an annual amount not to exceed $125,000.00 for Project Management Services on Diamond Stadium Capital Improvement Projects in such final form as approved by the Agency Counsel. CITY MANAGER COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS Assistant City Attorney Mann had no comments. CITY COUNCIL COMMENTS Council Member Magee invited the community to attend the SCCA Autocross event on Saturday, June 4, 2022 and Sunday, June 5, 2022 at Diamond Stadium; encouraged kids ages 15 years and younger to participate in the Kids' Fishing Derby on June 4, 2022 from 7:30 a.m. to 10:30 a.m. at Launch Pointe; and announced that City Hall will be closed on June 20, 2022 in observance of Juneteenth. Council Member Tisdale wished his daughter a happy birthday; recognized those who have served and didn't make it home; invited children to attend the Lake Elsinore Summer Day Camp; shared that A.R.I.S.E. will hold a Day at Launch Point, providing adaptive recreation for children with special needs on June 6, 2022 from 10:00 a.m. to 12:00 p.m. at Launch Pointe; and announced that a Veterans Expo sponsored by Senator Melissa Melendez and Assemblymember Seyarto on Friday, September 2, 2022 from 10:00 a.m. to 2:00 p.m. at Monteleone Meadows. Council Member Manos addressed public comments received; announced Jocelyn Leon, Serena Subasinghe, Valerie Castro, Regan Presley, and Robert Contreras are recipients of the 2022 Carl Graves Scholarship; urged high school students to apply to participate in the 2022 Summer Learning Lab; and provided information regarding the June 7, 2022 Statewide Primary Election and shared Ballot Drop -off and Vote Center locations in the City. Page 5City of Lake Elsinore May 25, 2022City Council / Successor Agency Meeting Minutes - Draft Mayor Pro Tem Johnson shared an update from the International Conference of Shopping Centers attended by several Council Members; invited the community to join the Elsinore Woman's Club for their Italian Pasta Dinner fundraiser event from 5:00 p.m. to 8:00 p.m. on Saturday, June 11, 2022; encouraged residents to attend the Movies in the Park event featuring "Encanto" on June 15, 2022 at 8:00 p.m. at Summerly Park; and provided information that the Animal Friends of the Valleys is offering $10 microchips during the month of June. Mayor Sheridan invited residents to attend the Bring Your Own Breakfast with the Mayor on May 31, 2022 from 7:30 a.m. to 8:30 a.m. in the Cultural Center; encouraged golfers and teams to participate in the Habitat for Humanity Inland Valley Golf Classic on Monday, June 20, 2022 at Menifee Lakes Country Club; and invited the community to register and /or attend the Historic Main Street Classic Car Show on June 25, July 23, and August 27, 2022 from 6:00 p.m. to 9:00 p.m. in Downtown Lake Elsinore. ADJOURNMENT The Lake Elsinore City Council adjourned at 8:30 p.m. in memory of the lives lost during the Uvalde, Texas school shooting to the next Regular meeting of Tuesday, June 14, 2022 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m. Page 6City of Lake Elsinore
