HomeMy WebLinkAboutCC Reso No 2007-029RESOLUTION NO. 2007-29 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, SUPPORTING THE CITY OF SAN JACINTO'S EFFORTS TO HAVE THE SAN JACINTO RIVER, STAGE FOUR (4) LEVEE PROJECT CONSTRUCTED WHEREAS, the City of San Jacinto and its residents experienced widespread devastation to personal and real property as the result of the extensive flooding that occurred within the San Jacinto Valley during the 1980 winter season;and WHEREAS, the breaches of the existing levee have resulted in damage to agricultural lands and residences, flooded roads, displaced local residents and inundated large areas adjacent to the river; and WHEREAS, more specifically during the 1980 flood, flooding caused the displacement of 6,000 area residents and the inundation of 11.4 square miles of land; and WHEREAS, the Ciry Council of the City of San Jacinto has therefore set as one of its highest priorities, the funding and implementation of the San Jacinto River, Stage Four (4) levee project in order to protect the health, safety, welfare and property of those within the western portion of the City and unincorparated areas of Riverside County, which would be adversely affected by similar flooding; and WHEREAS, the proposed levee project will alleviate flooding and disruption of regional traffic circulation far the major transportation corridars of Ramona Expressway, State Street and Sanderson Avenue (including the Highway 79 alignment); and WHEREAS, the proposed levee project will provide 100 year flood protection for approximately 2,000 acres of existing regional agriculture, active dairy operations, and regional roadways as well as approximately 100 acres of existing development; and WHEREAS, the proposed levee project is expected to enhance regional water quality and protect biological resources within the region; and CITY COUNCIL RESOLUTION NO. 2007-29 PAGE 2 OF 3 WHEREAS, the proposed levee project is intended to attenuate peak river flows by means of temporary detention of storm water, thereby pernutting the historic natural flows from the San Jacinto Rivers to continue to reach Lake Elsinore; and WHEREAS, the recent experiences in New Orleans and the Bay-Delta has reinforced the need to provide safe and reliable levee systems in order to protect the health, safety, welfare and property of residents within the region; and WHEREAS, the need to protect the health, safety, welfare and property of residents was further recognized by California voters who, in November of 2006, overwhelmingly passed Proposition lE, thereby authorizing the issuance of approximately $4.1 billion dollars for flood control and levee financing; and WHEREAS, the City Council wishes to express its support for the prompt and efficient implementation of the levee project, and urge other affected public agencies within the region to also support the prompt and efficient implementation of the levee project, as a comprehensive and regional solution to a natural flood hazard. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERIVIINE AND ORDER AS FOLLOWS: SECTION 1. The City Council hereby finds and deternunes that the Recitals of this Resolution are true and correct and are hereby incorporated into this Resolution as though fully set forth herein. SECTION 2. The City Council hereby supports, in the strongest of terms, the prompt and efficient implementation, with all deliberate speed, of the San Jacinto River, Stage Four (4) levee project, in arder to protect the health, safery, welfare and property of those within potentially affected areas of this regional proj ect. SECTION 3. This Resolution shall take effect from and after the date of its passage and adoption.
