The Regular Meeting of the Planning Commission was called to order at 6:00 p.m.

Approve Minute of the Regular Planning Commission Meeting of November 16, 2021.
A motion was made by Vice Chair Dobler, seconded by Commissioner Carroll, to approve the
Consent Calendar. The motion carried by the following vote:

3)Planning Application No. 2021-27 (In-N-Out Burger) - Request for approval of a variance
and commercial design review to construct a freestanding freeway identification sign
with a height of 70 feet and a total sign area of 736 square feet
Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2021-013 FOR
THE CONSTRUCTION OF A FREESTANDING FREEWAY IDENTIFICATION SIGN WITH A
HEIGHT OF 70 FEET AND A TOTAL SIGN AREA OF 736 SQUARE FEET AT 331 RAILROAD
CANYON ROAD (APN: 363-140-090); and

Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING VARIANCE NO. 2021-02 FOR THE CONSTRUCTION
OF A FREESTANDING FREEWAY IDENTIFICATION SIGN WITH A HEIGHT OF 70 FEET AND
A TOTAL SIGN AREA OF 736 SQUARE FEET AT 331 RAILROAD CANYON ROAD (APN:
363-140-090).
The Public Hearing was opened at 6:05 p.m.
Associate Planner Kevin Beery provided a presentation.
Chad from Willam Sign Company and Dave Edmonds from In & Out Burger was called to speak.
The Public Hearing was closed at 6:26 p.m.
A motion was made by Commissioner Carroll, seconded by Commissioner Klaarenbeek, that this
Planning Public Hearing be Adopted with the revised staff report and addition to the Conditions
of Approval. The motion carried by the following vote:

4)Sign Application No. 2021-16 - Uniform Sign Program for the Corydon Gateway Project
located at the northwestern corner of Mission Trail and Corydon Street
1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, FINDING THAT SIGN APPLICATION (DESIGN REVIEW)
NO. 2021-16 IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY
MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and,
2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA APPROVING SIGN APPLICATION (DESIGN REVIEW) NO.
2021-16 ESTABLISHING A UNIFORM SIGN PROGRAM FOR THE CORYDON
GATEWAY PROJECT LOCATED AT APN 370-050-026 AND A PORTION of 370-050-
030.
The Public Hearing was opened at 6:29 p.m.
Senior Planner Damaris Abraham provided a presentation.
Mark Cooper, applicant was called to speak via zoom.
The Public Hearing was closed at 6:35 p.m.
A motion was made by Vice Chair Dobler, seconded by Commissioner Peters, to Adopt the 2
Resolutions. The motion carried by the following vote:

Commissioner Klaarenbeek

5)Planning Application No. 2020-107 (Tommy’s Express Carwash) requesting to Demolish
a Vacant Coco’s Bakery & Restaurant Building and Construct a new 5,243 sq. ft.
Automated Self-Serve Carwash
Continue consideration of the proposed project to December 21, 2021.

A motion was made by Chair Gray, seconded by Vice Chair Dobler, that this Planning Public
Hearing be Continued to December 21, 2021 Planning Commission Meeting. The motion carried
by the following vote:
Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and
Commissioner Klaarenbeek

6)Temporary Use Permit 2021-05 (LE Motocross): A request for the approval of a Temporary
Use Permit to seasonally extend the hours of operation from 7:00pm to 9:00pm.
Recommendation
Open the Public Hearing, receive testimony, if any, and continue the item off calendar.
The Public Hearing was opened at 6:38 p.m.
The Public Hearing was closed at 6:40 p.m.
A motion was made by Commissioner Peters, seconded by Vice Chair Dobler, that this Planning
Public Hearing be continured Off Calendar.

Assistant Community Development Director Justin Kirk made a comment on upcoming projects.
COMMISSIONERS' COMMENTS
Commissioners Klaarenbeek, Peters, and Carroll, Vice Chair Dobler, and Chair Gray also made a
comment.
ADJOURNMENT
The Lake Elsinore Planning Commission adjourned at 6:49 p.m. to the next Regular meeting of
Tuesday, December 21, 2021 in the Cultural Center located at 183 N. Main Street commencing at 6:00
p.m.
