ROLL CALL Chair John Gray, Vice Chair Matthew Dobler, Commissioner Jodi Peters, Commissioner Michael Carroll, and Commissioner Rendell Klaarenbeek Present 5 - PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES None. PUBLIC HEARING(S) 1 Temporary Use Permit 2021-05 (LE Motocross): A request for the approval of a Temporary Use Permit to seasonally extend the hours of operation from 7:00pm to 9:00pm. Recommendation By motion approve Temporary Use Permit 2021-05 to permit the expansion of hours to 9:00pm and the use of temporary portable lights beginning May 1, 2022 and ending on October 31, 2022. The Public Hearing was opened at 6:08 p.m. Assistant Community Development Director Justin Kirk provided a presentation. Applicant Pat Fowler was called to speak. Michael Douglas was called to speak. A subsequent motion was made by Vice Chair Dobler, seconded by Commissioner Peters, that Temporary Use Permit 2021-05 be Approved. The motion carried by the following vote: Aye:Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and Commissioner Klaarenbeek 4 - Nay:Chair Gray1 - 2 Planning Application No. 2019-34 (Lake and Mountain Commercial Center) requesting to Develop a New Commercial Retail Center with Six (6) Buildings (32,695 sq. ft. in total) and 170 Parking Spaces 1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, CERTIFY THE ENVIRONMENTAL IMPACT REPORT (ER 2020-03) (SCH NO. 2020080538) FOR PLANNING APPLICATION NO. 2019-34 (TENTATIVE TRACT MAP NO. 37922, CONDITIONAL USE PERMIT NO. 2019 -19, AND COMMERCIAL DESIGN REVIEW NO. 2019-27); 2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPT FINDINGS THAT PLANNING APPLICATION NO. 2019-34 (TENTATIVE TRACT MAP NO. 37922, CONDITIONAL USE PERMIT NO. 2019-19, AND COMMERCIAL DESIGN REVIEW NO. 2019-27) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); 3.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVE TENTATIVE TRACT MAP NO. 37922 SUBDIVIDING 6.07 ACRES INTO SIX PARCELS RANGING IN SIZE FROM 0.66 ACRES TO 1.22 ACRES LOCATED AT APNS 389-030-012 THROUGH 018; 4.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVE CONDITIONAL USE PERMIT NO. 2019-19 TO ESTABLISH THE LAKE AND MOUNTAIN COMMERCIAL CENTER PROJECT LOCATED AT APNS 389-030-012 THROUGH 018; and, 5.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVE COMMERCIAL DESIGN REVIEW NO. 2019-27 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR THE LAKE AND MOUNTAIN COMMERCIAL CENTER PROJECT LOCATED AT APNS 389-030-012 THROUGH 018. Applicant Julie Beeman also provided a presentation. Charlene So, Traffic Engineer was called to speak. Araceli Jimenez was called to speak. Christy Foraker was called to speak. The Public Hearing was closed at 7:11 p.m. A motion was made by Vice Chair Dobler, seconded by Commissioner Klaarenbeek, to adopt the 5 Resolutions. The motion carried by the following vote: Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and Commissioner Klaarenbeek 5 - 3 Planning Application No. 2020-107 (Tommy’s Express Carwash) requesting to Demolish a Vacant Coco’s Bakery & Restaurant Building and Construct a New 5,243 sq. ft. Automated Self-Serve Carwash 1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2020-18 TO ESTABLISH A 5,243 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706 CASINO DRIVE (APN: 363-171-005-6); and, 2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2020- 29 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR A 5,243 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706 CASINO DRIVE (APN: 363-171-005-6). The Public Hearing was opened at 7:13 p.m. Commissioner Klaarenbeek disclosed that he had communicated with the applicant prior to the public hearing. Senior Planner Damaris Abraham provided a presentation. Mike Ludders was called to speak. Randy Madrid was called to speak. William Matzuy was called to speak. The Public Hearing was closed at 7:30 p.m. A motion was made by Commissioner Klaarenbeek, seconded by Chair Gray, that this Planning Public Hearing be Adopted, however, the motion failed 2-3 vote. An alternate motion was made by Vice Chair Dobler, seconded by Commissioner Carroll, to disapprove the project. The Public Hearing was closed at 7:42 p.m. A motion was made by Commissioner Peters, seconded by Commissioner Carroll, that the Lake Elsinore Municipal Code Amendments regarding Short-Term Rental be Adopted. The motion carried by the following vote: Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and Commissioner Klaarenbeek 5 - STAFF COMMENTS ACCD Kirk thanked the Commission for their time and all their effort during the previous year and wished the Commission a happy holiday. COMMISSIONERS' COMMENTS Commissioner Peters, Klaarenbeek, Carroll, Vice Chair Dobler and Chairman Gray wished everyone a happy holiday. ADJOURNMENT The Lake Elsinore Planning Commission adjourned at 7:45 to the next Regular meeting of Tuesday, January, 18, 2022 in the Cultural Center located at 183 N.
