ROLL CALL Chair John Gray, Vice Chair Matthew Dobler, Commissioner Jodi Peters, Commissioner Michael Carroll, and Commissioner Rendell Klaarenbeek Present 5 - PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES CONSENT CALENDAR 1)Approval of Minutes Approve Minutes of the Regular Planning Commission Meetings of January 18, 2022, February 1, 2022, February 15, 2022, and March 1, 2022. A motion was made by Vice Chair Dobler, seconded by Commissioner Peters, that this Planning Consent Calendar be Approved. The motion carried by the following vote: Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and Commissioner Klaarenbeek 5 - PUBLIC HEARING 2)Planning Application No. 2017-25 (Terracina) for the Design and Construction of 402 Single-Family Residential Units in Vesting Tentative Tract Map No. 36557 1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2017-25 (RESIDENTIAL DESIGN REVIEW NO. 2021-04) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and, 2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE Page 1City of Lake Elsinore DocuSign Envelope ID: 12D5E099-5EE6-4ECD-8F91-51CCA2C6F39A April 5, 2022Planning Commission Meeting Minutes - Final ELSINORE, CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2017-25 (RESIDENTIAL DESIGN REVIEW NO. 2021-04) PROVIDING BUILDING DESIGNS AND RELATED IMPROVEMENTS FOR 402 SINGLE-FAMILY RESIDENTIAL UNITS LOCATED WITHIN VESTING TENTATIVE TRACT MAP NO. 36557 OF THE TERRACINA SPECIFIC PLAN. The Public Hearing was opened at 6:05 p.m. Kevin Beery, Associate Planner made a presentation. Margaret Williams was called to speak. Richard Davis was called to speak. Kurt Bausback was called to speak. Donna Godina was called to speak. The Public Hearing was closed at 6:29 p.m. A motion was made by Commissioner Carroll, seconded by Vice Chair Dobler, to adopt the first Resolution. The motion carried by the following vote: Aye: 5- Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and Commissioner Klaarenbeek A motion was made by Commissioner Carroll, seconded by Commissioner Peters, to adopt the second Resolution with modification to COA No. 8 for the applicant to extend driveway approaches wherever, feasible. The motion carried by the following vote: Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and Commissioner Klaarenbeek 5 - STAFF COMMENTS Damaris Abraham, Planning Manager made a comment about upcoming Agenda Items for May. COMMISSIONERS' COMMENTS ADJOURNMENT The Lake Elsinore Planning Commission adjourned at 6:36 p.m. to the next Regular meeting of Tuesday, April 19, 2022 in the Cultural Center located at 183 N.
