CALL TO ORDER
The Regular Meeting of the Planning Commission was called to order at 6:05 p.m.

PUBLIC HEARING(S)
1 Temporary Use Permit 2021-05 (LE Motocross): A request for the approval of a Temporary
Use Permit to seasonally extend the hours of operation from 7:00pm to 9:00pm.
Recommendation
By motion approve Temporary Use Permit 2021-05 to permit the expansion of hours to 9:00pm
and the use of temporary portable lights beginning May 1, 2022 and ending on October 31,
2022.
The Public Hearing was opened at 6:08 p.m.

The Public Hearing was closed at 6:33 p.m.
A motion was made by Chairman Gray, seconded by Commissioner Klaarenbeek, to continue
item to the January 18, 2022, Planning Commission Meeting.
A subsequent motion was made by Vice Chair Dobler, seconded by Commissioner Peters, that
Temporary Use Permit 2021-05 be Approved. The motion carried by the following vote:

ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, CERTIFY THE ENVIRONMENTAL IMPACT
REPORT (ER 2020-03) (SCH NO. 2020080538) FOR PLANNING APPLICATION NO.
2019-34 (TENTATIVE TRACT MAP NO. 37922, CONDITIONAL USE PERMIT NO. 2019
-19, AND COMMERCIAL DESIGN REVIEW NO. 2019-27);

1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2020-18 TO
ESTABLISH A 5,243 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706
CASINO DRIVE (APN: 363-171-005-6); and,
2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2020-
29 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR A 5,243
SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706 CASINO DRIVE
(APN: 363-171-005-6).

Commissioner Klaarenbeek disclosed that he had communicated with the applicant prior to the public
hearing.

The Public Hearing was closed at 7:30 p.m.
A motion was made by Commissioner Klaarenbeek, seconded by Chair Gray, that this Planning
Public Hearing be Adopted, however, the motion failed 2-3 vote.
An alternate motion was made by Vice Chair Dobler, seconded by Commissioner Carroll, to
disapprove the project. The motion carried by the following vote:

AND TITLE 17 OF THE LAKE ELSINORE MUNICIPAL CODE RELATED TO SHORT-TERM
RENTALS
The Public Hearing was opened at 7:38 p.m.

The Public Hearing was closed at 7:42 p.m.
A motion was made by Commissioner Peters, seconded by Commissioner Carroll, that the Lake
Elsinore Municipal Code Amendments regarding Short-Term Rental be Adopted. The motion
carried by the following vote:
Aye:Chair Gray, Vice Chair Dobler, Commissioner Peters, Commissioner Carroll and
Commissioner Klaarenbeek

ACCD Kirk thanked the Commission for their time and all their effort during the previous year and wished
the Commission a happy holiday.

happy holiday.

The Lake Elsinore Planning Commission adjourned at 7:45 to the next Regular meeting of Tuesday,
