HomeMy WebLinkAboutItem No. 22 Supplemental Information 1 l� Offices of Miller, Catlin, Rivera, Holmstrom `�' /G/ " ,1C�� June 13, 2017 Elsinore Third Street Drain Project I saw a map that indicated that Third Street encompassed two hundred acres under the nic name Third Street area and involves zoning for High Density Commercial, Industrial and is an Overdevelopment looking for a Place to happen.This as an underground storm drain: a reinforced concrete box structure that carries storm water to where: Lake Elsinore or the Santa Ana River??? A. What are the plans to keep trucks and unnecessary invasion of the land and impaction of the soil by heavy equipment from occurring. However, a portion of Phase 2 of the proposed Project, is located within the Ramsgate Specific Plan Area, would consist of a basin, headwall and approximately 100 feet of 78-inch diameter pipeline which is magnimus pipe and means massive projects are associated with it, which would impact Corps and CDFW jurisdictional areas. This portion of Phase 2 befits more development from Tuscany Hills Area. If we stop the Storm Pipe will we stop more houses coming on the Santa Ana MOUNTAINS IN THE Tuscany Hills over developed area. If there is improper drainage, then, these Goliath Projects should not be allowed. B. Is the concrete being extracted from cracked and strip mined rock also mixed with Hemperete http://www.americanlimetechnology.com/what-is-hemperete/ to lessen the impact on mining and the associated dust and downsizing of air quality and terrible rock hauling trucks. C. How long is this underground pipe and what critical habitat is it going to ripped up? Does it connect to pipes going into the Lake?OR DIVERTED OFF TO Santa Ana River. Stage 1, 2, 3 are all going thru treed Riparian Habitat some of it undeveloped which is another problem for MSHCP and once again must be addressed sensitively to the least impact. I vote for not doing this because it is for future development and stop them, now, and associated dust and downsizing of air quality, and terrible rock hauling trucks. D. Will there be deforestation of Riparian native trees accompanied with this projects and if so the trees need to be boxed and moved not destroyed? E. The subsequent zoning along the way is in some cases Hi Density so potential of more apartments. If not permitting the drainage pipe then, we could prevent more housing and Commercial Buildings from coming into Lake Elsinore, and, there should be an outcry from the citizens in Elsinore who need to be in uproarious opposition of more development and recalling the projects permitted. When they come for what's left of your property due to natural disaster, remember your lack of response hasten the disaster from earthquakes, mudslides, high winds, intense downpours. This underground pipe is on riparian/riverine habitat. The MSHCP requires that all riparian/riverine habitats have a Negative Mitigation ER 2017-00002 MND under CEQA Guidelines Section 15072, then, IF A PROJECT NEEDS THIS MUCH REVIEW something is wrong and in question. However, the Drainage Pipe is for collecting flood waters from all this future development and especially dedicated to Ramsgate WHICH SHOULD NEVER HAPPEN and Toscano Tuscany Hills shouldn't happen.. So I OPPOSE ALLOWING THE Drain Pipe that is in 3 phases and drains toward the Lake and doesn't finish the job unless it is connecting to other pipes. This is another shrink the Lake by shrinking the wetlands on Collier so more building can occur without flooding. More of these RESTARUANTS THAT THESE Developers sitting before you solicit at the waste of City Money Conferencing in Las Vegas. Riverside County City Councilmen shouldn't be allowed to be tempted by developers in conferences or directed by Orange County RELOCATORERIES to bring in more buidings for their entertainment. We are at capacity and any land here supports rare and endemic species and the breath of air of the Children in the Temescul\ELSINORE Valley.
