This extension of time for 6 years needs to be revoked. This project is too far behind the others that
have bolted ahead and have over developed Tuscany Hills and just can't allow more heavy buildings next
to a man made landfill hill. That is too much potential for sliding buildings like Laguna Beach in
extraordinary storms or earthquakes. Elsinore is permitting 21,000 more houses which is 210,000 more
car and truck trips according to WRCOG. That is entirely too many people for our rural country air and
mobility. Traffic will look like the Diamond after an event all day long.
Tuscany Hills Specific Plan was adopted by City of Lake Elsinore Jan 9, 1990 and encompasses an area of
972 acres in North Elsinore. This is more of Tuscany Hills project at 807 units in the Northern Section
and 1,847 in entire Specific Plan. There are too many houses on the Santa Ana Mountains within the
Peninsular Range Geomorphic Province of Southern California. And these projects need to be recalled.
These developers cannot create wildlife corridors, they can only close them down and pave over the
oxygen giving and CO2 absorbing hill sides. They cannot save water, they can only use water no matter
HOW EFFICIENT THE LANDSCAPE IS: THEY CAN ONLY TAKE AWAY WATER FROM THE Colorado River,the
area wells which will dry out the substrata and make larger earth quakes, and add to the drain by
Canyon Crest that is already guzzling the water.
Tuscany Hills will not be enjoying a master planned community because the entire Valley will be
suffering from insane traffic, downsized air quality, and strain on schools and shopping resources and
social services and First RESPONSE. There are empty homes as far East to New York as you can see and
people are moving from California and leaving empty neighborhoods in Riverside and points North
because these developers that have plagued Elsinore sell for less until occupied. We don't need a
community Identity with Italian architecture, we need our Nature, our fields for the animals so they
won't come in our homes, we don't need any more structures in ELSINORE and tied up traffic on 1-15.
RECALL this project AND DENY THE TIME EXTENSION. Show Elsinore you care about the quality of life
and care about the air that these people are suffering because of more cars.
More houses is decrying the view from the West side of the Lake which has Peak of 1,915 FEET AS PART
OF THE San Jacinto River on the Eastern Flank. This project may have started in 1978, however, they
should have protected their interests and stopped everything also going around them. Since these
developers did not do, this it is cumulatively out of control project. Wheeeling and dealing brought the
project to more approval in 2003, Centex Homes started throwing money around like buying the
Elsinore Fire Department a new Fire Engine. Shouldn't be allowed to pay for decisions about
development.
A. Although Tuscany Hills is a disturbed habitat by mining and sheep grazing, the years have
returned much native sage scrub, riparian woodlands and adjacent brushy slopes and exposure
of Bosanko clay
B. These vegetative areas house the federally-listed endangered Stephen's kangaroo rat and other
dry land adapted mammal and reptile species.
The riparian Woodlands could be habitat for Bells Vireo and
The Sage areas could house gnatcatchers. The open fields could be habitat for Quinoa
CheckerspotButterflies.
There is a Blue Line Water Stream running thru the hillsides of Cottonwood Creek and four
tributary arroyos of former drainage and extensively inhabited.
C. Significant AREAS OF Environmental interest is No. 1: Certain soils of State Interests for their
endangered potential such as the Bosanko substrate and the grasses and forbs that grow from
the soils which attract rare and endemic vegetation and wildfowers including poppies and
animal species.
D. Is the project following the natural main drainage or attempting to fill this Nature designed
system? This drainage area is significant habitat no. 2. And enters at Northwest Corner and
exist Southeaster acreage. This is habitat of significance. Does this have adequate drainage
plans or is it dependent on the 3 d street Drainage system? This is anarea of multiple Species
habitat.
E. The third habitat of significance are seasonally ponded depressions. Two seasonally ponded
depressions are located within the project site. These depressions are open to Fairy Shrimp
Vernal Pools in the rainy season.
F. Has this project been surveyed since Tierra Madre Consultants, Inc. in 1989? New EIRs would
probably indicate there is less vegetative, animals, etc., Now,than then. However, there is more
ghg gases that would further overheat and desertify the area creating a heat island expanding
around the project which would allow less Nature and create entirely new issues.
G. This heat island could increase the erosion possibility because there is less vegetation to hold
the soil in. That would cause more dust to be in houses, in electronics, in people's lungs, The
trade is more heat, more erosion for less moisture, less species.
H. No amount of Open Space Dedication especially 129.45 acres of natural land within the Specific
Plan of THE Tuscany Hills, Amendment No. 1 of natural land will offset the huge Carbon,
Aggregate, Water drain, Forest Product, copper for wiring footprint that this massive project
will incur.
I. This site has many artifacts of different actions that went on here in pass centuries from mining
to ancient tribes living on the hillsides and, therefore needs to be carefully excavated and
collected for museums.
J. Streets will cross the wildlife corridor and, therefore, there are no wildlife corridors planned and
get the human intervention out of the area.
K. This project creeps further onto the high fire wildlands and fuelish vegetation so they are
building too close to the High Fire Zone of Elsinore.
L. In event of exiting Tuscany Hills, there will be massive traffic tie ups which will exacerbate thru
out arterial and interstate because you are trying to add more and more people.
M. This will cause more strain on the Tuscany Booster Pump Station , however, EVMWD just cares
about another connection to their bank account, and, therefore, they don't stop development
or face the reality of not being able to deliver the water or ship the waste water down the hill.
Not even 21 inch sewer pipe will be able to keep up with all the connections from thousands of
houses on these hills. In the event of utility electrical failure how will electricity regulate the
Booster Distribution Lift Centers and deliver water?
N. All agencies, utility companies, councilmen think in the monetary material world, not the
negative impact of more homes in Tuscany Hills which is at capacity and impacting the water
quality in the streams feeding Lake Elsinore, in the air quality that children and elders are
suffering over,
O. There must be a new EIR.
P. There must be understanding that this project must fulfill the new needs of housing and that of
Fire Sprinklers, intense inventions for ventilation to decrease the heat envelope by proper
ventilation absolutely no hot attics, all utility infrastructure must be accessible by placing in
above ground designer separate tubular box structure on outside of house for conduit and
sewer and water distribution (no plumber should have to dig below the ground to access the
critical infrastructure of the house),whole house fans and solar on the roof.
Out of respect for a treasured environmentalist Ella Van Fossen who lived on the property and
burned down her house to show that no one should live on those hillsides. This property needs to be
preserved.
