ORDINANCE NO. 2022-1470
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADJUSTING THE BOUNDARIES OF THE FIVE CITY COUNCIL
DISTRICTS AND ADOPTING A NEW OFFICIAL CITY COUNCIL DISTRICT MAP
FOR THE CITY OF LAKE ELSINORE BASED ON THE RESULTS OF THE 2020
DECENNIAL CENSUS
Whereas, on February 1, 2018, the Lake Elsinore City Council adopted Ordinance No.
2018-1387 amending Chapter 2.09 Elections, providing for the election of five Members of the
City Council by districts, establishing the boundaries and identification number of each District,
and establishing the election order of each District;
Whereas, pursuant to Elections Code Section 21601, the City Council is required to adjust
the boundaries of any or all of the Council Districts following each decennial federal census. Using
the census as a basis, the City Council must adjust the boundaries so that the Council Districts
are as nearly equal in population as practicable and in compliance with all applicable provisions
of law, including the United States and Federal Constitutions and the Federal Voting Rights Act
of 1965 (52 U.S.C. Section 10301 et seq.);
Whereas, in accordance with Elections Code Section 21607 and 21607.1, the City Council
held public hearings on the drawing of district boundaries on August 25, 2021, September 14,
2021, February 22, 2022, March 8, 2022, and March 22, 2022. At each of the foregoing hearings,
the public was invited to provide input on the composition of the new Council District boundaries;
and
Whereas, after closing the public hearing held on March 8, 2022, the City Council selected
the map depicted in Exhibit “A” of this Ordinance and incorporated herein by this reference as the
official Council District Map for the City of Lake Elsinore and requested this Ordinance for first
reading. Demographic data supporting the map based on the 2020 Census is attached hereto as
Exhibit “B” of this Ordinance and incorporated herein by this reference.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1: The map attached hereto as Exhibit “A” to this Ordinance is hereby approved
and adopted as the Official Council District Map for the City of Lake Elsinore and shall be used in
the 2022 general municipal election and all such elections for City Council thereafter, until further
amended.
Section 3: Severability. If any provision of this Ordinance or its application is held
invalid by a court of competent jurisdiction, such invalidity shall not affect other provisions,
sections, or applications of the Ordinance which can be given effect without the invalid provision
or application, and to this end each phrase, section, sentence, or word is declared to be severable.
Section 4: Effective Date. This Ordinance shall become effective at 12:01 a.m. on
the thirty-first (31st) day after the date of adoption.
Section 5: Certification. The City Clerk shall certify to the passage of this Ordinance
and shall cause a synopsis of the same to be published according to law.
