2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,

Approve and authorize the City Manager to execute a five -year Professional Services
Agreement with Prime Government Solutions, Inc. in an amount not to exceed $172,471 for the
initial project cost and five years of ongoing system costs.

10)Annual Report: A Progress Report on the Lake Elsinore General Plan and Housing
Element for Calendar Year 2021
1.Receive and File the City ’s Annual General Plan and Housing Element Progress Report for

2.Acknowledge submittal of the Housing Element portion of the Annual Report and direct staff
to transmit the remainder of the General Plan 2021 Annual Progress Report to Department
of Housing and Community Development (HCD) and the Governor's Office of Planning and
Research (OPR).

Report for the City of Lake Elsinore General Plan Update in such final form as approved by the
City Attorney.

12)Maintenance and Service Agreement with Endresen Development Inc. for General
Contractor Services at Launch Pointe Recreation Destination & RV Park
Approve and authorize the City Manager to execute the Maintenance and Service Agreement
with Endresen Development Inc. for Launch Pointe Recreation Destination & RV Park in an
amount not to exceed $500,000.00 plus a 10% contingency for unforeseen additional
maintenance needs during the agreement and subsequent extensions and in such final form as
approved by the City Attorney.

and accepting Grant Funds from the National Recreation and Park Association.

Strada Extension
Approve and authorize the City Manager to execute an Agreement for Professional Services in

CERTAIN ACTIONS RELATED THERETO;
2.Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES

CITY COUNCIL COMMENTS
Council Member Magee spoke on two Press -Enterprise articles, one regarding a measure to ban
gasoline-fueled cars and another stating that warehouses in Riverside County may not have enough power;
shared that the Lake Elsinore Historical Society will be hosting a meeting regarding Pete Lehr and his love
of Lake Elsinore on May 3, 2022 from 1:00 - 3:00 p.m. at the Lake Elsinore History Museum or on Zoom;
invited the community to participate in the Twenty 22 Pet Walk on Saturday, May 7, 2022 from 9:00 - 11:00
a.m. at the Levee at Diamond Stadium; encouraged the public to submit an application to participate on
the Planning Commission; and invited kids ages 15 years and younger to participate in the Kid's Fishing
Derby on June 4, 2022 from 7:30 - 10:30 a.m. at Launch Pointe.
Council Member Tisdale advised that the Library Street parking lot project is now underway; invited
recreation instructors to apply with the City; announced that the ribbon cutting ceremony for Veterans
Advocacy Associates will be Wednesday, April 27, 2022 at 4:30 p.m.; shared information for a Heroes to
Education Virtual event which will be held on May 4, 2022 at 4:00 p.m. virtually; and requested donations
for the City's participation in the Reality Rally event on Saturday, May 7, 2022 benefiting Michelle's Place
Cancer Resource Center.

Council Member Manos shared his participation in the Animal Friends of the Valleys Golf Tournament;
encouraged residents to complete surveys for the Americans with Disabilities Act Self -Evaluation and
Transition Plan; invited residents to the Lambs Fellowship Car & Bike Show on Saturday, May 14, 2022
from 10:00 a.m. to 2:00 p.m. at Lambs Fellowship in Lake Elsinore; and encouraged high school students
to register for the 2022 Summer Learning Lab.
Mayor Pro Tem Johnson provided an update on the Peck & Chestnut Street Sewer Replacement & Paving
project; announced the 66th Annual Elsinore Woman's Club Annual Flower show which will be held April
29, 2022 from 3-5:00 p.m. and April 30, 2022 from 10:00 a.m. to 1:00 p.m.; encouraged students aged
13-16 to apply for the City's Leader in Training program; invited residents to register children ages 6-12 to
apply for the City's Summer Day Camp.
Mayor Sheridan shared that RCTC and the City held the ribbon cutting for the I -15 Railroad Canyon
Interchange Project and thanked City Engineer Habib for his dedication and contributions to the project;
shared his experience with the Little League Home Run Derby; reported on his participation in the LEVEF
Charity Golf Tournament on April 23, 2022 and at the District 28 First Annual Golf Tournament on April 24,
2022; invited residents to attend the Bring Your Own Dinner with the Mayor event on April 27, 2022 from
6-7:00 p.m. in the Cultural Center; announced that the grand opening of Felicity's Collection will be held
May 6, 2022 at 4:30 p.m.; encouraged the community to participate in the Cops for Kids Celebrity Golf
Tournament on Friday, May 13, 2022 at 11:30 a.m. at Dos Lagos Golf Course and the Jacob's House 8th
Annual Golf Tournament on Monday, May 16, 2022 at Bear Creek Golf Club in Murrieta; wished Council
Member Manos a happy birthday; and shared the Monday Minute video regarding water conservation and
the current drought.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:16 p.m. to the next Regular meeting of Tuesday, May 10,
2022 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m.
or such later time as noticed on the Agenda, and the regular Open Session business meeting will
commence at 7:00 p.m.
