This item was approved on the City Council Consent Calendar. 7)Riverside County Transportation Commission (RCTC) Funding Agreements Under the SB 821 Bicycle and Pedestrian Facilities Program Approve and authorize the City Manager to execute two (2) agreements with Riverside County Transportation Commission (RCTC) accepting funding through the SB 821 Bicycle and Pedestrian Facilities Program for the Lakeshore -Machado Sidewalk Improvement Project of $208,283 and the Downtown Sidewalk and Bicycle Improvement Project of $215,983. This item was approved on the City Council Consent Calendar. 8)Professional Services Agreement with STK Architecture, Inc. for Architectural Services for the City Corporate Facility 1.Approve a Professional Services Agreement by and between STK Architecture, Inc. and the City of Lake Elsinore in an amount not to exceed $964,712 for architecture services related to the schematic design phase, design development phase, and construction document phase for the City Hall Facility and authorize the City Manager to execute the agreement in substantially the form attached and in such final form as approved by the City Attorney; and 2.Authorize the City Manager to approve change orders up to 10% of the agreement in the amount of $96,471.00. CITY MANAGER COMMENTS Acting City Manager Buckley had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold wished Council Member Magee a happy birthday and thanked staff for acquiring poster boards of the proposed maps that will be considered during the redistricting Public Hearing. CITY COUNCIL COMMENTS Council Member Magee recognized Ruth Atkins for receiving the 67th Assembly District Woman of the Year award; provided information on projects funded by SB 821; and advised that Annual Passes at Launch Pointe are now available. Council Member Tisdale introduced Fire Chief Olsen who shared that a new, dedicated medic squad, funded in part by Measure Z, will begin service at Station #10 in Downtown on March 21, 2022; announced that the City is currently accepting applications for various positions; invited high school seniors to apply for the Carl Graves Scholarship Program for which the deadline is Wednesday, April 13, 2022 at 5:00 p.m.; encouraged the community to donate to Lake Elsinore's Reality Rally Dream Team in support of Michelle's Place Cancer Resource Center; and expressed his support for Ukraine. Council Member Manos announced that the I -15 Main Street Interchange Project will begin this month; invited the community to attend Mornings on Main Farmers Market on Main Street in downtown now every Sunday from 10:00 a.m. to 3:00 p.m.; and encouraged the community to participate in the Community Clean-up on Saturday, April 2, 2022 from 6:30 a.m. to 12:30 p.m. at Diamond Stadium. Mayor Sheridan welcomed Raising Cane's to the community, shared that the Ribbon Cutting was held in the morning, and thanked them for their generous donation to the City for the Community Services Department; announced that all RTA bus rides are 25 cents from March 1 to April 30, 2022 and that College students and youth will be allowed to ride free; invited the community to join him at his Bring Your Own Breakfast event on March 22, 2022 from 7:30 a.m. to 8:30 a.m. at the Cultural Center; invited the community to attend Lake Elsinore Little League games; encouraged residents to participate in the District 28 First Annual Golf Tournament to raise funds for the 2022 Tournament of Champions and All Star Tournaments; announced the COPS for Kids Celebrity Golf Tournament on May 13, 2022 at Dos Lagos Golf Course in support of local children in need; and provided an update on the paving project at the end of Summerhill Drive. Page 6City of Lake Elsinore March 8, 2022City Council / Successor Agency Meeting Minutes - Draft The City Council recessed at 7:47 p.m. The City Council reconvened at 8:00 p.m. PUBLIC HEARING - 8:00 P.M. 16)Public Hearing to Review the Demographer’s Analysis, Maps Submitted by the Public and the City’s Demographer, and Staff’s Presentation of Maps Prepared Using the Discussed Criteria, Receive Public Input on Communities of Interest and Potential District Boundaries, and Preliminarily Select a New Map of City Council District Boundaries Receive a report from staff, conduct a public hearing to receive public input, make a preliminary selection of a new map of City Council District boundaries, and direct staff to prepare the final map and Ordinance for first reading to adopt the map at the final public hearing on March 22, 2022. The Public Hearing was opened at 8:00 p.m. Shannon Kelly, National Demographics Corporation, provided a presentation. There were no speakers. The Public Hearing was closed at 8:18 p.m. Motion by Council Member Manos to move the Tan Map and Public Map No. 203 forward for consideration and instruct the demographer to address the concerns with the maps to provide a new map for the next meeting. The motion failed due to a lack of second. A motion was made by Council Member Magee, seconded by Mayor Sheridan, to select the Tan Map as the new map of City Council District boundaries and direct staff to prepare the final map and Ordinance for first reading to adopt the map at the final public hearing on March 22, 2022.
