5)Second Reading of an Ordinance Adopting a New Map of City Council District
Boundaries
Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF
CITY OF LAKE ELSINORE, CALIFORNIA, ADJUSTING THE BOUNDARIES OF THE FIVE
CITY COUNCIL DISTRICTS AND ADOPTING A NEW OFFICIAL CITY COUNCIL DISTRICT
MAP FOR THE CITY OF LAKE ELSINORE BASED ON THE RESULTS OF THE 2020
DECENNIAL CENSUS.

6)Authorize the Purchase the OmniDeck Stadium Turf Protection System from Signature
Systems
1.Authorize the City Manager to purchase a complete OmniDeck Stadium Turf Protection
System in the amount of $65,524.00 from Signature Systems for the Diamond Stadium
Capital Repairs and Replacement Project; and
2.Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the purchase
from Signature Systems since it is a non -replicable, custom stadium turf protection system
package satisfying all of Major League Baseball requirements for both grass surfaces and
synthetic turf surfaces.

7)Construction Contract Award for the Camino Del Norte Guardrail Project - CIP No.
Z10030
1.Award the Public Works Construction Agreement for the Camino Del Norte Guardrail
Project CIP No. Z10030 to Aneen Construction Inc.;
2.Approve and authorize the City Manager to execute the Agreement in the amount of
$252,490 to Aneen Construction Inc. in such final form as approved by the City Attorney;
3.Authorize the City Manager to execute change orders not to exceed 10% contingency
amount of $25,249; and
4.Authorize City Clerk to record the Notice of Completion once it is determined the work is
complete and the improvements are accepted into the City maintained roadway network.

8)Amendment No. 1 to Professional Services Agreement with GeoMat Testing
Laboratories, Inc., for the Avenues Pavement Rehabilitation Project CIP No. Z10032
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional
Services Agreement in the amount of Nine Thousand Five Hundred Dollars ($9,500) with
GeoMat Testing Laboratories, Inc ., for the Avenues Pavement Rehabilitation Project in such
final form as approved by the City Attorney.

9)Final Map TR 37305, Nichols Ranch
1.Approve Final Tract Map No. 37305 subject to the City Engineer ’s acceptance as being true
and correct;
2.Authorize the City Clerk to sign the map and arrange for the recordation of Final Tract Map
No. 37305; and
3.Authorize the City Manager to execute the construction agreement.

1.Approve Final Tract Map No. 31593-1 subject to the City Engineer ’s acceptance as being
true and correct;

3.Authorize the City Manager to execute the construction agreements.

11)Authorize the purchase expenditure with Bluespace Interiors for additional Office
Furniture for the Public Work’s Office Building Project (CIP Project #Z20023)
Approve and authorize the City Manager to execute a Purchase Order with Bluespace Interiors
in the amount of $44,124.31.

12)Amendment No. 1 to the Agreement for On-Call Contractor Services with GeoMat
Testing Labortories, Inc.
Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement for
On-Call Services with GeoMat Testing Laboratories, Inc ., and increase compensation by an
additional $12,120.00 for a not to exceed amount of $42,120.00 in such final form as approved
by the City Attorney.

13)Agreement with United Carports, LLC for the City Yard Building Expansion Project (CIP
Project #Z20023)
1.Award a public works agreement to United Carports, LLC for the City Yard Building
Expansion Project (CIP Project #Z20023);
2.Approve and authorize the City Manager to execute the agreement for a not -to-exceed
amount of $285,000.00 with United Carports LLC in the form attached, and in such final
form as approved by the City Attorney; and
3.Authorize the City Manager to execute change orders not to exceed a 10% contingency
amount of $28,500.00 for construction uncertainties and adjustments.

14)Annual On-Call Services Agreement in Support of City of Lake Elsinore Public Works
Operations
Approve On-Call Services Agreements with Tri -Star Electric and West Coast Lighting in the
amount of $50,000 each for Public Works Operations in the form attached and in such final
form as approved by the City Attorney.

City Manager Simpson had no comments.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Magee advised that Coachella festivals are occurring and reminded resdients to remain
safe and have fun; requested the status of the General Plan Amendment for environmental justice;
announced that boating season is here and encouraged the community to enjoy the Lake; announced
planned nighttime closures for the Main Street Interchange Project; invited residents to the ribbon cutting
ceremony for the Interstate 15 Railroad Canyon Interchange; and announced the 9th Annual Lake Elsinore
Dream Extreme Fishing Derby from 6:00 a.m. to 2:00 p.m. on May 13-15, 2022.
Council Member Tisdale advised that the Spring St. project is approximately 80% complete; reminded high
school seniors to apply for the Carl Graves Scholarship Program for which the deadline is 5:00 p.m. on
Wednesday, April 13, 2022; announced America's Job Center of California's job fair on Friday, April 29,
2022 from 8:30 a.m. to 12:30 p.m. in Riverside; and encouraged donations to the 2022 Reality Rally which
will be held on Saturday, May 7, 2022 in Temecula.
Council Member Manos encouraged residents to participate in Let's Talk Housing Lake Elsinore by
submitting comments; and advised that garden plots at the community garden at Rosetta Canyon are
available for purchase.

Mayor Pro Tem Johnson announced the Spring'in with the Sheriff's event on Wednesday, April 13, 2022
from 11:00 a.m. to 1:00 p.m. at Summerlake Park; invited residents to purchase tickets for the Elsinore
Woman's Club Italian Pasta Dinner Fundraiser event on Saturday, June 11, 2022 from 5:00 p.m. - 8:00
p.m. at the Elsinore Woman's Club; and provided an update from the Homeless Task Force.
Mayor Sheridan announced the Lake Elsinore Storm Opening Week beginning with Opening Day tonight at
6:05 p.m. at Diamond Stadium; invited the community to attend the Spring Jamboree event on April 16,
2022 from 9:00 a.m. to 12:00 p.m. at McVicker Canyon Park; invited residents to his Bring Your Own
Dinner with the Mayor event on April 27, 2022 from 6:00 p.m. to 7:00 p.m. at the Cultural Center; and
announced that the Lambs Fellowship Car & Bike show will be held on Saturday, May 14, 2022 beginning
at 10:00 a.m. at Lambs Fellowship.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 4:20 p.m. to the next Regular meeting of Tuesday, April 26,
2022 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m.
or such later time as noticed on the Agenda, and the regular Open Session business meeting will
commence at 7:00 p.m.
