To the north of the property, a short frontage can be found on a local cul-de-sac, El Toro Road, which connects to Riverside Drive. The property is immediately adjacent to Interstate 15 but does not have direct freeway access, which is afforded through the Central Avenue (0.7 mile southeast) and Nicholas Road (One mile northwest) interchanges. There are no particular grading challenges presented by the site; Collier Avenue is relatively level at 1,262 feet above sea level; the site rises gradually to between 1,274 and 1,280 feet in El Toro Road North Elsinore Business Park is being developed by Saddleback Associates, who have been responsible for several similar projects in Southwest Riverside County as well as in Orange County. The architectural design, by the prominent and highly respected AO Architecture, features modern, clean lines, using colors and articulation to provide visual interest and impact. There are twelve individual buildings proposed, all single-story of tilt-up concrete construction. Each building has exclusive parking and provides owners the ability to create a secured parking area. Buildings range from slightly less than 6,000 square feet to 10,000 Square feet in gross area, with a total area of just under 95,000 square feet. The project has been deliberately designed without a common-area lot, in keeping with Saddleback Associates’ prior experience. A private property management contract will be established to manage day-to-day maintenance and operations. The property previously served as a residence and small ranch, with a large factory-built home, several outbuildings and various shelters, apparently for horses. It was later a general contractor’s service and maintenance yard, used for storing material, tools and equipment. Remnants of both prior uses can be seen, along with some ornamental plantings, primarily mature non-native trees. The site is overgrown with non-native grasses. There are several paved areas and some areas enclosed with chain link fences. Surface evidence of at least one septic system along with a private well were observed during the geotechnical investigation. Surrounding development includes the Lake Elsinore Outlet Center to the northwest, self- storage operations to the southeast, two commercial/industrial complexes across Collier Avenue to the southeast, and Interstate 15 across El Toro Road to the northeast. Significant design challenges include both stormwater and geotechnical issues. The property is subject to significant offsite storm flows, including about 450 cubic feet per second coming from three Caltrans culverts under Interstate 15. When Collier Avenue was constructed in the early 1990’s a box culvert that has been proved to be significantly undersized was built across the road and must be supplemented with additional infrastructure. The geotechnical investigation resulted in the discovery of a significant volume of trash and debris that appear to have been buried on site, requiring extensive remedial work. Apparently because of the site’s location near the Temescal Creek area, there is high groundwater present, perhaps as close as 13’ below the surface. The site does not present any significant traffic or environmental issues. Full offsite improvements (curb, gutter and sidewalk) will be constructed in El Toro Road, while Collier Avenue improvements will consist of three new driveways and a new turn pocket in the center median to allow left turns into the project’s central driveway from the northwest. No left turns out of the project to Collier Avenue will be permitted; southeast-bound traffic will need to exit by way of El Toro Road to the existing signal at Riverside Drive. This 7-acre site is located adjacent to I-15 in the northern section of Lake Elsinore between Collier Avenue and El Toro Road. The property was occupied by a single-family residence with horse barns and modest agricultural facilities; it was subsequently used as a general contractor’s service and storage yard. The previous uses were terminated several years ago; no information is available as to the date of removal of the mobile home, but it is believed to be sometime around 2007, when the current owners applied to the City of Lake Elsinore for permits to construct an automotive-service related project. Since that time, the residence (a manufactured home) was removed from the property, and most of the auxiliary structures were removed or demolished. The property is heavily overgrown with large non-native trees, brush and non-native grasses. There are remnants of the previous uses present – concrete slabs, decorative walls, chain link fences, but nothing of scenic value. A cultural resource study is indicated to determine any connections of earlier historical significance. 2. Surrounding properties: it is south of the Lake Elsinore Outlet Mall, and north of two self- storage complexes on riverside Drive. Across Collier Avenue are a multi-tenant industrial/commercial complex and an RV sales/service/storage facility. To the northeast, across El Toro Road, is Interstate 15. Across Collier Avenue to the southwest is a 5-acre low-lying property belonging to an Orange-County-based non-profit. The land is below Collier Avenue, heavily overgrown with brush and small trees. The land is adjacent to the route of Temescal Creek and downstream from Gunnison Pond, the outlet for Lake Elsinore and the San Jacinto River. 3. Most of the surrounding land is fully developed, apparently consistent with the City’s General Plan. There is an undeveloped 2.3-acre triangular parcel to the Northwest of the site, fronting on Collier Avenue. The above mentioned Blue Sky Institute parcel lies across Collier Avenue, with a broad reach of property influenced by Temescal Creek extending further to the northwest. 4.
