With respect to the Fire Department’s and City Engineer’s comments, IESE acknowledges that design of the underground utility system for this project will be complex, given the subterranean storm water system and the established easement requirements of Elsinore Valley Municipal Water District. We have met with the following individuals: Steve Payne, Assistant Fire Marshall Mayra Cabrera, EVMWD Joe Castaneda, JLC Engineering Eddie Pablos, NV5/Butsko Based upon their input, IESE has found that all required underground utilities can be accommodated. This includes: • Stormwater conveyance systems for both onsite flows and offsite flows entering the site from two directions. • Onsite underground storm water quality basins • The public water system, connecting the existing 12” main in Collier Avenue to the 8” main in El Toro Road, providing fire hydrant coverage, separate fire sprinkler and potable water connections for each of the 12 buildings, and a central meter connection for irrigation. City of Lake Elsinore Planning Application No. 2021-132 Tentative Parcel Map No. 38124; Industrial Design Review No. 2021-01 North Elsinore Business Park September 2, 2021 Response to 2nd DRC Letter • Private sanitary sewer system with lateral connections to existing public sewers in Collier Avenue and El Toro Road • Natural gas to each building • Adequate Electric Power and Telephone/Communications to each building, with a common service for site lighting, irrigation control and security. Fire flow testing has not been done; confirmation of the capability of the existing 12” main in Collier Avenue to deliver the required fire flow of 1,500 GPM at 20 psi residual for a 2-hour duration will be provided during final design. The maximum building size of 10,200 square feet and Type V-B construction is acknowledged. None of the common driveways on the site are to be gated. All gates to be installed in the future on individual parcels, as shown on the Architectural site plan, will be required to meet then-current Fire Department standards as to setbacks from traveled ways and rapid entry systems. Separate permit and inspection requirements will apply to each of the 12 lots, as not all future owners may choose to install gates on their individual use areas. Precise location and alignment planning for all utilities will take place during final design, but we can assure all parties that location and clearance requirements can be met within the current site design.
