RE: Planning Application No. 2021-13 (Tentative Parcel Map No. 38124 and Industrial
Design Review No. 2021-01) (North Elsinore Business Park)
Dear Mr. Severson;
Thank you for submitting the above-mentioned application for the subdivision of a 7.22-acre site
into 12 parcels ranging in size from 0.34 acres to 0.88 acres and the construction of 12 buildings
ranging in size from 5,595 sq. ft. to 10,200 sq. ft. (94,665 sq. ft. total) with 276 parking spaces.
The proposed project is located southerly of the I-15 freeway, between Collier Avenue and El
Toro Road (APNs: 389-220-003, 004, 005, and 006). Based upon a review of the application and
materials submitted, your application has been deemed incomplete for the purposes of
Government Code Section 65920 (“Permit Streamlining Act”). This letter and the corresponding
attachments are a summary of comments made at the May 6, 2021, Design Review Committee
(DRC) meeting.
Planning Division:
1. The current General Plan Land Use Designation for the project site is Limited Industrial (LI).
The LI designation provides for industrial parks, warehouses, manufacturing, research and
development, public and quasi-public uses, and similar and compatible uses. The Floor Area
Ratio (FAR) shall not exceed 0.45.
2. The current zoning designation for the project site is Limited Manufacturing (M-1). The project
shall comply to the following development standards as outlined in the M-1 zone:

3. Site Plan: Please revise the site plan that to show the following information:
Update the General Plan Designation shown (it should be Limited Industrial)
Show the General Plan land use designation, zoning district classification and land use or
uses of the adjoining property within one hundred (100) feet of the proposed project,
including that which is across any streets. Indicate the distances from all property lines
and use of any structures on adjoining property.
Show the Floor Area Ratio (FAR)
Show the total landscape coverage percentage proposed for the project
Show the setback from the parking area to the public right-of-way. There shall be a
minimum setback of 15 feet and an average of 20 feet from the public right-of-way
Please update the plans to note the required and the provided parking spaces. Per Section
17.148.030.C of the LEMC, the following standards apply:
o In manufacturing districts; except the Commercial Manufacturing District, one parking
space shall be provided for each 500 square feet of unit area for up to 20,000 square
feet, plus one space for each 1,000 square feet of unit area over 20,000 square feet,
and one parking space for every 1,000 square feet of warehousing floor area.
Show the number of loading spaces required and provided per Section 17.148.050
Loading Space requirements of the LEMC.
Show the square footage and percent of the site devoted to building, landscaping, and
paved areas for parking and circulation
4. Tentative Parcel Map: Please revise the tentative map that to show the following information:
The proposed project is proposing to subdivide the property into 12 parcels. However,
according to the Subdivision Map Act and Section 16.08.130 M Minor land division of the
LEMC refers to a division of land into four or less parcels and the whole parcel before
division contains less than five acres. Therefore, this tentative map will need to be
converted into a Tentative Tract Map.
Please submit draft CC&Rs for review.
Please show reciprocal access easements on the tentative map.
5. Wall and Fence Plan: The site plan refers to an 8 ft. high tubular fence, a 9 ft. high screen
wall, and 8 ft. high rolling gates. Please provide a wall and fence plan that includes the
following information:
Legend (indicating all existing and proposed walls fences and gates)
Location of all types of fencing being proposed with dimensions from building and property
lines
Dimensioned elevation drawings with details of all types of fencing, walls and gates
proposed including colors and materials
Show dimensioned details of all proposed entry statements and gates including colors and
materials, sign envelope areas and dimensions

6. Please provide street view simulations to demonstrate the project’s architectural
cohesiveness and compatibility with the surrounding area.
7. Please clarify the purpose of the “secured service yard” shown on the landscape plan.
8. Please submit a truck-turning template showing adequate turning radii and turnarounds will
be provided for emergency vehicles, trash, and delivery trucks.
9. An initial study will be required to be completed and all the technical studies will need to be
completed to determine the necessary environmental review. The following technical studies
are anticipated as necessary:
Air Quality Analysis
Biological Resources/MSHCP Consistency Analysis
Cultural Resources Report
Energy Analysis
Geotechnical Report
Greenhouse Gas Analysis
Hydrology Study
Noise Study

DRC COMMENTS:
Map will be subdivided into more than four (4) parcels. Map shall be processed as a Tract Map.
If southeast most entrance is right-in, right-out, raised median may be required.
The underground water facilities may be in conflict with the proposed sewer and water lines.
Please provide a composite map of all utilities.
All off-site flows will flow through the new 5’x8’ box?
Please clarify the difference between the property line and R/W line per Instrument 1992-357886.
Preliminary WQMP will be required to be approved prior to Planning Commission approval. Final
WQMP will be required to be approved prior to grading permit issuance or map recordation.

The Fire Department has reviewed this submittal and provides the
following comments:
1. The applicant must provide a fire hydrant system capable of
delivering fire flow as required by the California Fire Code and Fire
Department standards. Fire hydrants shall be spaced in
accordance with the California Fire Code. Based on current
standards, the required fire flow is estimated to be 1,500 GPM at
20 PSI for a 2 hour duration. Estimated fire flow is based on a
10,200 square foot building area with Type V-B construction and
the building having a fire sprinkler system per 2019 California Fire
Code.
2. Gates must meet Fire Department standards at the time of building
permit application. Current standards require that gates have a
Knox rapid entry system and be set back up to 35 feet to allow
emergency vehicles to safely stop away from traffic flow.
These comments are preliminary; further review will occur upon
receiving further planning applications. Additional conditions may be
necessary at that time.

BUILDING AND SAFETY DEPARTMENT
General Conditions
B-1. Final Building and Safety Conditions. Final Building and Safety Conditions will
be addressed when building construction plans are submitted to Building and Safety for review.
These conditions will be based on occupancy, use, the California Building Code (CBC), and
related codes, which are enforced at the time of building, plan submittal.
B-2. Compliance with Code. All design components shall comply with applicable
provisions of the 2019 edition of the California Building, Plumbing and Mechanical
Codes: 2019 California Electrical Code; California Administrative Code, 2019
California Energy Codes, 2019 California Green Building Standards, California
Title 24 Disabled Access Regulations, and Lake Elsinore Municipal Code.
B-3. Green Measures. The application shall provide 10% voluntary green measures on
the project, as stipulated by the 2019 California Green Building Standards.
B-4. Disabled Access. Applicant shall provide details of all applicable disabled access
provisions and building setbacks on plans to include:
a. All ground floor units to be adaptable.
b. Disabled access from the public way to the entrance of the building.
c. Van accessible parking located as close as possible to the main entry.
d. Path of accessibility from parking to furthest point of improvement.
e. Path of travel from public right-of-way to all public areas on site, such as club
house, trach enclosure tot lots and picnic areas.
B-5. Street Addressing. Applicant must obtain street addressing for all proposed
buildings by requesting street addressing and submitting a site plan for commercial
or multi-family residential projects or a recorded final map for single- family
residential projects. It takes 10 days to issue address and notify other agencies.

B-6. Clearance from LEUSD. A receipt or clearance letter from the Lake Elsinore
School District shall be submitted to the Building and Safety Department to ensure
the payment or exemption from School Mitigation Fees.
B-7. Obtain Approvals Prior to Construction. Applicant must obtain all building plans
and permit approvals prior to commencement of any construction work.
B-8. Obtaining Separate Approvals and Permits. Trash enclosures, patio covers, light
standards, and any block walls will require separate approvals and permits.
B-9. Sewer and Water Plan Approvals. On-site sewer and water plans will require
separate approvals and permits. Septic systems will need to be approved from
Riverside County Environmental Health Department before permit issuance.
B-10. House Electrical Meter. Applicant shall provide a house electrical meter to provide
power for the operation of exterior lighting, irrigation pedestals and fire alarm
systems for each building on the site. Developments with single user buildings
shall clearly show on the plans how the operation of exterior lighting and fire alarm
systems when a house meter is not specifically proposed.
At Plan Review Submittal
B-11. Must submit Grading Plans to Engineering prior to Building. Building will not
accept plans if they have not been submitted to Engineering first.
Submitting Plans and Calculations. Applicant must submit to Building and
Safety four (4) complete sets of plans and two (2) sets of supporting calculations
for review and approval including:
a. An electrical plan including load calculations and panel schedule, plumbing
schematic, and mechanical plan applicable to scope of work.
b. A Sound Transmission Control Study in accordance with the provisions of the
Section 5.507, of the 2019 edition of the California Green Code.
c. A precise grading plan to verify accessibility for the persons with disabilities.
d. Truss calculations that have been stamped by the engineer of record of the
building and the truss manufacturer engineer.
Prior to Issuance of Grading Permit(s)
B-12. Onsite Water and Sewer Plans. Onsite water and sewer plans, submitted
separately from the building plans, shall be submitted to Building and Safety for
review and approval.
B-13. Demolition Permits. A demolition permit shall be obtained if there is an existing
structure to be removed as part of the project. Asbestos report and lead base paint
reports are required before demo permit will be issued.
Prior to Issuance of Building Permit(s)
B-14. Plans Require Stamp of Registered Professional. Applicant shall provide
appropriate stamp of a registered professional with original signature on the plans.
Provide C.D. of approved plans to the Building Division.
Prior to Beginning of Construction
B-15. Pre-Construction Meeting. A pre-construction meeting is required with the
building inspector prior to the start of the building construction.
