Dear Ms. Abraham,
This letter is written on behalf of the Rincon Band of Luiseño Indians (“Rincon Band” or “Band”), a federally
recognized Indian Tribe and sovereign government. The Rincon Band has received the notification for the above
referenced project and requests additional information as described below. The location identified in the transmitted
project documents is situated within the Territory of the Luiseño people and within the Band’s specific Area of
Historic Interest (AHI). As such, Rincon is traditionally and culturally affiliated to the project area.
Embedded in the Luiseño territory are Rincon’s history, culture and identity. The City of Lake Elsinore is
considered a Traditional Cultural Place (TCP) and Landscape (TCL) by the Rincon Band, as it is associated with
the Luiseño Creation and contains numerous recorded cultural places and other TCRs. Rincon has no knowledge of
cultural resources within the project area. However, that does not mean that none exist. We kindly ask to be provided
with a copy of the geotechnical report, cultural survey including archaeological records and shape files,
archaeological record search results, and the grading plans. We request AB52 Consultation at this time in order to
learn more about the project and any potential impacts to cultural resources.
