Background City Commissions, Boards, and Committees are governed by City Council Policy No. 200-5A. In this policy, attached as Exhibit A, the Chair and Vice Chair are selected upon establishment of the Committee. The term of service is for one year with a new nomination and selection process typically occurring each July. Members of the Committee may nominate any member to serve as the Chair. More than one member may be nominated. A vote is then conducted as to each nomination and the member receiving a majority vote is selected as Chair. This same process is then repeated for selection of the Vice Chair. Generally, the role of Chair is to preside over the Committee meetings. The Chair serves as the official spokesperson of the Committee and may be asked to review meeting agendas in advance, if needed. The duty of the Vice Chair is to preside in the absence of the Chair. Discussion The Measure Z Citizen Committee is only required to meet a minimum of two times per year pursuant to City Council Policy No. 200-5. Given the limited meeting schedule, and rather than selecting a Chair and Vice Chair to serve only through this upcoming July, staff recommends the Committee appoint a Chair and Vice Chair to serve in these roles through July 2022. During the meeting, staff will ask for nominations from the Committee for a Chair followed by a roll call vote as to each nomination. Once a Chair is selected, the Chair will then ask for nominations for Vice Chair followed by another roll call vote of the Committee.
