Page 1 City of Lake Elsinore Printed on 3/4/2022 REPORT TO CITY COUNCIL To: Honorable Mayor and Members of the City Council From: Candice Alvarez, MMC, City Clerk Date: March 8, 2022 Subject: Public Hearing to Review the Demographer’s Analysis, Maps Submitted by the Public and the City’s Demographer, and Staff’s Presentation of Maps Prepared Using the Discussed Criteria, Receive Public Input on Communities of Interest and Potential District Boundaries, and Preliminarily Select a New Map of City Council District Boundaries Recommendation Receive a report from staff, conduct a public hearing to receive public input, make a preliminary selection of a new map of City Council District boundaries, and direct staff to prepare the final map and Ordinance for first reading to adopt the map at the final public hearing on March 22, 2022. Background On February 1, 2018, the Lake Elsinore City Council adopted Ordinance No. 2018-1387 amending Chapter 2.09 Elections, providing for the election of five Members of the City Council by districts, establishing the boundaries and identification number of each District, and establishing the election order of each District. At that time, the Council Districts were drawn using the 2010 Census data as was required by law. Pursuant to Election Code Section 21500 et. seq., each city with district-based election systems must use new census data as reported in each decennial federal census to review and, if needed, redraw district lines to reflect how local populations have changed. This process, called redistricting, ensures all districts have substantially equal population as required by the United States Constitution. By law, the City must hold at least four (4) public hearings that enable community members to provide input on the drawing of district maps. At least one hearing must occur before the city draws draft maps and at least two public hearings must occur after the drawing of draft maps. The redistricting process for the City of Lake Elsinore must be completed by April 17, 2022. Redistricting Public Hearing #3 March 8, 2022 Page 2 of 3 The first two hearings were held on August 25 and September 14, 2021. Recordings of those hearings are available at https://lake-elsinore.legistar.com/Calendar.aspx. The current Council Districts were drawn based on the 2010 census which recorded the City’s population as 51,821. By comparison, City’s 2020 population was recorded as 72,979 which is a 40.83% increase. During the 10-year period from 2010 to 2020, District 2 and District 3 experienced substantial growth. The districts must now be redrawn using the 2020 census data and in compliance with the FAIR MAPS Act, which was adopted by the California legislature as AB 849 and took effect January 1, 2020. Under the Act, the Council shall draw and adopt boundaries using the following criteria in the listed order of priority in accordance with Elections Code 21601: 1. Comply with the federal requirements of substantially equal population and the Voting Rights Act 2. To the extent practicable, geographically contiguous 3. To the extent practicable, undivided neighborhoods and “communities of interest” (geographic areas that share common social or economic interests) should be kept together 4. Easily identifiable boundaries 5. To the extent practicable, compact (do not bypass one group of people to get to a more distant group of people) 6. Shall not favor or discriminate against a political party Once the prioritized criteria are met, other traditional districting principles can be considered, such as: 1. Minimize the number of voters delayed from voting in 2022 to 2024 2. Respect voters’ choices / continuity in office 3. Future population growth Discussion The purpose of Public Hearing #3 is to:  Review draft maps received from the public to date  Review draft maps that have been developed to date by the demographer  Preliminarily select a Council Districts map At the hearing, National Demographics Corporation will review maps that have been developed to date and the four public map submittals. The demographer’s draft maps designated as “Tan”, “Green” and “Purple” are attached with the associated data attached as Exhibits B, C and D. Redistricting Public Hearing #3 March 8, 2022 Page 3 of 3 These draft maps meet the required federal and state criteria. The four maps submitted by the public are designated 201, 202, 203 and 204 and are attached with the associated data as Exhibits E, F, G and H. It is recommended that the City Council preliminarily select a preferred map and direct staff to prepare the final map and ordinance for first reading and adoption at the final public hearing on March 22, 2022. Election sequencing shall be in accordance with Lake Elsinore Municipal Code Section 2.09.025, which in summary provides that elections for the Council seats in Districts 1 and 3 will be held every four years beginning in November 2018, and the elections for Districts 2, 4, and 5 will be held every four years beginning in November 2020. The district numbers in proposed maps align with the current numbers of districts. No further public comments have been received since the last hearing date. The public is encouraged to participate in the hearing. Residents are encouraged to visit www.lake- elsinore.org/redistricting to follow updates on the redistricting process, review data and materials, and participate in the process by offering comments. Next Steps On March 22, 2022, the City Council will conduct Public Hearing #4 to seek additional public input regarding district maps and introduce an Ordinance adopting the selected map. If the Ordinance is introduced, it is anticipated to be adopted at its second reading on Tuesday, April 12, 2022.
