1)Black History Month Proclamation
Proclaim the month of February 2022 as "Black History Month" in the City of Lake Elsinore.
Mayor Sheridan presented the Proclamation to Pastor Oliver, President of the NAACP.
2)Special City Council President’s Day Presentation by the Richard Nixon Foundation
The Lake Elsinore City Council welcomes Jim Kubalik, Docent of the Richard Nixon
Presidential Library and Museum and Anne Brown, Guest Services Manager of the Yorba Linda
Richard Nixon Foundation who will provide a special President’s Day presentation.
Jim Kubalik provided a presentation.
CLOSED SESSION REPORT
City Attorney Leibold reported that one item was discussed, noted that the City's efforts to acquire the
property since 1995 have been met with no response, and reported that the City Council directed the City
Manager and City Attorney to continue efforts to purchase the property.

Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF
CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING ZONE CHANGE NO. 2021-04
ESTABLISHING A PLANNED UNIT DEVELOPMENT (PUD) OVERLAY DISTRICT TO
PROVIDE MODIFIED DEVELOPMENT REGULATIONS AND DESIGN STANDARDS FOR
THE UNDERLYING R-3 ZONING DISTRICT FOR THE PROPERTY LOCATED AT APNS
379-060-005, 022 AND 027.

Names Construction Services, Inc ., and increase compensation by an additional $250,000 for a

Authorize the City Manager to execute Amendment No. 5 to the Agreement with Hemet Fence
Corporation and increase compensation by an additional $110,000 for FY21-22 for a not to
exceed amount of $140,000 in such final form as approved by the City Attorney.

14)Public Hearing to Consider City Council District Boundary Maps
Open and continue to the next Regular City Council meeting on March 8, 2022 at 7:30 p.m. the
Public Hearing to consider City Council district boundary maps submitted by the public and
from National Demographics Corporation, and extend the acceptance period of public maps to
Friday, February 25, 2022 at 4:00 p.m.
The Public Hearing was opened at 7:30 p.m.

City Clerk Alvarez noted that it has come to staff ’s attention that some members of the public may not
have completed the final step of sending their map (s) to the City Clerk as was posted in the instructions. In
an attempt to accommodate and recognizing the public ’s desire to participate in the redistricting process
and submit maps for consideration, staff is recommending that the City Council open and continue the
Public Hearing to the next Regular City Council meeting on March 8, 2022 at 7:30 p.m. to consider City
Council district boundary maps submitted by the public and from National Demographics Corporation, and
extend the acceptance period of public maps to Friday, February 25, 2022 at 4:00 p.m. in order to allow
National Demographics Corporation time to process the maps for consideration on March 8, 2022 and
allow us to still meet the deadlines previously established.

City Manager Simpson had no comments.

City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS
Council Member Magee noted that the Riverside County Transportation Commission approved SB
821-funded projects in the City of Lake Elsinore; announced the Lake Elsinore Historical Society's 25th
Annual Meeting on March 1, 2022 from 1:00 - 3:00 p.m. in the Historical Society Museum; and
congratulated Ruth Atkins for her nomination for 2022 Woman of the Year by Assemblyman Kelly Seyarto.
Council Member Tisdale spoke regarding the Community Meeting that was held on Friday, February 17,
2022 regarding the Bamiyan Market Place Project; announced that the Measure Z Citizen Committee will
hold its next meeting on Thursday, February 24, 2022 at 6:00 p.m. in the Cultural Center; invited veterans
to attend a job fair on Thursday, March 3, 2022 from 9:00 a.m. to 1:00 p.m. at the Moreno Valley
Conference & Recreation Center; requested donations for the 2022 Reality Rally which will be held on
Saturday, May 7, 2022; noted that the City of Desert Hot Springs toured the Anchor; and thanked the
Riverside County Sheriff's Office for all they do for the community.
Council Member Manos announced that Raising Cane's will open on March 8, 2022 and its Grand Opening
and Ribbon Cutting will be held at 8:30 a.m.; advised that Storm Baseball will be holding a Hiring Fair on
March 10, 2022 from 4:00 - 6:00 p.m. and March 12, 2022 from 12:00 - 2:00 p.m. at Diamond Stadium;
and invited the community to attend the Spring Jamboree on Saturday, April 16, 2022 9:00 a.m. to 12:00
p.m. at McVicker Canyon Park.

Mayor Pro Tem Johnson reported on her attendance at the Eagle Scout Certificate Ceremony and
congratulated Honorees for their achievement; announced the Animal Friends of the Valleys Puppy &
Kitten Palooza on February 26, 2022 at 10:00 a.m. in Wildomar; and provided an update from the
Homeless Task Force.
Mayor Sheridan congratulated Elsinore High School for winning the Academic Decathlon for the sixth year
in a row; shared a video for the Latin Kings of Comedy who will be at Diamond Stadium on March 25, 2022;
provided a construction update on the Interstate 15 Railroad Canyon Interchange project; encouraged the
community to volunteer for the Dresses and Dreams Project; reported on his attendance at the Annual
Congressman Calvert Meeting; announced that City Hall will reopen to the public on February 23, 2022;
and adjourned the meeting in memory of former Council Member Daryl Hickman.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:18 p.m. to the next Regular meeting of Tuesday, March
8, 2022 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00
p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will
commence at 7:00 p.m.
